The latter seems a lot easier to math in your head, since you know that every second added to the power's base recharge will increase the damage scale by 0.16.

Is there any power in this game that actually follows the equations laid out in the OP?

 

I ask because none of this is making any sense to me. Looking at Midnight Grasp in Sentinel Soul Mastery...

 

A 34 second recharge single target attack should be doing 5.8 base damage and costing 30.16 end.

 

With Sent AT Mods, that means it should be dishing out 306 damage (5.8*52.8297 at 50) which, of course, it most assuredly isn't.

Also, how is End Cost adjusted by AoE? Following the equations, there's no adjustment so Foot Stomp, which should be doing 1.095 scale instead of 1.42 should only be costing 7.384 end at 1.42 scale but costs 18.512 end.

There is in fact no adjustment for AoE in the end cost of a power. As an example, Telekinetic Thrust is a single target melee attack in Mental Manipulation, and Fire Ball is a ranged AoE attack in Fire Blast. Both very different powers, but they have the same Recharge and therefore the same endurance cost.

 

Not sure where you got those numbers for Foot Stomp, but as a power that recharges in 20 seconds, 18.512 is the right end cost.

From my notes:

"Lastly, Foot Stomp. Radius 15' so Area Factor is Spheres: (1+(Radius*0.15)) = 3.25
Damage scale for FS should be (0.2*(0.8*20+1.8)) / 3.25 = 1.095 but it's 1.42 and includes KD.
End cost for 1.42 should be 7.384 but CoD shows 18.512 and there's no indication in that thread showing how making a power an AoE should affect end cost."

 

Ohhh, so end cost is based as if the attack is an ST attack and ignores the AoE portion completely? 20 recharge does work out to 3.56 scale which is, indeed, 18.512 endurance. Even though Foot Stomp actually does 1.42 scale. Madness.

Think my order was wrong. Take recharge, then get end, then go back to get damage after throwing in Area Factor. I made the very wrong assumption that end was based on damage after factoring in Area Factor.
