This is a stronger restriction than simply being limiting to five FOUR copies of each set. It means that if two different sets give the same size bonus to the same thing, the character can't get more than 5x 4x that bonus even if they use a mix of sets."

Rather than quote and immediately dis the OP i will simply say, before i read the post (and there aint much) this is what went through my head.  A LOT of work.  For, ….  Oh wait, the OP never mentioned a benefit🤨

I am not opposed to discussing changes like this, but as others have said, what are your goals with this change, and what are the benefits/consequences you perceive would come from this?

I don't see how this proposed change benefits the community. It's been the rule of 5 since IOs were released. I would honestly see better justification to having one of the servers segmented from the others so that it has no access to IOs at all since the game was designed balanced around SO enhancements. 

 

So is there a reason on 4 over 5?

Immediately the point of 4 bonuses of the same type and size instead of 5 seems to be to decrease the absolute peaks any given character can achieve in something via IO bonuses

No. A random roll of 1-6, for each bonus type, locked in at character creation. We have to get more serious about wasting people's time.

Can we also have each Unique IO (including ATOs and Purples) be randomly allowed to have 0, 1, or 2 copies slotted?  (That's by individual IO, not set, btw.)

but you dont find out what it is until vet level 100, when the logic goes into place.  then decide whether to run another for a better random assignment.  that encourages game play, see!
