I don't think I'll drop anything from Regen at this point, but if I could cap HP without Second Wind, that might be the one to go. I think everything else adds enough, especially in a multiplicative manner, that I wouldn't want to drop anything. Regen really has no skippable powers at this point. And the combination of Ice Patch and it's soft-CC provide pretty decent mitigation. It has 85% recharge debuff protection, which can go up to 100 with the Cim Day Job. Muscle Alpha as always for any damage dealing AT. Well, I do go Agility on Brutes. Makes building them super easy. Destiny is up to you. I like Ageless: Recovery for the very high end/s. Recovery Serums are dirt cheap though. Hopefully this gives some ideas. Between the two though, Shadowmeld has way more uptime, and can help quite a bit to "reset" defense cascading failures you may run into. I definitely agree that HC-era primary/secondary sets have fewer "obvious skippable" powers than on Live... I like when this is because each power is actively good, I'm less impressed when some powers have gaps that must be filled by other powers. For my characters that pretty much only play at level 50 this doesn't bother me, but for lower-level play I find losing key attacks to be a large annoyance. I agree with the sentiment expressed by @Troo that while leveling, certain power sets have almost no skippable powers. As noted by many others in this thread, set bonuses on a full-kit build can often do what certain power picks otherwise provide. Obviously for playing only with a level 50 build a delayed power pick really won't matter.

Yes, I used to do the same (now, I still take the powers, but also factor in the added endurance burden of having Tough and/or Weave too early). But delaying Armor powers is not the same as not taking. (Add too, used to be T9 were generally less desirable due to crashes.) 1

You can do this with Dual Blades also if that is your logic. That will get you close to HP cap (like 4hp shy), and you'll see you're now over capped on 10% regen. To fix that, 3x Reactive Defenses, where ever you wanna put them - maybe MoG with the /Recharge options, would overcap your HP but remove the other conflicts. You could raise your current global recharge up to 181.3% while capping HP. You'd lose some of the resistance buff benefits you had. You would also regenerate around 4 hp/second more - which is negligible. Very doable to cap HP though.

Yea, DW "only" gives 5% recharge for it's 5pc, but it gives SLFC resistance on the way to that. Panacea doesn't do that. DEF > RES > HP >>>> HP/s. Oh, and if it's dead, it can't hit you. I will NEVER chase HP/s. Ever. Unless it's pre-nerf IH levels of broken, I refuse to chase it. Is it nice? Sure. But it definitely isn't reliable, nor strong enough for the types of stuff I do. Regen as a set goes completely against what I know works well. If you've played the game for a while you can tell that Will Power was the first real attempt at fixing the set. Then more changes. And once again, just released a new set...Bio Armor happened. The added debuff protection is a really good start. And there are some smart changes to the powers. It still needs work and attention though. The set seriously needs some baked in Recharge Debuff protection. It's a pretty big slap in the face it currently doesn't have that considering how recharge dependent the set is. Panacea isn't a favorite Health set of mine to multi-slot (Preventive Medicine is my go-to for multi-slot Health sets) but it is my second choice on high HP ATs and on melee characters when they have a click power. I find the Panacea set bonuses to improve QoL over small resistance boosts. Panacea can of course be boosted beyond level 50 too.
