I'm not sure if this is just a tangent or trying to be comedic, but this comes across to me like someone saying they can eat chicken and still call themselves a vegan, because they redefined "vegan" to mean "doesn't eat mammals". Regardless, various concept characters have existed for a long long time, and things like your "Scrapfist" character are only doable at level 1 or if you're eternally carried by other players. I also need to ask, and I mean this as genuinely as I can, but the notion of a "friendly demon" is not an alien concept, have you delved into Anime or Manga at all? There truly is nothing new under the sun, nowadays...

I don't think you're counting all the extra slots they get from the free powers and if they take Nova & Dwarf, not to mention their primary & secondary set having more powers in total than any regular ATs, while still being able to take regular power pools...

Which powers are you talking about? The Kheldian no more needs additional slots in, for instance, their version of hover or fly, than any other AT does. Isn't it unreasonable for a Kheld player to expect to be able to 6-slot all their primary and secondary powers?

Can you clarify what you mean, here - every power comes with 1 free slot. Especially in the case of Nova & Dwarf, Kheldians end up with way more slots, (in total), than other ATs. The only "issue", if you even want to call it that, is that they cannot place those extra free slots in their other powers. In that case, the only "gimme" I could see would be to allow Kheldians to opt out of those free powers and instead get 1 slot that they can place elsewhere. Even then, it'd still give them more total slots than other ATs get PLUS the ability to place them wherever they wanted...

They still do. PBs get their version of fly, hover, and the new "evasive maneuvers" toggle, while WSs get teleport, recall target, and fold space.

What I'd rather see is a "regular" APP for Kheldians, which granted a status protection power for their human form, (so perma-lightform or dwarf aren't your only options), and perhaps a team buff, enemy debuff, etc.

Power FX are not the same as auras. You'd need another option, similar to how there's dark options with or without the skulls, or regular/soul noir, only one without the dripping ichor effect...

You're in luck! You have several energy sword options. If you wanted to be truer to the damage type, though, energy melee and radiation melee have you covered.

No, keep choosing ANY set and color it to fit your purposes. If you are limiting yourself to "dark sets", then that's on you.

Color any powerset (that allows it) white. Problem solved. Also, dark is not evil!

Look at the Peacebringer primary set, luminous blast. It basically consists of radiation blast, energy blast, energy melee, and a smattering of other repurposed attacks...

You are too hung up on the set or power names. Instead of thinking "light", look to any set that uses energy damage.

I believe empathy can be colored white as well. Kinetics could also work as a light set. Forcefield could be a "hard light" set of sorts.

You'd still have to enter the enh window, hit upgrade, then if any attempts fail, exit out, buy more, and try again, or just buy more than you might need, in that event. A simple right click -> combine -> select what you want would be much faster and a more elegant solution.
