Are you "supposed" to hop over to Primal Earth at 20?  Does anyone stay all the way to 50?   Or... can you come back?

You can stay.  Praetoria -> First Ward -> Night Ward, then find repeatable missions or teams until you hit 50.  Some people have done it.  I have a level 47 Praetorian that I keep meaning to finish.  With 2xp and patrol XP bonuses, it's not hard.

 

If you transfer to Paragon City or Rogue Isles, you can return through the TUNNEL transit, but you won't be able to do any missions in the original 3 zones.  First Ward and Night Ward are open to everyone.

Get busy living... or get busy dying.  That's goddamn right.

About 50/50 for my goldsiders. A lot of it comes down to backstory and the personality I invented for each such character.

  • Some simply want to make as much of a goal-line stand as is possible.
  • Some have leftover issues to deal with before they'd be willing to hop worlds.
  • Others take the charge to make allies on Primal Earth deadly serious and go at 20.
  • Others just see the chance of a world that hasn't been overrun by the Devouring Earth, hop through the portal and Never look back. My used-to-be Praetorian Archery blaster far prefers the good life at the St. Martial casinos.

Depends what you mean by this.  The game certainly directs you to choose a Primal destination at 20 and this seems quite clearly to be the intended progression path designed in by the devs.   If you don't leave, you don't have access to most of the TFs/SFs/Trials in the game or the continuation of the Praetorian storyline that occurs on Primal Earth.  Fine if you intend to solo mission content only but again, from a game design standpoint, no, you're not "supposed to" stay past 20.  You're supposed to choose a Primal faction, then have the option to return "home" later to experience First Ward and Night Ward.

 

Still, they left tidbits like different conversation with the Doorman who leads to First Ward depending whether you are a Primal Hero/Villain or a Praetorian Loyalist/Resistance.  So they at least acknowledged that people could and would stay.

It was the intended path at the time of the release of Praetoria as a character origin; it was a longer-term goal to have goldside fleshed out to 50 (along with all the other longer-term plans, like Tyrant 'reforming' and getting shoehorned in as a replacement for Statesman, and the moonbase, and the Coming Storm, etc.), but that kept getting kicked down the road, so we never got any formal post-20 goldside content.

The Prateorian story continues past level 20 on the Primal side through various arcs, TFs, and iTrials. It would be fascinating to get story arcs that let you be on the Praetorian side during those events, but that is a ton of work that would take a very, very long time to flesh out. Probably better for AE content writers since goldside doesn't get a lot of action.

I have one Praetorian at 50 still in gold side.

Went the Night/First Ward route until 40+. IIRC, the last possible contact is Fireball, which you can grind at +4 to get to 45. The last few levels were tough, but possible. 

Overall, aside from the novelty and bragging rights, I don't think it's worth the trouble. Plus your teaming for iTrials tends to be limited.

I've mainly tried to do that (details in signature) but then you run out of maps, not to mention keeping everything scaled at a certain level.

Also, to OP, the bugger upstairs is the author of several AE missions focusing on Praetorian storylines. I've only tried a few of them, but they are highly recommended.
