You have to cut the Vahzilok some slack. You spend your days focused on the acquisition of bodies and organs, assisting Dr. Vahzilok in his research into defeating death, and you lose some of the nuances of villainous activity. For example, I'm fairly certain that this hot tub in northeast Faultline is going to prove useless for making your captive "sleep with the fishes":

They're just washing him off.  That's basic medical practice.  Never expose your donor organs to unnecessary, avoidable infection vectors.

 

That bucket is probably a "bath bomb", containing salts, iodine and other anti-bacterial and anti-fungal compounds.  Good hygiene matters!

This actually makes perfect sense! 

 

The purpose of the concrete bucket in the river is so nobody finds the body.  But since Vahz will want to use the body once it dies, they've chosen a spot where they will be able to get the body back easily.  I imagine, they'd say you're inference that the fountain isn't deep enough is showing you're ignorance, not theirs.
