  1. There is already guidance for this. https://forums.homecomingservers.com/code-of-conduct/#video-policy Edit: Oh, you are talking about a partnership, not just streaming. Not sure if that will fly, but who knows.
  2. I completely disagree. I take Strength of Will on all my Willpower characters, and I find the boost for Fire, Cold, Energy, Negative Energy, Psionic, and Toxic it gives to be very helpful in turning fights around even though the set lacks other powers that provide resistance to those damage types. Yes, Willpower relies more on defense against those damage types, but when your defense isn't keeping you from being hit, adding near Toughness levels of resist to those damage types is a definite help. Not a huge help, but a definite one. I still only leave the power at its base enhancement slot, but I don't use it as a mule. It gets a scaling damage resist enhancement slotted. And because Strength of Will's crash is so minor, I'm clicking it every time a fight gets rough. My endurance never wavers until it crashes and my endurance has finished filling before it finishes timing back in.
  3. This comes up every KB thread, so I'm very surprised this is the first you are hearing of it. The gist of it boils down to the DPS goes up because you don't have to spend time getting back into range to attack again.
  4. I'm calling false advertising on this. The thread title clearly said this would be exciting. That aside, this suggestion has been made into threads many times.
  5. You put a space between the n in on and the close parenthesis. With the space separating them from anything else, the close parenthesis+colon combination does this: 😞
  6. And I would very much like to know what player powers at base value like you are saying are anywhere near as high as 45. Please enlighten me on these powers, because I would most definitely like to start using them. Even Nova is Mag 16.617 at base value.
  7. We're going about it differently, but we apparently have the same goals. So to @biostem, my apologies for my earlier response to you. There was a difference in your and @PoptartsNinja's approaches after all.
  8. Conversely, if it is based off the magnitude but with a multiplier, then you will find players trying to max their KB for the increased damage instead of just aiming for the minimal requirement to trigger the proc. And will feel so much better when you send an enemy flying across the room. (Edit: But will also feel really bad when you get Freem'ed by the Council. Or any other enemy that uses good KB.)
  9. That's still a function of KB magnitude. So you aren't really saying anything different than @PoptartsNinja.
  10. There are players that choose to go hidden while playing simply because we don't want to deal with others. I'm one of them. Not frequently (for being hidden), but I am one of them. However, when we see something being broadcast that we decide we want to join, we go to join just like anyone else. And half the time I am hidden and decide I want to join something forming? I forget I am currently hidden and wind up teamed as hidden. (Though there have been cases where I chose to stay hidden rather than forgot I was hidden. Sometimes you just want to limit the number of people that know you are on.) I can't speak to @Ridiculous Girl's post because her post states they are misbehaving while hidden. However, yes, there are valid reasons for players to play even on a team while hidden.
  11. Why not just use the chat bubble settings in the Windows tab? (Edit: Or if that lacks the functions you want, then why not request those functions be added?)
  12. I am disinclined to have yet another pointless argument with you. The author has already clarified what (s)he/they meant and I admitted my mistake in understanding the OP. So kindly drop it.
  13. Should be. Just don't have your Hybrid toggle turned on when you are trying to sneak and assassinate.
  14. Elude isn’t a defense power. It is a run speed, jump height, and endmod buff that also happens to grant defense. Look, I can do it too! Hail of Bullets is intended as a damage power, Dual Pistols T9 nuke. It gives a defense boost for all of 5 seconds. Elude grants its defense bonus for 3 minutes. One of these two powers is a defense power, the other isn't. Try again.
  15. No. How much power (damage) a bow or crossbow does is dependent on the weapon's draw weight and arm length. Crossbows tend to have a higher draw weight, but they also have much shorter arms, resulting in a much shorter draw length so they impart much less energy into the bolt they fire. Less energy transferred to the projectile means it has less penetrative power regardless of the draw. You can have a bow that has significantly more penetrative power than a crossbow despite the crossbow having the much higher draw weight. While this is typically true, it isn't a hard and fast rule. I can cock, load, and fire my hand crossbow faster than I can draw and fire any bow I've shot since the hand crossbow simply requires me to pull the cocking lever in back and it requires no mentionable effort to do so. There is a tradeoff for this though.
  16. Hail of Bullets isn't a defense power. It is a nuke that also happens to grant defense. You're right, I misunderstood. That makes more sense. (Edit: Though I would probably call that more like "Explosive Decoy" or something similar. Have it spawn a copy of you as a pet as part of you teleporting away, the copy generates aggro like Omega Maneuver, and then promptly explodes as a nuke.)
  17. I really don't see a blast set getting a defense power as its T9 like an armor set.
  18. https://cod.uberguy.net/html/power.html?power=controller_buff.cold_domination.heat_loss&at=controller Edit: Looks like you hit a single target and that spawns a pet that applies the AoE effect. So the description is correct. (Edit again: Because it is a Foe AoE rather than a Targeted AoE.)
  19. I'm not understanding what you are saying is a bug here. Aside from any rescues, all NPCs on the map are random civilians including PPD that are flagged as crazed <something>. Even the wiki specifically shows a police officer as the enemy for the Crazed Buckshot. So what is the wrong model or the cop in the wrong place at the wrong time?
  20. And even using Walk, NPCs can get lost following the PCs. Especially at stairs and ramps. I've even lost Akarist while using Walk over open terrain (in the Shadow Shard instance mission map) while standing within his normal follow range waiting for him to move past whatever non-existent obstacle was holding him up. (After a while, he just stopped trying and said he lost me.)
  21. You can farm a 50 in a few hours Right. Brain dump moment, sorry.
  22. Domination wouldn't be available to the character with the OP because you have to build it up in combat. And there is always the test server to make an instant level 50 character and see how everything looks together or in combat. (Edit: How did you get to 50 without ever popping Domination even once though?)
  23. But why is my question? You would just be burning inspirations when you don't need to, so why not just disable the ones you don't want? That's what I don't understand.
  24. So your whole purpose is to get for free what others worked to get. I agree that the auras should never have been placed behind a purchase wall, but it is. And others participating in those costume contests are making use of those auras, and you feel you should get for free what they worked to get? Or you have the previous character transfer the prismatics or inf' needed to get the aura you want for your new character. Power leveling in the game exists. And there are instructions online, including YouTube videos, about how to crank a brand new character to level 50 in just a few hours. I'm sure you will get to participate in all the costume contests you want even on a brand new character at level 50 even if you take the time to power level there. Your proposal adds nothing to the game. It doesn't fix anything. It doesn't add more interesting things to do in the game. It does nothing for the game.
  25. That still doesn't make sense. Players can disable small inspirations at the START vendor as is and simply auto-consuming inspirations as you get them means you can't combine them to make something you need and you won't have them on hand for when you actually need them.
