If the cap at 28 is 64.28%, then, no. If the cap at 28 is 95% and it doesn't scale upward gradually like I think it might, then, yes, it should be 86.6%. -

I don't think powersets have unique caps, AFAIK unique caps are AT based. I do think you're right that the DDR cap for all ATs is 95%, though. But that is also at level 50, that picture was taken at level 28. There's a lot of things that scale with level, that miiiight be one of them, but I'm not 100% sure on that. -

yeah, I spiked LotG 7.5% prices at one point by buying all of them and relisting them at 3x the price and they uhhh never went back down over several years, so, y'all probably don't want that happening again -

oh man never presume about coding a quick fix for something that's spent a decade getting more and more new code dumped ontop of it one of my favorite examples of horrible cascades of code when people think "oh that's easy" is Soul Reaver 2, where running at a specific group of pigeons causes this resonance cascade of minor script issues that snowballs into preventing you from being able to beat the game -

If you don't have a lot of experience coding, I can see how it'd be easy to not believe. Some shit is tied together in ways that no one can imagine, not even the original devs going by some of the source code comments. -

POLL: Which Support sets need work?

A lot of support sets have basically been overshadowed by Incarnate abilities. Debuff sets are alright, and Kin for immediately capping damage obviously. But when everyone in a group has some combination of Barrier (def/res cap), Ageless (+end/recharge), and Rebirth (+regen/max HP) then the sets that do those and nothing else tend to suffer. And that'd be Empathy, Pain Dom, Force Field, and Sonic Resonance. Everything Empathy and Pain Dom do can be done in essentially one cast of Barrier and one cast of Rebirth. Poison's an outlier here because I think the main issue there is a lack of real AoE abilities (outside of Poison Trap, which does -end/rec, which is a laughable debuff when it's the only -end/-rec in the set) and Neurotoxic Breath which... can technically hold, I guess. -

The higher ups started work on console ports to get them juicy console players into the money drip. This however was done at the expense of developing new content on PC. Led to hemorrhaging playerbase, and then the console releases went over poorly, and then Disney yanked the license right around the same time it came out the head guy was stalking female workers. Minor note, Marvel Heroes/Gzillion at launch was under David Brevik, of Diablo/Diablo 2 fame. Dave Dohrmann took over, and spearheaded the push for console ports. Champions Online was abandoned essentially in beta after the acquisiton of the Star Trek license. It wasn't ever going to be the main focus of the devs after that. Just look at how close the release dates were, even. -

They're not meant to be an integral part of your build, they're just a nice thing to have if you ever need them. Personally, keep them that way. -
There are some things that stand out as real bad about this set. 1. Sonic Resonance gets what is essentially Clear Mind as a t8 power. By the time you get it, most people will have already had an answer to mezzes in some form or another, and this is especially the case if Sonic Resonance isn't your primary. Given the rest of the set tends to focus on either +resist to allies or debuffage to enemies, I'd suggest either dropping this ability altogether from the set (perhaps for a shield that specifically enhances debuff/mez resistances), or moving it to earlier in the build. 2. Sonic Repulsion does not work in a synergistic fashion with the rest of the kit. You either want the enemy in your Liquify patch, or you want the enemy around your ally who has Sonic Dispersion on them. I think replacing Sonic Repulsion straight up with a tar patch like power (even if this means the set gets essentially two patch powers) would work better all round than having this weird ally-based KB power. 3. Liquify's recharge is just far too long. Mids seems to think it does -res (which it doesn't) which might justify that kind of recharge timer, but, as is, not really. 4. Personally I think the single target untouchable field for 30s is pretty useless in the game as the way it stands today outside of some very specific niche strategies. Turning it into a ST hold that applies a level of -res would be a vast improvement in my eyes. 5. The T1 takes horrendously long to animate. Bosses die in the time it takes before you can cast another ability.

The EM nerf would be old enough to drive at this point. No one involved with it is doing anything involving City of Heroes anymore. At some point you have to let go. -

Making something look like SSF2 sounds like a good move, actually, since it's one of THE definitive fighting games. Coincidentally, these nerfs, also a good idea, saying that as someone who's leveled up basically every possible dark set in the past. People need to stop pointing at nerfs that happened like fourteen years ago at this point as an example on why you should never look at sets ever again. -

It is worth more. You can get global defense buffs from a number of other places, you can't get Crit Bonuses except from a specific ATO. Further, Storm Kick's already the best DPA power in the set, so not only is it great, it's exactly where you want it. -
