I was just about to post something very similar, but you saved me the time. There would also be the massive trade off of not getting veteran levels, meaning that gaining incarnate powers would be significantly harder for a casual player if they disable xp gain. Personally I think they have the potential to be far more useful for many builds than purples would ever be. I have numerous 50s and only 1, my StJ/SR stalker, has multiple purple sets, (I wanted perma hasten on him) the others just don't need them.

No, I get that, but with this one it's not really like it's a legacy issue where it once had an end cost and now doesn't as the sustain mechanic was in the pipeline at the same time, or before, atomic manipulation was released, as far as I can remember.

To be fair to Hjarki when most people ask for builds on here it is usually for end game builds. The OP here though didn't specify. I just think a lot of people that post only think in terms of endgame, and if someone was starting an Ice stone tank and looking at posts like this they could be put off ever trying powers like Fault, when things like what Hjarki said about it are taken out of that endgame context. And they would be missing out as it is a really fun power with a good amount of utility, especially when procs are added.

I have a Beam/devices blaster which I really enjoy playing, though it is only at the mid 20s at the moment. I think the question is how do you wantto play? Solo, team, both? I find that beam/dev is great for solo play, it is mainly single target attacks, but they hit hard. I play it almost like a ranged stalker, which post 20 is easy to do with Field Operative and a celerity steath IO in sprint. (I use it in sprint, even though I am generally hovering, so I can slot something else in hover, it gives a bit more flexibility and can be turned off if the end drain is too much). The combo also works well in small teams, however in big teams the single target attacks, unless it is against hard targets, tends to get a bit lost where your targets usually end up dead before the animation has completed. In short, if you are wanting to play on big teams I would suggest going either AR or DP as both have much better AoE options.

To me a steamroll is when the team can go through spawns pretty much without stopping to pause, the spawn is just obliterated on the way past. However I have't heard it used in the context of how you want a mission to be run, it's just the natural consequence of having lots of high damage ATs all together.

Or if you are leveling by actually playing the game and not PLing straight to 50 for an end game build. There are 15 levels between where you can pick up fault and before tremor becomes available to you.

P2W Option: Reject White Salvage Drops

It's not something I'm ever likely to use, but if it were easy to implement I really can't see the issue with having the option. If someone is just going to end up deleting the salvage anyway they might as well have the option to autoreject it instead. If, as I said, it is easy to implement. If however it's something that would take a lot of time/resources then I would rather they worked on something else. -
The first 4, Posi 1+2, Synapse and Pen Yin are all relatively easy to duo. Depending on the powersets of you both the others could be as well. If neither of you are debuffers I'd look at getting some of the temp powers from the P2W vendor to help out with the AV, like envenomed dagger, backup radio, signature summons etc., if you have the spare inf.

Metabolic Accelleration from the Atomic Manipulation should have a minimal fx option. The constant swirling balls make no sense for the power and I find them really distracting. -
The good thing about the mez protection is it can still be used like a break free if you get mezzed, so it's not a huge issue if it isn't perm. (The exception being knockback, you need to wait until the KB animation is over before you can use it.) Do you already have weave? Slotted out I believe that's around 7.5% on a tanker, then there's the other usual suspects, CJ/hover and maneuvers. I don't have a 50 SR tank, although I do have a stalker and scrapper, but their numbers are different, so I'm not certain how close you can get on a tank without them, but I used the 2 def uniques on my /SRs. The steadfast isn't particularly expensive. If you are struggling for inf they only cost 20 reward merits for the recipe, which you could even get from getting all the badges from 4 zones, never mind arcs or TFs. The PVP one is usually more expensive, but when you think it offers 3% def to all, where most sets you need to get 5 or 6 pieces to get that to one position, it's not that bad.

There's also the Impervious Skin Status Resistance/+Regen, a tanker is bound to have somewhere they can slot it, even if it's just tough. Also the Power Transfer chance for +heal which can go in stamina compliments nicely with the Panacea.

Can't help with a build, I rarely pre make builds, I tend to play through to 50, to see which powers I like and use, then create a build to get the best out of that. I just happened to make a Ice/Stone tank yesterday and have duoed it with a sentinel to level 27, so I would also be interested to see what others have come up with. I am really liking Fault with the FF +rech IO and an Explosive Strike damage proc in it, when I can spare another couple of slots I will proc it out more, I think, as it seems to work well with them.

Just think yourself lucky you weren't playing them on live when they first were introduced. They would despawn every time you zoned, entered or left a mission. Fun for ambushes. Also you had to upgrade each pet individually every single time, so your 5 powers was 3 summons plus 6x2 upgrades back then. Kid MMs today don't know good they have it! 😉 -

Not entirely. Travel speed is also a factor, if you are using fly they are chasing after you and are in danger for longer than if you are using SS or SJ. With SS and SJ you are usually outdistancing them enough that they are regularly having to respawn closer to you, rather than running the entire distance through spawns. -

With the bots there are a couple of things that might help. The sudden impact knockback to knockdown IO can make a huge difference as it keeps the mobs in the AOE area, so more damage, and would keep them in your /time debuff zones. If you aren't using sets yet I'd consider slotting a couple of common defence IOs in your protector bots until you get your sets and unique IOs (as mentioned above) sorted. Bots bubbles are, if memory serves, 7.5% each and both stack so the extra def for the assault bot and 3 little bots might help along with your farsight, if that's slotted out for defence you are looking at around 35% def for the majority of your bots. Between that, your AoE heal, and -tohit debuff they really shouldn't really be dieing much. -

Rather than leave them empty you could put your toggle powers (or something like hasten on auto) in them as you aren't likely to be clicking those in combat, so no real danger of hitting the arrows. Assuming they are ones that only suppress, and don't drop, if mezzed at least. I don't know why but it seems a waste to leave them empty. -
Do Katana and Super Reflexes work well together?

Depends whether it's a polar bear or not. As for katana/SR yes it will work just fine. It might not be the best damage/mitigation combo going, but it will be pretty solid. -

Well there are 3 names I know! Not sure if you guys are still about as I appear to be a bit late to the homecoming party. Good to see you here anyway. 😄 Captain Lupis (En/En blaster) was my first alt on Defiant, mainly went around as Quincunx (DM/Regen scrapper) and had too many 50s to remember all of them now, Twilight Frost, Master Lupis and Miss Venom some of the more played ones. It's nice to give the old costume an airing again...
