/EA is a top tier armor for sure. Folks are doing some crazy things with it; @Linea's immortal builds for example, and I forget who but someone just posted a Pylon time with DB/EA that I thought highly unlikely on a scrapper without +dmg (or -res and + dmg ... freaking /Bio, enough already with the /Bio) in the secondary. Only reason I didn't go /EA on anything yet during /HC was having run several of them during Live. I am tempted to try a Kat/EA to see if I can make a chain out of just SD/GD/Snipe in some pattern - but I suspect that if that was possible it would have already been done. I'm sure someone knows the minimum # of times one has to fill with GC to get the most out of that idea, and I don't have the "button discipline" to stick to a chain pattern in the moment anyway, lol. If one of the resident gurus could figure out a Psi/SD/Mu (Scrapper, though that might make a dope Brute too, and might be easier to build as a brute) that was endurance sustainable without leaning on Ageless on cool-down (thus keeping Rebirth for the Heal/massive +regen bump) I'd be all over it, Toss BL -> SC -> ML -> "Go to town on the survivors." Swapping the snipe into the attack chain wouldn't hurt either - but I've not seen (at least in Mids) a way to make that work without stuff that I'd rather not dip into/lean upon (Ageless, Serums, etc..). -

Nope. Easier to just CT->GPB and one-shot them; when they overlap or have more then one just hit the find macro, bamf to the next and drink it's milkshake too. Fiddled with a few solo ITFs with my Psi/SD (Scrapper) and the animation time is just too damn long on Boggle for it to be worth a single target confuse, or I am just too impatient for that style of play* with SC/ML on fast recharge, CT on a thumb button, and hover/EvM. Technically it doubles (roughly) the change of triggering Insight, which sounds interesting against an AV, but again, dat animation time tho. 😞 Shame too, even coupling it with the confuse in /Nin was disappointing. Otherwise yes, Psi eats the EBs and AVs for breakfast, but the lack of AoE balances out the time saved on those. The cone is good, ML is good, but they're both not very big. Having shield charge helps and the combo is very strong, very fun, and can drop holds on AVs if built to do so, but it's still no champion of AoE dmg. I have no doubt a similarly built brute could solo the ITF, but it might take a minute. * - ymmv, it's a 15sec duration and can be kept on a target easily, more patient adults might find it more satisfying 🙂 -
Welcome, and edited in some clarity/qualifications. Mostly it was something I noticed while testing Savage Leap and Double-Hit, but that's another, longer story. Savage Leap has neat quirks. 😛 No idea; chances are it is a good place for it, but I've never run DP far enough to say personally. 🙂

In combat log procs will list in the order they are slotted, from right to left. Everything happens on the same clock tick though, so as far as my anecdotal exploration of this nuance and Savage Leap could tell: putting -Res in the far right does not affect anything slotted into or the actual power itself. Everything triggers at once, and any effects like -Res are applicable on the next power activated. Edit: DoTs that start delayed are probably impacted. Not sure on this one, and it might vary by DoT in question. Either way, where the -Res piece is slotted won't make a difference in that case, it's still triggering on the single clock tick for each piece slotted, and if a power's DoT is subject to hitting after the -res is applied, that will happen in any slot in that power. Personally, I've been right-justifying stuff like that in builds just for the sake of visual organization. 😛

IMO: You're both right, but it depends on the toon. I absolutely adore my Psi/SD scrapper, but I can not abide playing her below level 35 or so because of the build choices I've made, and because Psi Melee doesn't make sense before GPB and ML. This toon is Boosted to the gills everywhere it adds even a marginal gain and I never run it for exemplar content because it isn't fun to play that way. OTOH: My Fire/Martial blaster who is so much fun I've not made a new scrapper outside beta-testing Stone armor since I started him is tremendous from level 4, so his primary (currently only, developing an alternate is proving ... difficult) build is all attuned all the time. I've taken to a mix of SO/AttunedKeyPieces on anything that I'm leveling that holds my interest enough to consider a post-50 career for it.

Occasionally I'll click the "Random" button in the CC a couple to a few dozen times if I've not thought of a look in advance. I've never really gotten ideas from doing so, but it gives me something to look at while I think about a direction to take. Did this per usual, decided to go with a look, dialed it all into place, and did some street-sweeping/Fast Travel collecting and got 6 levels deep then thought to myself ... "... where are these bubbles coming from?" Gave it a thought for a moment, ran off to a trainer and yup - Path Aura from Random Roulette was still there (movement only). Weirdly, the toon might actually be better with them. 🤣 -

Hmm.. For starters, try to find a way to get the +50% ATO into Savage Leap; the set bonuses from that set are ok, but you get more mileage out of the CS proc putting it into Leap and not slotting any additional recharge into the power. I typically like FotG -Res, SCS +50%Crit, <%dmg proc>, <%dmg proc>, Acc/Dam, Acc/Dam - sets on the last two depend on what else is in there and if any 2-slot bonuses might be useful. Been a minute since I looked at my savage scrapper. The other ATO set can be split into 2 sets of 3 (trading out 3 of the Mako's pieces for 1 half of that) to double up on that S/L bonus, which should give you more flex on your toggle slotting. You can get back the recharge bonus in purples or other ways, or 2-3 slot winters (next to that split SSS set, for example) to stack slow resistance. EA is set to 10 targets on opening the build. I'd dial that back down for a better sense of base #'s. Where you've got 4-6 pieces of LotG you might as well 4 slot Shield Wall + LotG +Rech; the +hp bonus is higher and the nrg/neg resist is useful. Are you married to Body pool? Some more efficient slotting on things like Weave, Chilling, and Icicles should free up your pool choice I would think. Why Burnout?

***/Martial Combat blaster is the "gateway drug" from melee-only to everything else. It also has two of the most fun powers in the game (Ki Push and Burst of Speed), tons of style, and Storm Kick/Dragon's Tail will feel familiar while figuring out the difference between scrapperlock and blapping. Coming from a melee-only focus during Retail, I had tried diving head first into "very different" numerous times without success until I discovered /MC. Now my non-melee experiments go a lot further than they used to before the blaster. Anyone who's been mostly melee throughout The Cities should try a /MC blaster at least once. 🙂

As a frequent user of Effect procs rather than Dmg ones, I'm against this sort "Scorched Earth" correction to procs. There's a big difference between peppering an Elec/ Sentinel with "Chance to Stun" in AoEs (for example) and using 6 pieces of "%chance for DMG" to turn a low/no damage hold into a high DPA attack. But I am optimistic that the Devs will eventually find a way to balance the latter without making the former completely useless. Back to the original question though. That metric describes basically any well built brute. Hell, my first 50 back when I found HC was Savage/WP (Brute) and was running +1x8 w/bosses easily by that point. +2x8 @ 50 should be a breeze for any finished brute. Repeating my /Rad suggestion. Pick any primary. The only annoyances will be Confuse, Taunt, and Blindness, when it comes down to it. Oh, and Incarnate Pantheon if the Ancients of Sorrow are allowed to live too long - but those will annoy anything when allowed to live too long.

Procs do not accept any +dmg from any source. Their damage scales with level, but that should be the only modifier, iirc. Naturally, any source of -Res (assuming applicable type or just -Res(all)) will "increase" proc dmg if applied first. 🙂 -
That. Up there, all that stuff about Boggle: completely correct. Thank you, but please no. Just give Concentration a flag that grants Insight (without changing its "Boost Up" numbers) or at the very least one that cancels lockout (see also Savage Melee), shorten the lockout timer, and mildly increase the grant chance on each power. PM attack chains are far too slow for some sort of stacking mechanic, and we already have enough of those. Also please no on slow/fast versions (energy melee) of powers or other wonky, difficult to balance mechanics that would mean nerfing the core set to implement them. Look at it this way. Insight doesn't always come to us in a linear progression, often it is a sudden rush of inspiration. I'm fine with it that way, it just needs mild tuning.

Why can't you put damage enhancements in ESD Arrow?

If I understand Link Minds and similar powers correctly (I first noticed on the Sent *PP version) those don't accept RechRdx enhancement, but the stat is enhanced if it is included in a set. In this case, I would expect the same - valid sets that include some +dmg enhancement should enhance that dmg. I don't have a relevant toon to use to test it though. Should be easy enough to check by slotting/un-slotting and comparing dmg output in the log scroll. Edit: Nope. -
Other than ATOs and powers with increased base crit chance, GD in Katana, for example - crit chance should just be based on rank, not relative level. A few more hits/swings/rolls on +2s vs +1s would be the only thing I could think of that would give the appearance of more crits/spawn. But that's not even remotely definitive or scientific, just a hunch.

Good question. On GPB it is quite significant. I'm having trouble reading this a little bit because GPB always has a hold, just gets a hold boost under Insight, but the extra dmg is listed there, and is slightly more than the Firey Embrace buff listed at the bottom of the page. https://cod.uberguy.net/html/power.html?power=scrapper_melee.psionic_melee.greater_psi_blade&at=scrapper Insight has its own entry in CoD, but it doesn't say much about what it does. I think the power itself is just an on/off and triggers flagged attributes on individual attacks. This is why multiple currencies for the same goal should be discouraged. Ignore Shards, Convert Them To Threads. Yes, a person can use Shards and that salvage tree for building an Alpha. No, it isn't worth tracking the two currencies to do so except by the narrowest of "savings" margins. IMO, not worth the effort, just dump them into Threads. -
Having followed this impulse in the past, I am acutely aware that I should not be trusted with such strategies. 😉
