I admit I hardly notice billboards anymore (got tired of that Chris Whatshisname lawyer), so it may have been years for all I know. Spotted this one behind and a bit below the Skyway hospital. I remember seeing it for the first time in maybe early 2020 and wondering the same thing. It is possible though that it came out before sunset, as I was not playing much back in 2011 and 2012. When the buyers of Firefall, The9, finally made their last bizarre trashing of their own property (for reasons I don't understand to this day). I tried to return to OG CoH only to find it closed. I can't explain the last 4 years in Homecoming, though, except that I really don't pay attention to the billboards. It could easily be a case of this particular billboard being in Skyway City, which is a zone that is very infrequently visited for any reason these days. A good amount of 10-20 content prefers Steel Canyon so there's almost no reason to go to Skyway unless you're looking for a Synapse TF or running old old contacts for some reason.
