I can make some guesses. I could certainly create some words to fit the abbreviation. 

Saw this on the mission door; not the first time I've seen similar signs on the doors of missions. 

But what does the acronym M.U.R.C stand for?

I'm willing to bet that it's a reference to C.H.U.D., and if it is, it would mean two things.  The first would be something mundane and related to the city or government.  The second would be darker and more ominous.
