I always get the Ouroboros portal at level 1 with the "Echo: Galaxy City monorail to Ouro" method since I have a portal to there in my personal base.
I also get the Midnighter's club membership badge by using my personal base portal to travel to Night Ward. I simply enter the mansion on the hill above the arrival point to get the badge.

Wouldn’t have to be just open space either , open sky, shadow shard etc. something that gives the base some feeling of not just being an underground bunker .
I saw a base with an "inside of a space ship travelling through space" theme last night. Several portals to the outside and the effect worked very well. You even had a portal next to the port engines! There was one room where a spaceship had crashed in and through the outer wall and there was a "repair drone" (ie: the Workshop drones with Arcane/Tech Effects to simulate welding torches and etc.) busy working on it.

Hi! I was in a group the other day with a fellow controller who also had Gravity Control and Dimension Shift.
Does it stack? Are there any interesting strategies that two people with Dimension Shift can use to torment their teamma... Whoops! I meant "defeat their enemies!"
Heh... Seriously, I hardly ever use it. Most groups I team with (virtually at any level) have the enemies locked down instantaneously when the battle starts. Usually with stalagmites and rumbling sound effects. I've used it before out of curiosity, but it was usually ignored by our enemies. So I really don't even know which enemies it's suitable for.
I use the proc-monster build (thanks, Sir Myshkin!) for Gravity Control/Time Manipulation/Primal Forces Mastery, so my Dimension Shift is 5-slotted with Superior Will of the Controller:

Here is an Ice Blast/Regen Sentinel designed by @cyvert. She is nearly unstoppable! However, her damage is pretty low. I used Incarnate powers to increase damage output and it helped.

But Mental Blast has -recharge. I've heard many people like this but I can't seem to do enough -recharge to make a difference by myself. And anyway, isn't that a side bonus?

Ok, so popular opinion is that the Cosmetic Surgeon NPC is unavailable for a super group's base.

I'm sorry but ElPuerco said he was able to change "height, body, etc." in his super base according to his words and I believe him.

Tried it with a veteran level 50 and still couldn't change anything but costume.
I looked up Cosmetic Surgeon on the wiki and it says something about a super booster:

I've been told that a cosmetic surgeon (edit height, build, etc.) can be added to the base. I've been assured that the Facemaker NPC does the job. However, I've tried two different bases with the Facemaker and neither one will edit the body.
Can anyone help?
