If it helps: What I've done as of right now Maneko is set up with; PSY- Mental Blast: 4 slots (1x SO Acc & 3x SO Dmg) Dominate Will: 4 slots (same as above) Psychic Focus: 1 slot (1x SO ToHit Buff) Psionic Lance: 4 slots (same as above) Ninja - Immobilizing Dart: 4 slots (same as Mental Blast above...next two would be either Immobilize or Range) Sting of the Wasp: 1 slot (1x SO Dmg eventually will up this) Shinobi: 5 slots (2x SO ToHit Buff, 3x SO Defense Buff) The Lotus Drops: 1 slot (1x SO Dmg eventually will up this) Kuji-In Toh: 1 slot (1x SO Recharge...looking at 3x SO Heals and 2x SO Dmg Resist eventually) Sorcery - Mystic Flight: 1 slot (SO End Red) Arcane Bolt: 1 slot (SO End Red) Enflame: 1 slot (SO Dmg...plan 2 more eventually) 3 Slots in Stamina with SO End Mods SO's in Health, Rest, Swift for Heal & Fly Will of Seers in Brawl slot for now. With the Shinobi in effect I can snipe with Psi Lance and one-shot most yellows and do major hurt to orange mobs from a good distance...if I add Psy Focus to that I can sometimes one shot the orange mobs, usually allowing me to drop at least one more yellow before things are up and personal.

Evil, in a simplistic definition, is the depraved indifference to the very existence, well-being, opinions, and freedoms of any other living being than one's self. That lack of empathy with anything else is one of the key psychological factors brought up in almost every criminal case involving a capital crime...and why some political systems, and dare I say religions, are considered in extremely negative context by a large percentage of the global population...well...at least that portion that is concerned with anything outside of their own small corner of the world and day to day existence. It's that depraved indifference that really elevates one faction over another in terms of how evil they are and why I made mention that while the faction may be a great evil, they may not actually be the most dangerous. In that respect, I would agree that the 5th/Council, Nemesis, and Malta Group are likely the greater threats not because they lack empathy but that they have enough to actually use to play to the emotions of the ignorant masses and make their indoctrination that much more effective. A former uncle-in-law from the early 90's was an PhD Psychologist with a focus on anthropology and we'd spend hours at the family holiday gatherings talking about stuff like this and the general rot observed in everyday life around us with comparisons to the decline of various empires and societies throughout history.

Yeah...breaking the active out from the inactive would be a lot less misleading. Ironically, out of the 180 or so dead ones CoH is the only one that's made a successful resurrection. So there's that as well. -

The majority of those covered are dead, mis-classed, or not released...so effectively, much higher as an actual number. Though I have played Light & Dark and a lot of time on Project Gorgon, which is brutal and somewhat mysterious what your toon's effective level actually is. Skill based advancement...and at the time you needed to get skilled in everything to rank up. -

Given the costs to build things most of Paragon would've never been constructed in the first place. lol 1986 dollars - one mile of two lane paved street with sidewalk, curb, and gutter cost 1 million dollars to design, permit, and build. A 20 foot tall concrete retaining wall 18-inches thick was roughly 1000$ per linear foot. Yeah...I know it's a game but when you've been at a profession as long as I have it gets harder and harder to not instinctively evaluate stuff like that. *chuckles* And given how prolifically the various villain groups have infested every part of the city, may as well tear down the war walls and cut the energy costs for all the good they are doing other than around the actual active Rikti Warzone. 😉 Maybe we can hire the Merc Groups to clear out the bad guys from the wrecked zones like Eastgate and Boom without the power bill for the walls. lol

Please...no more war walls. >< The whole city sets wrong to my civil engineering background as it is...one reason I prefer Praetoria despite the limited content and all there. It actually feels like a real city rather than some sort of disjointed obstacle course disguised as a series of randomly connected population centers and zoning by dart board. ( Oo ) lol Even the Rogue Islands with the impossible fortresses, catwalks everywhere, and wires from the abyss is better laid out.

Propaganda is an art form in and of itself. Real World politics has demonstrated that time and time again. Easy enough to convince someone that something that is really bad for you at the end of the day is something that you really must be doing or needing...it all depends on the wording and presentation when playing on the fears and desperation of the populace. Something that the 5th/Council both share with the Rikti (The Lost...homeless being mutated and joining for promises of power and belonging to something greater than the nothing they presently have). Malta is the typical greedy paranoid politicians...if you can't control it then it must be destroyed or imprisoned. Skulls, Hellions, Outcasts, and Freaks are pretty much hedonistic opportunists with a bit of power behind them while the Trolls are just violent drug addicts. So nothing special there...and the Family are likely the most 'normal' crooks in the game and are evil in more of an ethical side note sort of way rather than being actually amoral like most of the others. The Clockwork...well...can a brainless bot powered by a paranoid psychic lunatic really be evil for the sake of evil rather than simply being dissociative reactive when acted against? We could spend days psycho-analyzing and deconstructing the various villain groups but the game reality is is that the Heroes are still losing the battle against all the bad guys and Paragon's upkeep/repair is likely close to, if not exceeding, that of the national GDP alone.

Looking up both Facism and Nazism, I'd say that such labels are not really limited to just the WW II throwbacks but can actually be applied to several of the various villain groups in some aspects such as Rikti, Nemesis, Arachnos, Malta, Tsoo, and even Devouring Earth/Hamidon. Not going to bring in IRL stuff since such a topic already skirts the proverbial minefield. So while definitely an evil I can't really see it as such a limited scope applied to just 5th/Council organizations nor rate it, being merely a political/ethical evil, as higher than something that affects the existential well being of life on a more esoteric level of existence which run the risk of being ELE level threats.

I'll just go with the top six on my list of the most amoral groups: Circle of Thorns - soul destroyers Banished Pantheon - soul slavers Vahzlok - sociopathic butchers with a god complex Carnival - mind slavers Talons of Vengence - sociopathic nihilistic murderers 5th Column/Council - narcissistic sociopathic supremasists with delusions of adequacy and ruling The rest just seem to be squabbling wanna be's...though Malta, Nemesis, Arachnos, and the Skulls are likely the next most evil. Not necessarily the most dangerous...that would be a different list IMO.

Been searching for anything on this type combo and came up empty. Figured I'd ask opinions/advice from the build guru's for when I start going for the set slotting instead of just SO's so the toon doesn't end up a train wreck. The builder doesn't work for me on my system which is ancient.

I recently was playing one up to around level 16. While it is decent, it's nothing to really write home about overall IMO for solo. Someone whom is able to make the most out of slotting the powers will likely make it a more exciting build and it may have more success in a team setting.

@SeraphimKensai I worked 10 yrs in Public Works Engineering as the Permit Reviewer /Engineering Inspector/ Erosion Control Code Enforcement myself where the hours are even longer (32 hrs straight on-site for one emergency sewer repair project) and the public complaints never ending while trying to get things done with a never sufficient budget and learning to smile even as you know contractors/builders are lying to your face. Those council meetings were usually dead boring. 😉

Like any City Council...they make decisions about issues that nobody knows are issues and if lacking an issue to make a decision on then they'll create issues to make decisions about that nobody finds out about until they do become an actual issue. That and they work for Nemesis. :P

Well...as someone who was raised not celebrating 'holidays' as they were for Devil Worshippers or <insert nominal derogatory name for whatever delusional misfits you like to blame> I can agree that the events are more annoying than fun. BUT! (BIG but...not butt...just but as in the exception) That's just for me...and yet...I have never, nor ever, feel a need to spout off anything near the level of meadow muffins of the OP. Obviously a lot of folks DO find the events fun and all that...(still waiting for Recluse to show up dressed as Statesman on April Fool's though) and being a game, the majority being entertained rules. Then again...the OP could be going for the GRINCH Badge. (do they have a Grinch badge yet? No? They should...think of how happy poor l'il Mary Lou Whoo would be!) OH LOOK! KEEBLERS! (runs off chasing the elves for their cookies laughing insanely....) -

Having grown up hand milking the cows, running it thru a filter before letting it set in the jar for a day, then skimming off the cream for the butter churn before drinking the milk... All of the stuff sold in the stores was like drinking badly flavored water. Took me nearly 25 years after leaving the farm before I could tolerate even the whole milk. Now old age health issues force me to use the 0% fat stuff. I'm sure this is yet another Nemesis plot! -
@Techwright: That's why I qualified that with an IF it was localized. 😉 @mistagoat: I split my time between Atlas and Galaxy when starting toons. Atlas if I was looking for a PUG and Galaxy if I just felt like solo crunching for a while. Interesting mention about Echo. didn't know that option was there. thnx.
