Only the generic recipes can be memorized (the ones you can buy from the table), and they are memorized in batches by making the right types and earning memorization badges. For example, Accuracy and To-Hit Buff enhancements fall under the same memorization badge. So to earn the level 45-50 badge (so you can memorize the lvl 45-50 versions of the accuracy and to-hit buff enhancements) you need to make fourteen level 45 enhancements that are any combination of accuracy and to-hit buff (like say you make ten lvl45 accuracy and four lvl45 to-hit buff) AND fourteen level 50 enhancements that are any combination of accuracy and to-hit buff (like say you make ten lvl50 accuracy and four lvl50 to-hit buff).

To add onto Nic's answer:

 

Once you have created enough of a certain type of enhancement, grouped by type and level range; you'll receive the badge appropriate to the memorisation. In order to actually USE these memorised recipes they appear in new tab on the page where you go create recipes called 'Memorized'. It's there you can simply create those enhancements without having to buy the recipe chip for them.

 

It's a lot cheaper when you only have to worry about the creation and component costs rather than adding the recipe chip along with it.

It works pretty well, actually!

 

And once you memorize enough of the recipes (basically, get the badges for all the recipes 1-40), you earn a free Portable Crafting Table summon. (You can also buy it for 10 million Inf from the P2W store, which is slightly cheaper than crafting all those IOs, but on the other hand after you memorize all the IOs you'll be able to craft them on the cheap, which can be handy for your alts.)

Yeah and if you have memorized at least the 25-30 IO sets and outfit your alts with a complete set of 25 IOs and just level 25 IOs, you'll save about 8.2 million from 22-42 just on what you don't spend on SOs.

A side note to this, I recommend dedicating this to say your badge hunting alt and having them be the one to craft everything to save you inf in the long run. Then you can just make a bunch across the level span and your younger alts can benefit early on without spending their own inf. Pro-tip, to conserve even farther, if you freespec strategically, then you can recycle those IOs!
