So I was recently experimenting with an Ice/Nature build, trying to build a character who could be played mostly passively using Arctic Air. It's not bad overall, but high level enemies still give him trouble. Then I looked over at Time Manipulation and... oh my god. Anyway, here I present an Ice / Time build that is soft capped to all positions., with maxed out Slash/Lethal defense. On top of this, the -65% Recharge in Distortion Field handily replaces the otherwise unwieldly Shiver. Since it stacks with Arctic Air, putting the field over yourself results in capping -Recharge on all enemies up to +2. A cast or two of Frostbite and that's taken care of up +4. By the way, Jack Frost? Also soft capped to all positions courtesy of Farsight + his native Defenses. The only real negative is Energy Torrent is a cone, which is hard to use up close. Meanwhile, Power Boosted Arctic Air has confuses that last 13 seconds each--meaning, effectively, for those 15 seconds Arctic Air behaves against +4s the same as it does against +0s. A carpet of control. Yes, there are probably better matches for Time Manipulation than Ice Control. But for the sheer "OMG is that a walking wall of control headed my way" factor this one cracks me up. Comments welcome, of course. If you decide to stay with Mako the build can still work, altho probably you'll need to work harder at endurance management. It means almost for sure you're going with Clarion, which means you'll be relying almost entirely on your Alpha slot for endurance reduction. I'm not sure it will be enough, to be honest. One nice thing about /Storm is its all pets, so you can totally unleash freezing rain/lightning storm/nado and then go into your iceberg and chill while you recover Endurance. So Mako may work, just probably not as efficient as a different option. IMO going without mezz protection on a top end build is a total no-go and I do not recommend it. Just the beast. FYI on anything other than Storm I'd also have put the Overwhelming Force: KB to KD IO here. That IO adds knockdown to all powers the pet has that cause damage. It's an incredibly powerful IO for the beast. However, you already cause so much knockdown in Storm it may go unnoticed. It's kind of up to you. Also, I should have pointed out that putting damage procs in Fearsome Stare can be an effective gamble. It has room for 2 procs. You'll be casting it constantly and procs have a high chance to fire, so why not. The normal downside is it causes enemies to break layered Terrorize for a moment and fire back. But enemies facing you are under a constant barrage of damage from Freezing Rain so you have no reason not to proc that power for damage. -

RE: Fearsome Stare. There is disagreement in the community about how to approach this power. My general recommendation though is to think of it as a debuff power that happens to Terrorize instead of a Terrorize power that happens to debuff. Fear duration can be useful, but since Fear is a soft mezz, and since Fearsome Stare recharges so quickly, the need to make the mezz last isn't as strong as other control powers. On the other hand, the base -15% ToHit is very tasty. -15% can generally be turned into around -21% or so with basic slotting. +4 enemies roughly resist all debuffs by 50% (technically its 48%, but just saying "half" makes the math easy to eyeball), so opening with Fearsome effectively provides you with +10.5 defense. Now, I'm aware that direct comparisons between -ToHit and +Defense are unwise. There are all kinds of reasons that -ToHit doesn't get applied in the real world (power misses, you drop into the middle of a spawn unexpectedly, etc). But overall Dark Controllers are some of the easiest Controller to build into tanks, because virtually nothing resists -ToHit the way they do mezzes. Also note there is an entire subset of Dark Control character who makes use of Power Boost to make his or her -ToHit insane. I wouldn't probably go for that with a /Storm Controller for reasons aout endurance management stated above. But if I was, say /Time, I'd be all over Power Boost. Power Boosted Fearsome Stare with the slotting I provided hits as a -40% ToHit (or about -20% on +4s). The fact that no developer caught that Farsight shouldn't receive boosts from Power Boost is one of the great mistakes of all time in the player's favor. 🙂 -

The whole Storm strategy revolves around getting three key powers as up as often as possible: Freezing Rain Tornado Lightning Storm The combined, unmodified endurance cost of these powers is more than 70 endurance (that is, 70% of your blue bar) so your overall strategy must deal with that. Most IO sets generally do not provide endurance discount. You want to be slotting damage. That implies choosing a Alpha slot that provides a good discount. There are two incarnate Alpha slots that provide Endurance Discount. Cardiac Vigor Either of them will work for this build, depending on your needs. I selected Vigor Radial Paragon so I could underslot for healing, end reducaion, and accuracy. You could choose Cardiac for higher endurance discount (if you need it) and extending the Range of your cones. For the tertiary pool, I picked Psi, in order to get mezz protection from Indomitabe Will. Thats because I would encourage you to pick a Destiny slot that provides Endurance/Recovery instead of Clarion for the mezz protection. Other general stuff: Remember the first 3 powers in most Controller pools are attacks. Slot them with either direct damage, procs, or what have you. The fact that they also provide control is a secondary aspect of these powers other than some interesting slotting they provide. Since Storm lacks a self heal I recommend taking Aid Self. This will give you the ability to patch up between fights. I would not try to run Tough/Weave on a Storm build. IMO you don't need it. Run cheaper powers like Hover and Combat Jumping. CJ fills the Immobilize hole left by Indom Will. I left the level 28 power blank. I'd choose Hurricane, Thunderclap, Field Medic, or Resuscitate. The build below has 34.3% Ranged defense, soft capped during emergencies by eating a purple, bring you to 46% Ranged defense. A single Fearsome Stare versus anything up +4 enemies will also effectively soft cap you. (Math versus a +4: Fearsome has -21.6 ToHit, which is -10.3 ToHit on a +4. -10.3 + 34.3 = 44.6. This is slightly under the soft cap but unlikely to matter in practical application.) Storm has good synergy with anything. Nature and Radiation are somewhat similar sets overall. I prefer Nature (generally) although it is not strictly better. Nature is a passive regen/healing set (mostly) and Radiation is a mix of strange powers without any unified theme or reason cobbled together for Issue 1, and it turned out most of those powers aren't bad. Any set with a self heal is likely to make your life easier. You can build for Defense in the late game, but lacking the self heal can set back your sustainability. Taking Aid Self can sometimes fix this, as with /Cold. The only set you mentioned I would avoid is Poison. IMO Poison is not just very good compared to other Buff sets. It does a few interesting things, but does not provide nearly enough debuff to justify its total lack of sustainability. It gets no real resistance or defense, no self heal, no endurance management (to allow you to run pool power toggles to make up for it), just nothing that would make it sustainable. The one interesting thing about it is you can proc out some powers for damage. It also gets a PBAoE -Resist aura that would be good on a different set, but within Poison tends to mean the PBAoE control sets can't survive at melee range due to lack of heals/defense, and any Ranged character has no reason to run up in creature's faces.

Oops--yep this was intended for the Controller forum. 🙂 It mostly works for Dominators, but there are a few minor changes that would need to be made, mainly the ATO enhancements.

I would think Gravity Control would be the ideal way to do this since you could Wormhole stuff onto the mines, and Wormhole itself takes the +100% Recharge proc.

Need Expert Advice to Build a Mind/Energy Dominator

In fairness, on the live servers soft capping simply made sense, because it was the most optimal use of the available slotting. Putting procs in long recharge powers was a waste, so no one did it. The optimal build was almost always a trifecta of Recharge, Endurance Management, and Defense. Procs have mixed that formula up, in a good way. The thing with Dominators is: You can't mezz AVs or GMs in many cases You won't be getting inspirations during those moments, so: At least some Defense makes sense Domination is not armor. It's good. It's effective. But it's very fallible. Reducing the incoming damage and secondary effect rate by 50% or 75%or what have you is a very good strategy for a Dominator, just maybe no longer the absolute perfect strategy. If nothing else, grabbing Defense where it is feasible is good planning. Just don't sacrifice the whole build for it. For me, that sweet spot is somewhere around ~35% defense. -
I seem to be constantly leaving pretty much the same comments on builds so I thought it might be helpful to post "generic" partial builds for the primary sets to give people a baseline. Please note that finished builds are highly subjective and need to be viewed as a whole. However, there are some pretty basic, foundational things I tend to do in my slotting. It should be stressed that these builds are starting points for a build, not end points. I just posted them so people could start with some kind of basic foundation. I made some assumptions about build priorities in these partial builds: For single target holds, I favored damage procs over raw damage. This will have more impact on some builds than others. For pets, I favored procs over completing the Expedient Reinforcement set. You could take the full set if you wanted to get the Ranged defense instead. For AoE immobs I assumed proccing was the goal. I also assumed the rest of the build makes up for the lack of Accuracy. I am sure there are issues with some of these partial builds. Feel free to comment on or question them. Overall I consider Electric the safest Dominator primary for soloing. Electric is low damage, which is an issue for Controllers. but a Dominator gets a whole secondary devoted to damage. The main two issues facing Dominators solo is 1) running out of endurance, and 2) balancing recharge on big control powers so they are up for the next fight. E.g. if you are nearing the end of a battle and there are 3 enemies left, it doesn't make sense to Flashfire them because you want it ready for the next fight. So you end up having to tank through whatever damage the enemies hurl at you to preserve overall map clear speed. Electric doesn't have either issue, because near the end of each fight, enemies have no endurance to attack you, and it costs no endurance to keep them that way since Conductive Aura costs nothing to run. You can literally just stand there and wait for endurance to come back in near safety. I'm always surprised not to see more Electric Dominators.

Those builds are nice overall. Fantastic job. My version below is a tweak heavily based on the good work already done. One thing I noticed is a distinct lack of damage in both of them. I also noticed in the second build, changing just 2 slots around would net an additional +10 Ranged defense, and with minor changes overall the build became capped to Ranged damage with minimal sacrifice. So I made some changes to take advantage of procs. Note that Chillblain does the same damage as Block of Ice but casts close to twice as fast, so for spamming single target its stronger. However there is also good argument for replacing this power with something else if you can find a better distribution for the slots it uses. The only thing I'm not 100% certain of is overall Accuracy. You've got defense debuff in Sleet that will help a lot with that against general enemies, so it doesn't worry me too much. However it may or may not be an issue versus AVs. Kinetics is annoying in that the critical power, Fulcrum Shift, doesn't come til level 38. What a game changer it is though. You could probably delete all of Kinetics (okay that's an exaggeration, but you get the idea) and just have Fulcrum Shift and Kinetics would still be a top set. /Kinetics Controllers really hit their stride tho in the mid 40s. Once Fulcrum is IOed and you have an AoE attack of some kind, as well as potentially an extra pet from the Villain APPs (great on a Kin character) you'll chew through enemies like a lawnmower. Sorry, Plant jokes.

I think Force Field is a much better set than people give it credit for, its just a question of what it is good at. Namely, it's good at making underleveled characters safe. Not that useful in (most) late game Task Forces. Hugely useful in the main situation I seem to find myself in lately though, running repeatable Dark Astoria missions. Those missions are harder than standard content, and usually a significant chunk of the team is underleveled. Force Field will keep those teammates alive better than anything. It's still an issue for me that so many powers in Force Field are skippable. The set should have an absorption shield somewhere (come on, it's Force Field!). But I wouldn't count the set out entirely. Force Bolt should be a real attack and not a plink. Repulsion Bomb should do damage relative to its long animation time (by my rough calculations, it should do about 75 base damage to be respectable). Sonic Resonance, Poison, and Trick Arrow though. They occupy my bottom 3. There isn't a piece of content I can think of where I can say "Sure glad I brought that set!" Can't say the same for Force Field, or many of the other buff/debuff sets.

Don't skip Flash Arrow. A non-obvious characteristic of that power is the -ToHit is Unresistable. With two -ToHit IOs the power reduces ToHit to all positions by about 7.5%. This translates directly to having +7.5% Defense versus all attack sources. This can make it possible to effectively soft cap a Trick Arrow character. Because Flash Arrow does not notify enemies it's a zero-risk power. Fire it into every mob before unleashing your arsenal.

Most builds put Blessing of the Zephyr in Super Speed for the KB protection. Dark Armor has loads of Resist armors so it shouldn't be hard to put a Steadfast proc somewhere. There is also KB protection in x3 Fury of the Gladiator, which you could put in any AoE attack. For most melee characters, around 7 - 8 KB protection is considered enough. You'll get occasionally thrown by powers like Force Bolt, but overall KB higher than 8 is very rare. I think the only place I've really seen it is in custom made enemies in the AE. For non-melee characters FYI just one KB protection IO is usually sufficient.

I agree about the Night Ward content. It is significantly more difficult than many other types of missions and can make big problems for squishy characters who rely on getting the drop on enemies. -
I think it depends on the type of Controller. Dominators are scary-strong if built with min maxing in mind. They also, almost unbelievably, have access to the power Sleet in their APP pool. The recharge for it is increased by 30 seconds and the duration of the summon is just 15 seconds (vs 30 on Controllers). But the debuff duration is still 30 seconds, so stuff stays debuffed even after the pet expires. Also unbelievably, Sleet comes at the same level for Dominators as for /Cold Controllers. The fact that you can access Sleet on any Dominator build is really impressive IMO.

Here's a build I've been working on. It's not finalized. It's pretty expensive for some of the sets, particularly the PVP one, but there are zero purple sets (I rarely buy those since for the price of 1 purp set I can outfit entire other characters). Here are the armor stats. It has capped Slash/Lethal resists, and 45% Ranged defense with 66% Global Recharge. The reason Ranged defense is desirable here IMO is that you can Power Sink enemies nearby you to wipe out there return fire. I want Ranged defense to avoid return fire from anything outside that radius. If you wanted, you could drop some of the Thunderstrikes to add damage procs. Indom Will does not break through mezz. You may be thinking of Domination for Dominators, which will break through a mezz. It is possible to get Indom Will perma or very close to it, so in the long run its not a huge issue, just something to watch for. Usually a break of 10 seconds or less in mezz protection isn't a big deal to most players.

A make or break for any low level Dom is whether you have taken and slotted Hasten. Take it at the first opportunity that won't hurt your build (generally by level 18 or earlier). You can't slot Domination for Recharge. However, its recharge time is affected by Hasten. Thus Hasten is essential for keeping Domination up as frequently as possible. By level 22 with an IO build, with no set bonuses, it should be possible for Domination to be active about 50% of the time.

I'll need to check out this build, I'm a little surprised to be honest to see it skip Lightning Field and the AoE cages. I'd think those would be very desirable for a Elec/Elec/Elec.

Absorb works like a second Max HP pool, so any sources of +Absorb will stack with each other up to the cap.

FWIW another archetype that does well on that Task Force is Sentinels. Sentinels have the armor to withstand the Witches attacks and knockback, and the range to stay out of Hurricane. Actually, the more I play Sentinels the more they feel similar to a sturdier, less controll-y Dominator. Both are in the middle range of the damage spectrum but make up for it with survival tools.

Why is the Recharge on Full Auto 90 Seconds on Sentinels?

With Archery, the Recharge isn't so bad, because it deals 159.2 damage on a 90 second recharge, the same as Thunderous Blast and Psychic Wail, so at least its consistent. Full Auto recharges in 90 seconds but deals just 120 damage. I get that the Cone is wider, but its still only 40 feet, which honestly stretches credulity. Bullets fired from assault rilfe travel just 40 feet? LOL.
