Storm the people that say time is basically an Armor set aren’t wrong. If you want to focus primarily on ice, time will help. If you want a more active primary, storm will be better. I think Ice is a pretty fun blasting set, so time would be a good choice.
Mercurias Posted July 5, 2020 Posted July 5, 2020 Time is an extremely active set with a combination of control, buffing, debuffing, and healing. It’s extremely well-rounded, but the damage it does directly is minimal on its own (you can slot Distortion Field with Procs and that’s about it). Storm Summoning is also an extremely active set, but it focuses heavily on debuffing and controls. In later levels you’re able to summon Lightning Storm and Tornado pseudo-pets for added damage. Storm pairs very well with Dark Blast and Water Blast, in my personal opinion. Storm is also extremely endurance-heavy as a set, so people tend to build with that in mind. If I were you, I would personally run as a Storm/Ice for theme. It’s a really nice ranged combo! You’ll end up leaning hard into your primary for overall ranged DPS and control (Ice Blast will give you a couple of decent Holds, Ice Storm, and Blizzard). You won’t have a self-heal, so you’ll need to keep using your Storm powers to prevent enemies from attacking at all.

Coyote Posted July 5, 2020 Posted July 5, 2020 Time is very defense-oriented. It can help a bit with offense due to +Recharge and -Res (and damage procs in Temporal Distortion, Time Stop, and Slowed Response), but its main strength will always be on the defensive side. In combat, it tends to be a lot less busy and keeps you free to focus on your primary. It also tends to pull you into melee range since it has a strong defensive PBAoE aura. Storm is very offense-oriented. It can help a bit with defense with Steamy Mist (very little) and with controls (a good amount of Knockdown and Stun), but its main strength will always be on the offensive side. It is pretty busy in combat, and eats up a lot of Endurance without any way to regain it (although you wait longer for the powers, a Corruptor can slot a +Endurance IO in either Tornado or LS and mitigate the Endurance cost a bit). It has some reasons to be in short range (Thunderclap and Hurricane), but Hurricane pushes mobs out of melee range and Thunderclap can be a fire-and-retreat power so it doesn't pin you into staying in melee range. So it pairs better with sets that don't have a reason to be in PBAoE range, like for example Ice. My favorite pairing with Storm is Water Blast, and second is Dark Blast. Both bring a Heal power that can be slotted with Theft of Essence to help with the endurance burn. With Time being such a strong defensive set, I like offense-oriented sets that can do well at short range. Fire is always good when you're looking for offense, and so are DP and Rad. Ice is a more balanced set, and prefers to NOT be in melee range since it has no PBAoE powers, so it doesn't fit so well with Time. I actually don't think it fits great with Storm, either... Ice can burn through Endurance fast also, and it has Holds which don't stack with Storm's Stuns. The main benefit is that both work well as pure ranged Defenders and Ice's extra controls help with Storm's lack of defense.

Scientist Posted July 21, 2020 Posted July 21, 2020 One other thing to consider, Storm gets its signature debuffs significantly earlier than Time, if you are going to exemp for low level content a lot I'd consider Storm. Storm also has more of a learning curve to use effectively, whereas you can usually fire any Time power in any situation and not be TOO wrong.

Doomguide2005 Posted July 23, 2020 Posted July 23, 2020 True it's a late bloomer but as a primary these days you're into your 20's very quickly. Freezing Rain is level 8 and will be upping the teams (and your) damage from there forward. That late blooming on a defender isn't as 'problematic' as it is on a controller without a blast set especially solo where you can really need those level 35 and 38 to pump out damage

Feels like a blaster with armor, etc. Can solo the hell out of many things. Has so many buffs/debuffs, it's not funny. No worry for health or end, but recharge is paramount (come as close as possible to perma Chrono Shift). A lot of damage-proc potential in Time, but I skip the hold (3 procs possible) since my blast set is better. Definitely proc out Distortion Field and Slowed Response. I mean, apart from Freezing Rain (8) and Steamy mist (10), one can put off Hurricane until later; the "signature" powers are Tornado (26) and Lightning Storm (32). Time gets Distortion Field (8) but has Time's Juncture (2) and Temporal Mending (1). I put off Temporal Selection (6) until late, similar with Hurricane. That's FOUR (4) solid powers. Granted, signature moves are often last, like storm, Farsight (18), Slowed Response (26), and Chrono Shift (32). Not to mention, if you need a hold, Time Stop is available at level 12! I would NEVER say that Time is a late bloomer. Not by a LONG shot. The defining power is at level 18. Storm's is 8 (if we think Freezing Rain is the defining power). Level 18 is not a late bloomer.

Tath99 Posted August 8, 2020 Posted August 8, 2020 I have a Storm / Ice Defender. I can highly recommend it. Without a doubt it is the best Controller I have ever crafted and my most successful creation to date. All you need to build for is Ranged Defence. Then you stealthily Hover over the battlefield and unleash torment on your foes. You can play an excellent Overwatch role helping the team. Storm I found to be elegant and gives good feedback on your success whereas Time did not click for me. I would play a Time Controller in a heartbeat. The visual and sound of Time Stop are great.
