Do you mean zones like Underground Neutropolis? If so, I haven't touched those maps since I've been working on vidiotmaps, and the date on those textures in the current build is Sept 7, 2011. I can't poke around in-game at the moment but when I get some time I'll look into it.

I just wanted to let users of this mod know that it may be a few days before I have time to fully update this mod. This mod uses vidiotmaps for base maps, and I have recently updated vidiotmaps for i27p7, but I have not had time to update this mod to reflect those updated vidiotmaps. So, if you want to use the new version of vidiotmaps, I'd recommend turning this mod off until I have a chance to update it. Otherwise you won't be able to see the updated vidiotmap data.

Dataset (in top post) has been updated to add the new Bicentennial plaques and to adjust the positions/zones of Silent Sentinel in Echo: Atlas Park, Rookie in Atlas Park, and the Vanguard Operative and Thrill Seeker badges in Rikti War Zone. If anyone notices any issues, please let me know.

Please refer to this post from Michiyo on the City Mod Installer thread. The pigg gave me no issues last night when I was testing, and the version I downloaded from the City Mod Installer website appears identical to the one I uploaded. You can also try manually installing either the pigg from the City Mod Installer website, or the pigg I linked from my Google drive in the top post.

I've published an update to include the eight new and three legacy emotes (mostly eating/drinking/phone related) from the Issue 27, Page 7 patch. The updated file is available in the post at this link, and in the City Mod Installer. More details are available in the changelog in the linked post above.
If anyone notices any issues, please let me know!
On a related note, if anyone would be interested in taking over maintenance of this popmenu, please let me know. It is a fairly simple popmenu to maintain, so the time commitment would be fairly minimal.

I've updated the popmenu to include the new Bicentennial plaques, as well as to update the locations of a few other badges that have moved. The updated files are available in the top post. I have also added a section on updating an existing installation, as it is best to remove the old bind files and folders before updating them with the new set.
If anyone notices any issues, please let me know. Thanks!

I've updated both the City Mod Installer installation and the manual installation files in the top post to include a sizeable update. In all, 28 maps were updated, including 17 that received full overhauls and 11 that received partial updates, mostly to add the new Bicentennial badge. The number of maps in this update represents about 4 to 5 times as many maps as I'd like to include in a typical update, but there were a lot of changes in i27p7 that impacted vidiotmaps. I had to prioritize some for full overhauls and relegate others to partial patches due to time constraints. I also had several maps in progress when I first learned of the changes, which also contributed to the large number of maps in this update.
Please do keep an eye out for any errors, especially on the new maps. I did my best to QA/QC the updates, but that doesn't mean that something didn't slip by, especially given the number of maps that were updated. If anyone finds anything in error on any of the maps, please let me know.
Users of my Optimal Paths map mod (the map version, not the popmenu version) may want to disable that map mod temporarily in order for the vidiotmap updates to be visible. It may be several days before I am able to update the Optimal Paths map mod to reflect the most current version of vidiotmaps.

This is the way. Rookie is right behind Ms. Liberty, and is the replacement badge for Silent Sentinel in Atlas Park.
Your vidiotmaps are incorrect since the update, but I hope to upload a new version soon. Based on the video, I see you are also using the Optimal Path Maps mod, which you will need to uninstall for the time being. It's going to be a few days before I get around to updating that mod, and leaving it on will prevent you from seeing the updated vidiotmaps.

It's actually easier now to get the Atlas Park exploration accolade, by virtue of the total distance required to get all 8 having been reduced. Silent Sentinel was way out on the outskirts, whereas Rookie (its replacement) is central and clustered with most of the others.

Sorry to be the bearer of bad news, but there are LOTS of maps being updated, and quite soon.
As was mentioned, installing vidiotmaps via the City Mod Installer is the strongly recommended method. If that is not an option for you, then manual installation is fairly straightforward, and is covered in the installation section of the vidiotmaps thread. Manual installation used to be quite painful, but I've simplified it a great deal. You'll likely need to make some one-time changes to your launch parameters (assuming you haven't already done so for some other mod), but there are instructions and links in the installation section to help with that. You'll also likely need to delete your old installation, and there's a section that covers that too. If you don't delete/move the old one, the new install won't appear in-game.
Lastly, if you do plan to install manually, be sure to check back after i27p7 releases to the live servers, as there will be an update shortly thereafter. I'll post to the vidiotmaps thread linked above when the new maps are available. Barring any last-minute changes, it should be within a day or two of i27p7 going live.

I can't answer definitively, but I think in general villains that are part of the Rogues Gallery and Rogue Isles Villains groups should count. There may be more groups that have villains that count, and there may be villains that belong to those two groups that don't count for one reason or another. The HC wiki page for the Villain Disruptor badge has more info, including some suggestions for missions to run if you want to maximize your number of villains per mission. Forum user lemming had a recent post with some good advice along those lines as well.

If it helps any devs hunt down a fix for this, the option_set portion of this broke in the 10-Sep-2019 patch. I posted a bug report about it back then and would love to have this functionality back.

I've attached that ogg file if you need it. Unfortunately it auto-embeds so you will probably need to right-click and download using save as, depending on your browser.

The coordinates for Silent Sentinel in the RC3 changes notes above are correct, but Rookie in AP is at [128.5 16.4 -233.0] right behind Ms. Liberty.

That is not behavior I have ever witnessed, and I have studied/tested this event quite a bit. There are three separate construction areas that can independently spawn the Paladin event, and if each event is allowed to complete the construction, then up to three separate Paladins will make their way to that spot in High Park. The construction event will not recur until its respective Paladin is defeated.

EDIT: All done! I forgot to update when I finished.
In my effort to maintain the Macro Image Slash Command page, I run a scripted comparison of the icons that have changed or been added since the last page. For i27p7 there are 152 new icons that I'll be adding to that page. As part of that, I also plan to upload the 152 new icon artwork PNG files.
I'm posting this just in case there is anyone chomping at the bit to add new pages for the new powers. If so, please let me know so we can coordinate image uploads so that we aren't duplicating work effort. I try to maintain a consistent naming scheme which uses PascalCase, which seems to have been the norm from pre-HC work. So for instance if an icon is named
dark_mastery_darkblast
in the piggs, I'll upload it as
Dark_Mastery_DarkBlast.png
I plan to try to do this as soon as I can after the new page goes live, but again if someone else was planning on uploading some of the new power icons, please let me know so that we can coordinate.

You can set it in your launch parameters too (see screenshot below, lower right) although I have a pair of commands in my personal popmenu to raise/lower it on the fly.
