Sets are a deep topic, but if all you're looking to do is improve on the performance you get from common IOs, then buying attuned cheap sets will do it, as long as the set says its level range goes past 25. The sets you called out there are all good, but they're fairly expensive. Between "getting the generally in-demand sets" and "common IOs" is a big gulf of "buy reasonably priced sets, don't get a ton of amazing synergy out of the set bonuses, but do get higher enhancement values + some modestly useful set bonuses."
  2. I think you might be able to set up a bind or macro to toggle it on and off in one button press? You can't activate two powers in one button press, but you might be able toggle on and off in one press?
  3. I almost exclusively buy through the AH rather than craft IOs so that I can get them attuned and have their enhancement values grow as I level rather than worry about whether I should bother to replace them with higher level copies.
  4. If the alternative is slotting level 25 commons? You'll still get much better enhancement values from level 10-30 attuned sets!
  5. While I agree that what people mean by that advice is white, common IOs, I encourage people who are seriously playing the leveling process to just bite the bullet and get set IOs. It can be yellow, cheap ones. Any investment in set IOs makes your character markedly more powerful and fun, the additional inf cost is negligible in the medium term, and if it makes you learn things about builds or making money, that's a great side effect.
  6. I think OP is saying that they don't do those TFs, either because they don't like them or possibly because they find it difficult to find a group interested in doing them.

  8. You don't have the timer in places you are guaranteed to be safe. The timer is so that you can't avoid dying by abruptly logging out.
  9. Opinions in this game are often people's long-term lag from earlier versions of the game. People got really excited about Willpower back when: 1. Endurance tools were less common so Willpower's having one distinguished it more. 2. Most people had less access to most IOs and wanted builds that performed well without super extensive slotting with the best sets in the game. 3. People didn't care a lot about offensive boosts. If that's the environment you're in, Willpower is great. But nowadays, the cost of IOs has come way down and the availability of them is way up, endurance is easier to manage, and the premium on offensive boosts has come up. In this environment, WP is kinda meh. It's fine. Almost all sets are fine. But it's not going to put together the most impressive numbers on any axis, so play it if you like it, not because you're looking for tip-top performance.

  11. Enemy accuracy is irrelevant here. It's applied after the softcap clamp, so you can't reduce an enemy's chance to hit you down below 5% x their accuracy with more defense or to-hit debuff.
  12. Good news, Storm Kick gives +10% not only to all positional defenses, but also to all typed defenses besides psi/toxic.

  14. This is correct. Proc chance is also affected by area factor.
  15. I don't know how people would expect PVP with PVE rules on mezzes to be anything approaching like fun. You're either immune to all mezzes (if you're an armored class or you popped a breakfree) or you get held and killed the end. That doesn't sound fun!
  16. FWIW Superspeed gets basically the same amount of stealth as Infiltration. 35 feet rather than 36 feet

    I haven't used Disrupt, but I did use Bio's sleep aura along with the sleep in Frozen Aura, and, like... I don't really know what to say. It definitely works. Does it make a huge change in your incoming damage? Proooooobably not? But it's not nothing.
  18. I wonder if there's a thing where their immunity to being teleported also makes them immune to being targeted by attacks that teleport their attacker?

  20. I'll never change anyone's mind on click mez, but I swear to you all that it's not some huge problem. You don't need to set it on auto. The duration vs recharge on the clicky mez powers is very generous. It's not like Hasten where you're going to just barely get it to perma, it'll be recharged before the duration is even half expired. So you don't need to watch like a hawk for when it comes off recharge. You've got time. What I do is try to check it right before I dive into a new spawn. If it's off recharge, I click it, then ignore it for the duration of fighting that spawn. If you do end up with a gap in your mez protection and you get mezzed, it's NBD! These powers can be clicked through mezzes which breaks you free. For Shield, you plausibly want to set the power on auto because it drives your DDR. For SR and Ninjutsu it's fine to just click it between spawns.
  21. Just to be sure, your PPM calculation includes the effects of the local recharge that the ATO2 itself brings into the power?
  22. The 10 second lockout is so annoying and unnecessary. If they don't want the hide happening too often, they should adjust down the PPM, but the lockout is gane design malpractice.
  23. Blaster's ranged scalar is 1.125, not 1.25.
  24. You didn't "imply" it was one, you directly stated it, suggesting that, "all the set's AoE are spenders." Of the three AoE powers in the set (Rending Flurry, Shred, and Savage Leap), only Rending Flurry is a spender.
  25. Shred does not spend Blood Frenzy, it builds it. They at one point contemplated making it a spender, but as far as I know it never has been a spender on live. It certainly is not one now.
