Why does the panacea proc,  "NOT" work in dark armors DARK REGEN.

I tried this on multiple mob groups and not a single proc.

WTH

really wanted it to work.

Well, it is a "chance for" 3 times a minute.

What is the recharge time on Dark Regen?

I remember it being kind of long. It would only have a chance to trigger each time that dark regen was used.

When it is in health, it is getting triggered far more than 3 times a minute so you are likely to get all 3 "time a minute" every minute.

If someone posts a reply quoting me and I don't reply, they may be on ignore.

(It seems I'm involved with so much at this point that I may not be able to easily retrieve access to all the notifications)

Some players know that I have them on ignore and are likely to make posts knowing that is the case.

But the fact that I have them on ignore won't stop some of them from bullying and harassing people, because some of them love to do it. There is a group that have banded together to target forum posters they don't like. They think that this behavior is acceptable.

Ignore (in the forums) and /ignore (in-game) are tools to improve your gaming experience. Don't feel bad about using them.

I was curious about this so I moved my Pana proc to DR, took a mission with my DA tank and set to +1/8 (it has a level shift), the low difficulty was to make sure to-hit wasn't an issue.

I spammed it about 8 times against a team size 8 spawn and easily had the max targets of 10 in range.  I too saw it fire off 0 times.

My real quick "while having my first coffee" math says I should have a 26.79% chance to fire against one enemy.

For me to get 0 activations against 80 mobs is  (1-.2679) ^ 80.  Crunch that if you want, but it's obviously a very very small number.  That's > 0, meaning it COULD happen, but nah, I'm willing to say it's not working in Dark Regen.  To the OP's question of "why"?  Dunno.

When I reslotted it back into Health I would see activations in the tab I set up for healing, just to head off a potential "but whut about..." for if I was monitoring correctly.

For yucks I just did this another 10 times, still no Pana activations.

It's very likely trying (and failing) to activate the Proc effect on the critters; not the caster.
Power target flags get rather murky with +HP/+Recovery effects.

Theft of essence is an ACCURATE healing set, it's designed to be used in offensive abilities.

Note the check for SOURCE>ENTTYPE=PLAYER and the fact that it only applies on SELF.

Panacea is a REGULAR healing set. It's designed to work in support abilities and passives.

https://cod.uberguy.net./html/power.html?power=boosts.attuned_panacea_f.attuned_panacea_f

Note the check for TARGET.ISFRIEND and the fact it applies on ALL AFFECTED TARGETS.

Saying that the way abilities work in CoH is "a bit convoluted" is like saying that the Atlantic Ocean is "a bit damp".

Some targeted offensive abilities will consider the caster a target and will apply a Healing or Endurance buff to them directly. Other targeted offensive abilities will only consider nearby critters a target and will apply a Healing or Endurance effect to the caster as a result of hitting those targets.

You can see this occuring in stuff like the Ice and Fire Blaster sustains - slotting things like the Performance Shifter and Power Transfer Procs into them technically does work, but it only gets a chance to kick in if/when an enemy target is within range.
