This is an idea that I have played around with....forever.  The core of this is a Hyperstrike durable template.  then I started noodling.

 

Two notes: The order of the power picks may change.  Sigh.  mids.  Once you start it is horrid hard to rebuild if you change your mind.  Secondly, and more important.  The Dull Pain Random HOs are placeholders for D-Sync Hami O rech/heal.  very important.

 

If anyone could look this over and see if I missed anything, if they have a way to make this EVEN TANKIER or anything else I would appreciate it.  I do like the conserve power a lot by the way.  There are certain Incarnate Trial effects that are annoying.  Also, any End drainers out there?  Seriously?  Me?  sure....go ahead....try to drain the vampire?  very thematic

 I mean... it looks pretty, dang good to me.  Positional defenses well above soft cap for most everything except Psi.  Resists pushing close to 90% for most everything but Psi.  What more could a tank ask for?  🤷‍♂️

You're going to have endurance problems with Stamina slotted like that.

1: TURN OFF TOUGH!

You'll get the IO benefits regardless.  And it's not providing you any other benefit.

 

2: I'd replace the Hami-Os with just Heal/Rech IOs.

3: +Up your non-S/L auto-resists.

4: You're tricking yourself running Invincibility at Saturation 10.  The build is going to function VERY differently if you're fighting AVs.
I recommend always building at Saturation 1.

Also seem to have found a bug in Mids where it won't let IOs go above +3.

Yeah, no reason to even have tough in your tray.

 

2: Two level 50 +5 boosted Panacea, Heal/Rech, Heal/end/rech fall at about 59% heal and recharge.

 

I think I'd be tempted to use Guassian's: Chance for Build-up instead of Kismet: Accuracy +6% to hit

 

Hyperstrike: Are you sure that you're trying to boost IOs? I can get IOs to +5 without issue, but SOs, D-Syncs, and HOs only go to +3 (Because boosting isn't increasing levels, each boost is a * 1.05x efficiency multiplier (where x is the bonus of the boost))

You right click on the power to lock it, then move over to the "power effects" portion of the screen, click the tiny red bar, and drag it until it's set to the number of stacks you want (I use stacks instead of targets because it works the same way to double stack rage or the like)

It is a slider.  Honestly i forgot to look at it. Hyperstrike sees everything lol

It MIGHT be because there's Hami-Os in there.  So it's only doing +3 because of that.

Touch of Fear is a good AoE attack and procs really well, however, fear and -tohit procs will only hit the main target while taunt and melee AoE procs can hit all targets in the AoE. I would take this earlier and devote 4-5 slots to it. You could steal slots from Resist Elements and Resist Energies, which I slot with 2 resist IOs each, and Tough Hide, which I slot with 2 defense IOs plus the Shield Wall proc. You're also going to want some end reduction in Tactics (Rectified Reticle needs the power to be active).

good idea but i am leaning into the Tankiest build possible.  My main is a Dark/Invul Brute for when i want to smash

After listening to the feedback (and hopefully fixing the sliders) i have moved things around a bit. 

 

The Recharges in Dull Pain are placeholders for D-Sync Hamis Heal/Rech

I am going Cardiac Core Alpha.  Between that, Dark Consumption, and Conserve Power I (hope) there will never be an endurance issue.

I shuffled the frankenslotting to bump Siphon Life's accuracy a bit.  It looks like that barely affected the recharge on two powers.  As both a hard hitter in the attack chain and a health sustain i want that hitting every time.

Midnight grasp lost its purple set and got Superior Blistering Cold.  This pumps the defense numbers at the price of a little Psi resist and a damage proc.  But, tank first damage later for this build.

I think the first thing that stands out is that you are going to have major endurance issues with this build. You did not even pick up Dark Consumption which is a help to a hungry end build. Your Defense to positional and typed is nice and Resistance, but without the stamina to power your toggles and powers you may be at a major loss.

But if something can sink an End Drain on you, you may as well yank down your super-tights and hope they use lube.
You're also going to have gaps in your attack chain due to fewer powers available and End management problems.

With 2 x 50+5 resist IOs in the passives, it's pretty close to ED max. Hardly neutered.
