Infiltration is clearly very badly broken

I'm talking about the Concealment pool.

 

It seems to be quite effective against most enemies but there is a massive problem with it.

 

Civilian pedestrians wave at me as they walk by! 😱

civilians push granite tanks with rooted out of the way like they are toddlers.  They are very powerful

That's why pedestrians can ignore our powers.

Don't forget, Praetorian civvies are even worse, they can fell an Incarnate hero with just one well aimed rock

It's a poorly-known fact that all the civilians in Paragon City are retired heroes -- that's why they're able to hold onto their purse forever, jump down from 100' high walkways without harm, and do other things that would normally be possible even for level 50 active heroes.
