Question. Are these only available for Rogue/Vigilante morality missions or can they be received for Hero/Villain morality missions?  guessing either way and grinding tips until you're lucky enough to get the mission for them?

You can use the superbase mission computer to pick which alignment missions you want to play, so you can get the one with each of them whenever you need.

According to the Paragon wiki for Desdemona, the Hero/Vigilante mission "Eldritch Summoning Script" is the mission for Heroes/Vigilantes to meet Desdemona as an enemy.  Perfect!

I'm level 50, so when I went to the Mission Computer in my group's superbase all I could see were level 40 missions.  How do I access the lower level mission?

The mission computer only shows missions for your level, for whatever reason (blame the people running the old private server who added that in). So it's not easy to get the lower level missions. It would be easier to switch sides to a villain and fight her in one of the missions there, since she goes up to level 50 on the Villain/Rogue missions.

Desdemona is one of the characters means to show off the concept of morality missions and switching sides. So her story is one where she starts out as a villain, and then switches to being a hero at some point. This is why she's not available to fight in any of the morality missions for a level 50 Hero/Vigilante. She's no longer a villain at that point.

Someone suggested joining a team at level 20-29.  Will this work, too?

She is also in the Villain mission "this is how she dies".   You kill overdrive and she pops up after.

I've been trying find a mission for a hot minute looking for the Eye of the Storm badge.  Any advise for this one?  I'm guessing just keep playing lower level content on my 50 to try to get it?

Any guidance for a 50 who cannot acquire those tips directly?  Need Eye of the Storm - cannot buy either of those tips (Bomb Trigger / Recruitment) from SG Computer.

For Eye of the Storm badge, use base computer as vigilante, security level 40, buy the tip "An Unstable Trigger" , choose Hero option, defeat Maelstrom as a Boss (solo), badge will be awarded. I just did it exactly this way.
