Yes, you need Relentless setting + someone with the Master of badge for a unique reward if you beat the special fight. -

Relentless is fun, but its not for everyone. Which is entirely fine. The difficulty is top of the line and a bit less "alright lets get in and get this shit done i only got an hour to play." - its a true Team thing rather than having it be yet another easy-breezy piece of content. -
11 days for it to be this month. Time will tell, but it's not the end of the world if P4 hits in July instead.

The Aeon Strike Force + Challenge Settings say hello. On the note of balance, creation, and proliferation; That is something even live did. All games have power balancing as part of their games. Things get buffed, tweaked, and even nerfed. WoW does it, GW2 does it, and I could go on. Even in single player games things can get changed. They can't commit an entire small team to a large task like new zones/arcs - that's not how you do things at all. But then again, you are an armchair developer who has no idea how this works. I have doubts that HC is concerned majorly about population drops. They'll keep going no matter how small, and they seem to just hope that people enjoy what they do. A lot of this is wrangling spahgetti code & working with what tools they have on an ancient game. A reminder is due that CoH suddenly stopped in 2012, and its age really shows the more you look at things. Just because they're not developing content that you want does not mean they're lacking seriousness. You sound like an entitled child by spouting that.

Updates take a while with a small volunteer team, and its a team they simply cannot mass add to. -
Easier said than done. It's not just as simple as hiring and that's it. One has to be taught how to work with certain programs/tools for example.

Here's what I have to say; I personally raise a brow at the amount of certain types of characters. That's as far as it goes. It is not my place to dictate what a person roleplays. It is not my place to dictate what is and isn't good, interesting, or whatever Roleplay. This might sound odd, but what I mean is that what is good to me is not the same to everyone else. What is funny is that DC & Marvel have their fair share of non-human characters. Thor, Zeus, Hercules, Apollo, Athena, Odin - all of these and more are apparent in DC, Marvel, and even loosely in City of Heroes. DC has Etrigan and Trigon. Marvel has Mephistopholes. City of Heroes has the succubi, the Circle of Thorns demons, and more. Demons aren't that far fetched to be quite honest in the realm of superheroes! Neither are dragons, because honestly? In a comic book world where the multiverse and all things magical/folklore is real? Boom, easy. I can't judge someone for playing what they deem to be a cool character concept. More power to them for having fun! Here's another thing with The HC/COH RP Scene; None of the background or power of another character matter all that much. Now if it comes down to what you want to RP with? Cool, just make sure to be polite about exiting an area/scene. Otherwise, why does it not matter? Because a big component of roleplay is lacking - that being character v character physical conflict. Now, I may not be active so I've missed on if there has been examples of this actually happening! But how powerful a character is does not mean immersion is ruined in a world where Prometheus of Mythos has appeared actively reaching out to High Class Supes. Powerful can exist. Do you have to interact with it? No. Wild mystical fantasy things like fae, dragons, or demons can exist. Do you have to interact with it? No. Problem solved.
