  1. Super Speed doesn't have a vertical limitation when Jump Pack and Steam Jump can be alternated without downtime.
  2. Same feelings here. With ET being half the cooldown of Total Focus, and Total focus granting 2 stacks of EF on crit, it makes more sense not to use another EF consuming ability when you have 2 stacks of EF so that your second ET can have the reduced animation. BS consuming your EF does feel bad. I'd honestly prefer BS to not have a EF mechanic that consumes your ability to fast cast ET. It doesn't make sense to cast BS at all if you can recharge your other powers during EP's shorter animation time. Bumping TF crit damage from 28% to 50% would feel much more rewarding, especially for stalkers that really want to have something that heavily benefits from their crit mechanics coming out of AS hide proc.

A leveling build and an exemp friendly build aren't quite the same thing, but I do have an endgame ice/ea build in my mids folder that exemps very well if you attune certain IOs, you can keep most of the insane levels of recharge the build has at low level(235% global recharge).   5. Or they could just remove TOs and DOs from the game as they're super obsolete at this point, imo. I like the SO enhancement upgrading system that they implemented and it gives me much more incentive to actually play a lowbie rather than power level them.
  6. Nobody said the change wasn't a flat out buff. What people have been saying, is that if you look at the animation of eagles claw, there is absolutely nothing about the look of the power that makes you think, gee, this should be hitting more than 1 target.

  8. Echoing what others have said about EC, the animation absolutely does not match up with being a cone. Why was ToF animation time increased? Accolade recharge adjustment literally nerfs every single one of my characters that have enough recharge to put Geas/Demonic on a 7-8 min cooldown. Much disappointment here.

  10. Heavy proc builds work great with Kinetics because fulcrum shift will cap out your damage. That said I'd say Rad/Kin will still fall short of Fire Blasting goodness. Rad/Kin has a few pros that should be noted: 52.5% AoE resistance debuffing if all 3 procs go off. When you're damage capped, -res and damage procs are the only thing that will give you more damage. Damage Capped and procced out Neutron Bomb+Irradiate deal as much damage as an Atomic Blast. Oppressive Gloom+Cosmic Burst will 1 shot stun bosses and all minions in the spawn. Siphon Speed gives great uptime on Rune of Protection, offering up to 90 seconds uptime/68 seconds downtime of amazing resists and mez protection. Note that Vigor Core Paragon is vital to enhance accuracy and endurance reduction in order to run Irradiate/neutron bomb/proton volley with 6 procs in each. I don't play rad/kin but I do have an ice/kin corr that slots similarly having attacks with full proc slotting as you make up for the lack of damage slotting with saturated fulcrum shift. Fulcrum Shift, Heat Loss, Venomous Gas, Overgrowth, Chronoshift, Dark Servant, and Lightning Storm are all great as they are, all worthy of t9 status and how they shape their respective powersets. Then there is Adrenalin Boost, Painbringer, and Amp Up. I'd say here the issue isn't that they are weak powers, but an issue with buff sets as a whole being overshadowed by the effect of IO slotting on the metagame, where more characters than not are going to be self sufficient. It would be great to see these powers have their recharge reduced so they could be placed on two allies at a time rather than just the typical one. Empathy in particular needs a little more in the way of pros for taking the set, and it would be great to see the RAs combined into one power to make room for something new. Melt Armor is horribly overshadowed by Sleet/Freezing Rain and really wants 30-60 seconds shaved off it's recharge timer. Liquefy similarly has an awful cooldown, but possibly increasing its damage to mini-nuke levels would be good too, or adding a -res component. EM Pulse needs the self recovery crash removed and its cooldown reduced. EMP Arrow in the same boat but I'll hold my breath as I await the full set of changes coming to Trick Arrow. Time Bomb is a mess. Force Bubble is a mess, as is the rest of the set, and needs some more attention than just looking at the t9. Same as Empathy.
  12. Here's another variation of plant/thorny. Runs alot more damage procs. Sleet+Thorn burst can proc for up to 70% AoE resist debuff. Skewer is /thorny's highest DPA attack and probably shouldnt be skipped. Seeds of Confusion works really well with a little range slotting. Lots of options for this powerset combination due to how many choices you have for proc slotting. I also like doing backflips with Ripper, never gets old. Absurdly squishy compared to my typical build that has 45% defense and a resist shield, not for the faint of heart. I use sg base buff consistently to hit the 128.75% global recharge required for permadom without hitting hasten, as well as the frenzy alignment power.   14. You can also use Cognitive Interface to add another source of confusion. It is something I take on every character that has world of confusion, but it is mostly for the set bonuses and fun bubble. And yes having a chunk of psionic resists makes the damage in MoM trial laughable.

  16. Definitely best on stalkers, it looks pretty hilarious on a Stone Armor tanker in Granite/Rooted though.
  17. As valuable as Musculature is, especially for a stalker, it may be worthwhile to build a Cardiac alpha to manage your endurance issues, or pick up Ageless. You can always swap out your incarnate choices depending on what type of content you are running and if you're on a team that has endurance buffing tools available.
  18. If you're just using Flame mastery for a hold proc damage, I'd strongly recommend switching to Psionic mastery for Dominate, which has half the base cooldown of Char. You can also pick up 5% ranged defense with the purple confuse set in World of Confusion, (use the slots from choking cloud). Dreadful Wail also operates really well with Fury of the Gladiator proc, turning it into a -40% aoe resist debuff. Your frankenslotting of Shout is pretty odd, I would just put the purple damage proc in with the rest of the set. Shout is honestly a rather superfluous power pick, and can actually slow down your -res stack due to it's animation time.
  19. Really just a quick question, how much accuracy do you need to see in mids to know that you are at 95% accuracy vs +3 foes? (+4s aren't really a thing with Alpha slot level shift) And if you want to type more, are the situations where you would want more accuracy than that really all that relevant? Level shifted AVs on incarnate trials are league content where you will typically have stacked tactics providing significant tohit buffing to the team. High Defense foes honestly feel rare. Tohit debuffs are only applied if they are alive long enough to apply them, and they actually hit you.

Electric armor typically fairs very well against factions that other sets struggle with sporting psionic resists and capped energy resists, end drain and slow resists, a self heal and regeneration, then slap on soft capped S/L def with your IO slotting. Carnies, Malta, and Arachnos will little different than council.

Also not mentioned in this thread is fire/cold corrs, which can outperform a fire/kin corr at endgame in total damage output when people are running around with full trays of red insps cause they don't need anything else or theyre damage capped from other various damage buffs, especially common in league content. That said fire/cold is not as easy to level up compared to a fire/kin or fire/dark that have self/team heals.
  22. Also btw, slotting a +5 Numina:Heal alongside your Numina Regen/Recov unique in health provides 33% regen, and should be slotted first before adding either the regen tissue unique or impervious skin.
  23. Depends on what powersets you are using. Energy Aura stalkers for example softcap their defense extremely easily with little extra slotting investment and have all the endurance in the world, so typically they will have more slots available to flex into things like regeneration than say /shield defense does, which requires alot more investment into softcapping defenses and does not have endurance tools available. Dipping into heavy regen slotting on a Shield stalker, which you mentioned you have True Grit, is more likely that you will be sacrificing something else for those slots, Energy Aura can flex slots wherever it wants. My Savage/EA stalker uses both of the OP's mentioned procs and has 135% global recharge before hasten, soft capped defenses and damage procs, so I didn't sacrifice anything to fit them in. Totals out to 513% regen with 1616 hp. 34.56 hp/sec, which is effectively spamming green insps without having any when you recover 350 hp every 10 seconds, or 2100 hp/min. That is more healing than you get from hitting energize twice/min (1200 hp from two clicks). It is very effective. This stalker even runs provoke to keep AVs from running away when there is no brute or tanker on the team. Build is below for reference. I also make heavy use of regeneration on many of my other builds, including my poison/fire defender which has no self heal, and so relies solely on the passive regeneration to keep me going, which is at 295% slotted regen.
