When I made the character, the power was called Psionic Dart and it was the T1 power. After that update, it became a cone attack and was moved to the T4 position. I started at level 1 using Psionic Dart. There is no way to make a Psychic Blast Blaster any more and start with Psionic Darts as your level 1 power. That is what makes the character illegal. Fortunately, City of Heroes does not flag the character as being illegal and require it to be fixed. Legacy builds, at least as far as this character went, can still be played as they were built prior to any power shuffling and changes. However, it can no longer be made in this order.

That 1.5M number was from today on the AH. There was 1 sale showing at 1M. 2 sales showing at 2M. And the rest showed at 1.5M. Edit: And that was recipe cost alone. Edit again: Well, from yesterday actually now.... It was the current running cost at the time I posted the price.

New IO Sets Suggestions (Only 1 though)

Depending on how many slots you want to put into your slow powers, you do have non-damage options. If you only intend 4 slots: Curtail Speed is a 5 enhancement set. You can skip the Damage/Slow and still have ACC/Slow, ACC/END, Range/Slow, and END/RECH/Slow. Tempered Readiness is a 6 enhancement set, but it does have 2 damage enhancements. Still leaves the ACC/Slow, ACC/END, Range/Slow, and END/RECH/Slow if you skip them. If you only intend 5 slots: Impeded Swiftness is a 6 enhancement set that has an ACC/Slow, ACC/END, Range/Slow, END/RECH/Slow, and a damage proc still if you skip the Damage/Slow. Pacing of the Turtle is a 6 enhancement set that grants all the same enhancements, except you have Chance for Recharge Slow instead of a damage proc. Ice Mistral has 4 damage enhancements in its set however. -
Kind of hard? Sure. Unlikely? Also sure. Except I can show you my character and if you can check, you would see that the character has 0 respecs. The first respec trial is only 3 levels away, yes, but since I run solo almost all the time and I don't farm my characters up, those 3 levels are slow in coming. So that is still 3 long levels away. I get there are options to get the character the needed respec. I have alts that can buy the respec recipe for the character. I already gave that character over 4M inf' prior to sidelining the character for a few months. The character has already been respec'ed. The character no longer has Psionic Dart/Psionic Darts and will not be getting it. (And the character will still not be getting Dominate Will.) The character has the chain of ST attacks I prefer on my lower level characters, albeit slower than normal. That is not what I am trying to address. What I am trying to address is that if the game/devs are going to force a change on our characters, then it would be appreciated if they also provided the respec to fix those characters. That is all I am asking for. Player changes their own powers? Get their own respec through available options. Devs force a change in the character's powers? Then a respec would be appreciated. That is all I am saying.

That is a fair point. In this particular case, this character is too low level to do any of the respec trials since is only level 21 and has no accumulated respecs from leveling left to fix the problem. Which means characters like this have to buy a respec recipe at 1.5M inf' to fix an imposed change. Not a player chosen change, a game imposed change. Even gaining access to the Patron Pool powers grants the gaining character a respec. And that is a player choice.

Or perhaps we don't grant post-game timeline powers that render all foes completely harmless and defenseless to players for general use? Edit: If the intent is to retire characters at that goal of omnipowerful, then we can just retire the character when we finish going full incarnate and declare they achieved that power. Delete character and make a new one, or place somewhere to mark it has ascended to full omni-god status and leave it there.

I know this is late, but I just today resumed playing my Psychic Blast Blaster since before the April 25th, Issue 27 page 6 update. The change to Psionic Dart to make it Psionic Darts made my character illegal. Fortunately, the character is not required by the game to respec to fix that. Which was something I absolutely hated in CO. Unfortunately, I relied on that attack as one of my two single target draw out an enemy to me attacks at my still fairly low level (level 21). (Edit: I'm avoiding AoEs other than Psionic Tornado until much later in level.) So now I have to respec the character to fix it because of the power change to Blasters in that update. If you're going to change a power that drastically, both changing its tier and whether it is a ST or AoE attack, it would be really nice if you also granted characters using that power set a free respec to fix their characters. That one change is requiring me to completely rework my character. (Edit: The fact the replacement fast power is a sleep is also less than helpful.) I don't think an imposed character change awarding players a free respec is too much to ask for.

What prompted my 1st response: I am free to disagree when I think something is wrong. I am also free to comment on it and try to point out what I view as being wrong. There is a difference between treating someone as an adult and insulting them. Being thoughtful requires you treat someone as an adult. Make your points without denigrating the people you are trying to reach out to. And this is from someone who routinely fails to realize just how poorly their own comments will be received. I never even addressed the actual suggestion. My opinion on the actual suggestions? First suggestion: Leave Burst of Speed where it is. Leave the existing powers in the Speed power pool where they are. As I have stated on multiple threads, I am against taking away powers that are already in use. Taking away Burst of Speed from the Martial Combat secondary and putting it in the Speed power pool would then require characters that have it and use it but did not take the Speed power pool to then go back and quite possibly lose a power pool they wanted to have to go back and get a power they already had. (Edit: I have 2 characters with the Martial Combat secondary. Both use all their available power pool selections. Neither uses the Speed power pool. This suggestion would require me to completely change my take on those characters to get 1 power back.) Second suggestion: If you want to make a hyper melee, or speed melee, or whatever you want to call it melee, then go for it. You should probably better fill in the idea though. And no, a "gimmick" is not necessary. Pitch what you want. If the devs want to do it? They will. Certainly not me, so I don't know what that whole paragraph is about. I said it sucks because we don't have a speedster melee powerset. I didn't advocate removing the pool. Please look at the first line of Proposal 2 - I suggest adding a Speedster Melee set if the devs do not want to revamp the Speed Pool. This would allow a player to play the classic speedster without having to lean so hard on pool powers which are under 1/4 the effectiveness of an AT power. If there is a Speedster Melee powerset I would have no objection to keeping the Speed pool as is, for those people who want to take the powers for entirely thematic reasons while using other powersets (even other melee powersets). The way I read the OP is that you are dissatisfied with the Speed power pool because it is not a melee set. Your focus on Flash, Quicksilver, and Velocity for what it means to be a speedster would have posed a severe limitation on CoH speedster concepts if the Live devs had gone with a melee speed power set instead of the power pool revolving around speed. Making a new power set that focuses on hyper melee? Sure, go for it. It's the smackdown of the Speed power pool for not being a Speed power pool that got me into this conversation. -

I asked if the fly poses had already been requested. Then I also asked that if they had not, why should the devs be working on it. You responded that my questions, or rather my attitude for having asked those questions, was bizarre. So I asked more questions why my previous questions were bizarre. My day is going fine. You chose to answer my first questions only after I questioned what made them bizarre. I was only asking for the answers you gave in this post. Edit: To be clear, @DanaDark did not request a surfing fire/ice flight pose. @DanaDark requested that flight poses be selectable at the tailors. My questions were about your comment about the surfing fire/ice poses. I have not seen that request before. So I was asking if those poses had already been requested. And if not, then why would the devs be working on it. So I was wrong about you having answered my questions.

Why? Should I expect the devs to omnisciently know what players want? Should I expect them to work on a project like that when there are other things they obviously want to or need to work on instead?

It may just be the RNG didn't drop any for that time you were trying. I sometimes go through long spells of no tips. However, if they in fact do not drop and I am just misremembering, then I agree. The sewer zones should also have their tips.

It's been a while, but I'm pretty sure they do drop for even underground explores.

Please Add Monument Points to Tip Missions

I know about the history plaques and lore badges. I'm just confused as to what a monument point is. The OP asks for monument points to be added to history badges. Or is the request to have tip missions that send players to the history plaques? If so, I waaaay read that wrong. -
Has it been requested? I don't recall seeing such a request. And if it hasn't been specifically requested, then why would the devs be working on it when they already have so much on their plates that they are working on?

The exploration tip missions only drop for explore markers you haven't been to in the zone you are currently fighting in. Have you tried spending time fighting in those underground zones? I've gotten explore tip missions for the explore markers while fighting in the Praetorian sewers for instance.

Speed Power Pool: Flurry: What is more iconic of the conventional perception of a speedster, especially as you described seeing as how Flash and Quicksilver are known to use this ability to take down foes routinely in the comics? A barrage of punches so fast it looks like multiple fists impacting or at least being thrown faster than any normal could ever hope to. Hasten: Setting aside that a lot of players view this as part of the Holy Quad of powers, which has nothing to do with whether it fits the pool or not, the ability to use their powers faster/more often than non-speedsters is most definitely a speedster ability. Super Speed: To quote Marvel: 'Nuff said. Burnout: Hasten taken to an extreme. A speedster burning himself/herself out to get that extra hit in or a desperation move to get that last attack in that will hopefully drop their foe. Very much a speedster ability, just not one a wise speedster uses any more than is needed. Whirlwind: The difference between this power and what Flash does fairly often? The player character is not running around in a circle trying to lift or contain foes with a tornado effect. Instead, the player character spins creating the tornado effect and can still move around while doing so. Want it to not send mobs flying away and upsetting the team? Slot a KB to KD proc. Problem solved. So yes, the Speed power pool is very much a speedster power pool. Every power in it is used by one speedster or another in comics, movies, or cartoons. It may not work as well as it does in comics, movies, or cartoons, but that is because this is a video game and video games don't get plot armor characters, and because it is a power pool and power pool powers are supposed to be weaker than primary or secondary pool powers. As for speedsters needing to be melee? Who says a speedster has to be melee just because Flash, Quicksilver, or Velocity are known to be melee focused? I don't know about Velocity, but Flash and Quicksilver both have routinely launched projectiles at their foes. Flash more so than Quicksilver. And who says a player has to limit their speedster to what Flash, Quicksilver, or Velocity does? Who says a speedster can't be a ranged fighter? Even wild west gunslingers would fall under the speedster motif with their fast draw duels. They were normals rather than supers, but speed and accuracy was most definitely their thing. So why can't a super hero be a gun slinging speedster? Why can't someone made of lightning and fires bolts of lightning be a speedster? They would most definitely be able to be one. "Fast as lightning", after all. So basically, we have the Speed power pool because the Live devs knew that just because Flash, Quicksilver, and Velocity were more melee focused (but not limited to), that did not mean every other speedster someone could think up should also be limited in that way. That is why it is a power pool. Edit: Also, as for Burst of Speed not fitting in Martial Combat? Sudden bursts of movement to catch their foes off guard, quickly close the distance, or just get out of the way of an attack has been a trope of martial arts cinema, particularly the wire-fighting ones, and the wuxia genre since forever. Edit again: The Fitness pool was not a primary or secondary pool that duplicated a power pool. It was not a power pool that duplicated a primary or secondary pool. It was a power pool. The power pool was made inherent so players didn't need to choose it any more. It was made already chosen and pre-loaded to all newly made characters after the change. It was still a power pool. It can still be considered a power pool, just one that is inherent to all characters without using power slots any more. -

Maybe. Edit: If that is the case though and Blaster's don't crit, and @WindDemon21 isn't using a damage proc in the power, then I sit corrected about the damage not scaling down to the 3rd hit. I still want to see @WindDemon21's damage reference I requested though. (Edit again: Preferably as compared to Ball Lightning or Short Circuit.)

Blasters get crits. Not Scourge, actual crits. Scourge is a chance for additonal damage based on how low the target's health is. It has a chance to trigger based on the target's health. Blaster crits can trigger at any time. I don't play Defenders and I only have 1 Sentinel that I ahve not played in a very long time. So I don't know if they get any form of crits. Edit: Okay, now take a character with a different blast set that is enhanced the same way and post its damage against the same mobs. (Edit again: Preferably using Ball Lightning or Short Circuit.)

What Storm Cell does, by itself, is -7% recharge, -14% movement speeds, and -7% ToHit to all enemies in its radius. The High Winds, Category 5 Lightning, and Lightning Aura (Split, Focused, and Spread) effects are triggered effects. The triggered High Winds effect adds -14% recharge, -28% movement speeds, and -9.8% ToHit. (Edit: Though the High Winds effect also has its own duration. 8 seconds each time it is triggered.)

I figured you were attacking grey Hellions for that purpose. And you can't scourge a full health mob. (At least, I've never done so.) So Scourge wasn't even part of my question.
