  1. Wouldn't actually help much. Proc activation looks at the base recharge time, enhanced recharge time, area factor, activation time and... I forget what else. Enhanced recharge time does reduce proc chances, but not as much as the other aspects of the power. A quick look at the sentinel T1 attacks shows that most have an unmodified proc rate of 29% with a standard 3.5 PPM proc. The 4s base recharge time, coupled with the 1.188s activation time, is why. Slotting a single level 50 RchgRdx IO only drops them to 22%, so spending a slot on a "negative Recharge" enhancement (which couldn't simply be a tweaked Slow enhancement, because being Slowed doesn't actually affect proc rates in any way) would, at best, only bring you back up to that same 29%. Spending that same slot on another proc, however, gives you another 22% proc chance (assuming the same 42.4% slotted RchgRdx), which is muuuuuuuuuuuuuuuuuch better than anything you could regain from the "negative Recharge" enhancement. Really, in any power where you could slot the proposed enhancement, you'd be better served just using another proc. This "negative Recharge" enhancement would just be a newb trap.

  5. I've never teamed with @Snarky. I've also never had a bad pick-up group experience on the HC servers. The fact that I play on a different shard and haven't joined any pick-up groups at all is irrelevant. The data doesn't lie.

  13. That's fallacious. Of the nine powers in Storm Summoning, only 4 are capable of moving an NPC, and only two of those powers can be used for that purpose, Hurricane and Gale. You're not repositioning anything anywhere with Tornado or Lightning Storm because they're pseudo-pets. You can't control those, you can't tell them not to attack for a few seconds, you can't move them after they've been summoned, and you can't even stop them from imposing Avoid on their targets (which makes them run away from, not toward, the preferred location). 2 of 9 is the sum of Storm Summoning's enemy repositioning potential, and that is not "most of the powers", by any stretch of the imagination. You perceive the set as being focused on that because that's how you want to play it, but that's your choice, not the mandated approach to playing the set. "Can" doesn't mean "have to".

OP asked for an exception to the name release policy so he/she can retain a name on a character which he/she doesn't want to play, won't log into long enough for someone else to spoon-feed him/her two levels, and isn't even interested enough in the name to transfer it to another of his/her character so he/she doesn't have to worry about losing the name. In other words, exactly the type of behavior the name release policy was enacted to deal with.
