Ice/Ice build help

I'm trying to get my recharge up to perma-hasten. Any help is appreciated. Only other thing I can see is replace the procs in Chilblain with more of the Ice Mistral's set for 6.25%. Is that worth it? This is the best I've managed so far:

Why acrobatics and spring attack when you can slot a kb protection IO and get frozen aura? Then you can pick up another defense power like hover or anything from the stealth pool and drop another LOTG in there. There are few things that will toss you around when you have a KB protection IO, and Acrobatics is a huge end drain that only allows you to shrug off one minor hold. It doesn't do anything against stuns/sleep. You'll also be on teams, and I'd expect your teammates to can cover those holes if they can do so. If they don't even though they have the powers that can help you, like clear mind/enforce morale, etc... then ask them to. (something along the lines of "if you can buff me with power xyz, then I'll be able to go all out and help us clear faster)

 

Are you ever going to use the melee attacks? Asking because a lot of people that are timid of a blasters squishiness avoid melee. So trying to figure out if the melee stuff is just for set bonuses to get to perma hasten. If that's the case you can drop the 6th proc slot from ice sword.

 

Decimation build up proc doesn't go in ice blast, it'll hardly proc, pick something with a longer recharge. If you are going to proc monster something bitter freeze ray is a good candidate, and go all in on procs in that power.

 

Similarly you are wasting procs in chillblain. Rule of thumb: if it recharges in under 8 seconds don't waste too many procs in it when you have better options with longer recharge times to slot those procs in. Low tier, low recharge powers are best used as mules for set bonuses.

 

 

Swap out the dam/recharge in frost breath for a posi blast dam/range. It'll increase your proc chances, read the above for more information on how procs work.

 

Why get tough/weave at all when you expect teams to cover up for you? that's 3 powers you sink for only one LOTG 7.5. Instead you can ditch fighting, go stealth for 2 easy +def picks. Having 5 LOTG 7.5s goes a long way to helping you get perma-hasten.

 

Slots are precious, 2 slot hasten and +5 those level 50 recharge IOs is better than wasting another slot in hasten to try to get to perma-hasten. If you really want perma-hasten you can alter your power picks and take powers that are more conducive to you achieving that goal.

 

Finally ask yourself WHY do you need perma-hasten?

 

With perma-hasten Blizzard, which is longest recharge attack recharges in 43 seconds, if you are 13 seconds off perma-hasten it comes back up in 50 seconds. You are using this power every other pack regardless of whether you have perma-hasten or not.

 

With perma-hasten bitter ice blast recharges in 3.5 seconds. If you are 13 seconds off perma-hasten it recharges in 3.97 seconds

If you consider the cast time for your single target attack chain, whether you are perma hasten or not you won't be able to just cycle Freeze Ray and Bitter ice blast because those two powers have a combined cast time of 2.5 seconds, so you will need to squeeze either bitter freeze ray with a 2.6 second cast or Ice Blast with a 1.85 second cast. Even if you were to use Ice blast in your ST chain that's still 2.5+1.85 = 4.35 seconds total cast time, which is still more time than it takes for bitter ice blast to recharge.

 

Also, if you team a lot, what are the chances that some teammates will have abilities to boost your recharge?

 

There are valid reasons to get perma-hasten, like on dominators that shoot for perma-dom, or proc-monster builds that rely on high recharge to compensate for the lack of recharge slotting in their proc powers (but those builds also need a lot of other bonuses/tools to offset lack of ACC slotting, lack of end reduction, etc...)

 

However, if you are shooting for perma-hasten just for the sake of perma-hasten, you may want to look at what you are giving up.

 

Here's is a build that proc monsters both holds. It actually takes advantage of all the +Acc bonuses from the sets that give recharge, and the Blaster sustain takes care of endurance management issues. Even if you go the proc monster route you'll normally only be able to proc out maybe 3 attacks max, because you'll need all the other attacks/powers for set bonuses to offset the shortcomings of not slotting those proc powers for ACC/RECH/End Redux.

Questions:

 

1. How adamant are you to have in that build the Epic Ice mastery pool?

2. How adamant are you to use jumping pool?

3. How adamant are you to use the melee powers in the secondary?

 

 

If the answer is that you're flexible to remove all 3 things, then I can suggest a build option with:

 

1. Potentially a 278% recharge time (this about 120% more than your current build but for st's that about 1s reduction and on aoes 5-8s reduction).  If you pair choose agility core you can get a tiny bit more recharge but choosing musculature is more damage for you which personally i think would be better given your goals).

 

2. Slightly better tohit

3. Better overall damage(especially with musculature) and more single target and aoe damage.

4. More mob control

5. Being more exclusively at range and with better defenses and resistances as a whole(a by product from the other goals)

6. Almost doubling your recovery rate and slighly reducing your endurance drain

7.  And a 25% improvement to regeneration.

 

Otherwise, improvements in recharge become more challenging and not as pronounced as you'd potentially want with a goal of meaningful chances to get more attacks out in the same limited amount of time.  Your builds deficits are in going too deep in jumping due to your desire for a small amount of melee that may just not be warranted, especially on teams. 

 

 Let me know if that's a consideration.

Revisiting this topic after getting the Ice/Ice up to 50. @Sanguinesun to answer your questions, I am open to all of these, it sounds interesting. I've been playing it some just IOs, and I can see the potential, but it seems a little bit tricky to get the most out of this set.

All I *really* want to do is damage with minor control and some decent survivability thrown in. 

 

I don't have a real "theme" other than Ice and think I can recolor anything to make it look like ice. 

 

@Snarky thanks for your builds, I have them in mids now and am trying to learn from them, much appreciated.

Here's the build I am working with along with some of my observations.

Swapped over to Epic Flame Mastery.

Ranged DEF is 42% vs @Chelsea Rorec's Fire/Fire Blaster 45%

I did some testing with Evasive Maneuvers and if you are attacking, the DEF buff is negligible, so I am leaving it turned off.

I wanted to proc at least one power, per @Snarky's build, is Bitter Freeze Ray the right one? 

I feel like I made a lot of compromises on DMG to pursue DEF? Is that a mistake? I usually try to fill my role on a team. So for a Blaster, I feel like that role is DMG with a splash of control and stay out of trouble. 

Also, I normally chase +RECH and I wasn't able to do that and get DEF. 

I am really looking for help and suggestions on how to improve the build. 

I do like the potential to HOLD things. With the innate HOLD and some of the procs, it should be decent if the RNG gods are kind.

I am NOT a great builder.  I am reworking some old ideas.  Almost did Ice Ice yesterday but decided to pfutz with Seismic Temporal instead.  Damn that meteor is pretty.  

 

I would build high recharge.  A serious build goal kept in mind on every power pick.  Along with accuracy.  BUT....   For Ice (As I have with Seismic) I would look at boosting your Range.  You do not have a Snipe so Exp Marks is out. But you do have a few cones.  2 slotting Bombardment and possible spitting Blasters wrath into 2x 3 slots for range increase is a nice strategy.  Yes, this makes chasing range bonuses super hard.  Here is how my ideas on Seismic worked out:

This was entertaining! I wanted to see what would happen if I chased *only* +RECH. I was able to get RECH up to +155% with Hasten turned off and +225% with Hasten on. The Tier 1 Ice Bolt recharges in less than 1 second. Bitter Ice Blast goes from 12 secs. down to 3.2 secs. Just silly. 

 

Funny thing is, S/L DEF is a perfectly ok 33% most of the others are around 20%. Bad, but not horrible. And Resists? Who needs them! (ok, Fire and Cold are 23%, S/L & Toxic 12%. E/N 6% and 0% Psionic. This canon is definitely made of glass. 

 

I didn't do anything to optimize the sets, just wanted to know what the second most ridiculous build would look like. In the words of OJ Simpson, "If I DID do it, it might look like this."

 

EDIT: I discovered on my own that only 5 Purple sets + ATO sets count. It ignores the others. So now I got RECH to 162.5%/232% (w/ Hasten).

Ok, here is a more useful version, I think. Not *quite* to perma-Hasten. Decent Ranged DEF 40%, most of the others are about 14%.

S/L Resist are 50%. Not great, but solid. 

+RECH for Hasten (166%/96% Hasten on/off).

In the RECH vs DEF/RESist vs ENDurance I am not sure where I'll sit.

 

 

Before I go buy all this stuff, any suggestions? I will almost always be on teams. Especially, are there better sets or better ways to slot the sets?

Just returning to the game after years away, but here's my remarks:

  • Bug showing Superior Defiant Barrage first slot of Ice Blast.
  • Showing no power picked level 24. Pick Aim and choose it sooner.
  • Remove the +2 hold proc in Freezing Touch. Unreliable proc you DON'T need. Move slot + purple hold damage proc to Bitter Freeze Ray for significant damage oomph! 
  • Move Steadfast Protection: +3 Defense to earlier and better power Fire Shield.
  • Panacea proc instead of Numina's. More than double endurance gain in comparison.
  • Bonfire is over-slotted. 2 slots: Force Feedback +Recharge proc + the KB to KD. 4 slots freed for your leisure. Add one slot to Build Up for more recharge. Add one slot to Weave, to shore up your defense. One slot to Fly for +ranged def bonus and transportation speed. One slot free to tickle your fantasy 🙂


Perhaps a tiny bit little less global recharge (set bonus vs FF proc) but better in every other way.

You should really look at the build I posted. It checks all your boxes based on your initial ask. Let's compare and contrast:

Where's your heart at? Do you really want to do the thing you said you want to do or do you just want to hover blast with range defense covering your survival?

 

If you noticed that my Freeze ray has lower chance to hit against +4s you are correct, assuming you are on teams all the time there are buffs and debuffs that can make up for that, but if you want to make sure you stay above 95% to hit with those powers you can replace the DAM IO with a Nucleus Hami-O, drop grant invis and pick up tactics. Hasten will drop to 118s (oh Noes!) and you will still do almost 2x the damage on freeze ray compared to your build.

 

I'll reiterate, building for recharge for the sake of just recharge is wasting the opportunity to find other things that synergizes with that game plan. Nowadays if recharge is my goal I'll find a way to proc monster at least 1 power, if not more, to squeeze more damage in and get the most benefit out of having high recharge.

Depends on your definition of viable.

 

i27 Page 5 allowed us to take powers sooner so the build can be revised to reflect taking key powers earlier, but as for slotting nothing changes.

 

However, I built what I posted with the OP's goals in mind. He wanted a team build with perma-hasten and I built a blaster with perma hasten with a few powers that took advantage of high recharge. The build has very little defense, the premise is that survival is covered by teammates.

 

Let's define what your goals are, is it:

 

1 - I want to be able to play aggressively and solo mobs meant for a big team without too much help.

 

or

 

2 - I want a team build and I understand that I'll need teammates to buff/heal/cover me, but when they do I can go all out and maximize my damage potential.

 

Your playstyle and knowledge of the game may also influence what you consider viable:

 

1 - I know all the tricks to playing blasters from movement, line of sight, using hard/soft controls from my toolkit, target priority and inspirational use and I'm ok with a build that focuses more on damage than survival.

 

or

 

2 - I see mobs and I snipe them while standing/hovering out in the open, but I keep dying because everything gangs up on me after my snipe. I'm tired of dying.

 

Most people I see opt for survival over damage. You can even see the OP gravitating towards range defense in his revisions. If you have the same mindset then this build will leave a lot to be desired.
