War Mace and Battle Axe are very similar. The 9 powers are for the most part ports of smashing damage (War Mace) versus lethal damage (Battle Axe). As mentioned Battle Axe is all knockdown/knockup, while War Mace has some kd and stun in there as well. On the plus side, there are a lot of places to pop in FF +recharge procs. On the minus side, all that +recharge emphasizes that they are both pretty endurance hungry sets. And finally, and most important, you should choose a weapon skin that you like. If you like shovels, you're in luck, since you can have one either as Battle Axe or as War Mace!

Spines/Rad Procsplosion Build - Discussion Welcome

1. I think you have a better chance of proc even with one target in Radiation Therapy, but Impale is up a lot more often. I can see both ways, although Critical Strikes activating at the same time Fury of the Gladiator proc activating is a good thing. 2. I've seen the two procs get me +60 to hit, but that's not all the time, obviously! I think that defense debuff would work well on a team (I mainly solo) but that +to hit would work better solo (since your +to hit will stay active as you jump to the next spawn or use a ranged attack on someone out of radius). Again, I can see both ways. 3. Nods, yup. I chase global recharge like it owes me money, so I would probably use Panacea for 5 slots and Preventative Medicine for 6 slots. Bonuses slightly better for the latter (and the proc of course). I've tried to like Spines and it's very difficult for me. I've got a Spines/Ice scrapper that I am pretty neutral on. I skipped Ripper entirely because I can't stand the flipping animation. Keep up the good work! -

Love it! This is pretty much how I've been looking at my builds lately. Good placement of the Avalanche proc and the Overwhelming Force proc -- you'll get a group flop every time you use Radiation Therapy or Ground Zero. I'm a huge proponent of the AoE powers in Radiation Armor. I think I would look at moving the Superior Critical Strikes proc from Impale to Radiation Therapy -- you go from having about a 50% chance to proc on a single target in Impale every (?6-8 seconds) to an essentially guaranteed proc (with multiple targets) every 20-25 seconds. I've a big fan of near guarantee activations. My goto in Beta Decay nowadays is Achilles Heel proc, Siphon Insight proc and/or Analyze Weakness proc, and endurance reduction if necessary. I know you have the AH proc in Ground Zero, but you'd be adding additional chances for it to go off it it were also in Beta Decay. And the +to hit procs stack and help solve some of your -to hit debuff woes. Any reason to not 6-slot Particle Shielding with the last Preventative Medicine? -
My distaste for the changes that were made to Shadow Maul is legendary, but that being said, you can easily have a very effective build either with or without it. My most recent DM/regen scrapper build did have it, but mainly used it as a proc delivery mechanism.

One of the reasons I like Longbow when I get to high +/x numbers is that there is a large number of different types of bosses/Wardens. When you are fighting two or more, it's fun to figure out how or if they are synergistically helping each other or not. And I don't care how annoying it is, there is something hysterical about fighting two (or more!) Singularities at once.

They are two extremely different sets that both focus on regaining health. Willpower does it passively and has a lot of other mitigation (defense, resistance) built into the set. Regeneration does it mostly actively, and is much more of a one trick pony. They play very differently in my opinion. In a really simple explanation, Regeneration is far more user-intensive in terms of actively and pre-emptively trying to survive. As a result, many people find it a far more difficult power set to play than Willpower, which is the poster child for "set it and forget it."

What has worked for me lately: if I know I am going to pull some items off Character Items or open Packs, I run diagnostics on my machine (running CCleaner is probably the most useful of the bunch). Then I close all applications and make sure my computer shuts down for an extended period of time. Then I boot up and make sure to only run the launcher and CoH, make my moves, and then get on with my life. I also do this while whistling and hopping widdershins on my left foot at least three times fully around. So far I've been successful 100% (2 of 2!) of the time. -
Developer-Set prices for crafting components

The way the *rules* read is that if you put in a bid, and it doesn't transact, that is because there isn't any supply offered at or below your price *and/or there is no one bidding higher". Now, there is some transaction time that I have noticed. For the most part it's pretty negligible, but when you are buying or selling (or both!) large quantities of items, it adds up. Essentially the /AH is a big accounting spreadsheet that is trying to match up buyers and sellers, but when it gets busy you can smell burnt fur from the hamsters as they are trying to keep up. A very loose guideline I've noticed is that it seems to me to take a little less than a second to transact one item. I'm not attaching any significance to that amount of time, and it may be longer or shorter but that's certainly well within an order of magnitude. And it's sure as shooting not instant. If it's the sort of thing that stacks (like salvage), it's about that amount of time per block of ten, slightly more when it ends up splitting blocks up. Now, I have no idea if the /AH works on cycles of about a second and clears transactions on that schedule, or if when it bogs down it takes that long for the wheels to spin and the cards to shuffle. If you are bored and have some inf to waste, you can test this out yourself. We know for a fact that there are approximately ten million pieces of common salvage offered for sale at 10,000, so you are guaranteed to buy plenty at that level. Take a character with 100 empty /AH slots and put in a 100 bids for 10x inanimate carbon rods at 10,000 inf apiece, and time how long it takes to transact. I've done exactly this in the past and honestly don't remember what I came up with time-wise but it's a couple of minutes I think. -

Two comments on this: 1. There are some procs that have both a proc effect and a attribute effect. The two that come to mind are LotG proc, which enhances defense and gives +7.5% recharge, and Steadfast Protection, which enhances resist damage and gives 3% defense. If you attune these (i.e., use a catalyst to improve it), then the attribute effect will increase slightly as you level. 2. Some (all?) ATO and Winter-O procs differ between the regular and the "Superior" version and the Superior version is better, either with a higher PPM or a better effect. Making an ATO/WO proc superior (i.e., use a catalyst to improve it) will give a better proc effect. I'm not sure offhand if it affects the recharge portion in something like a Avalanche proc v. a Superior Avalanche proc (which would affect the proc rate if the recharge is higher), but I would think you are better off with a Superior proc than with a regular proc. Personally, I use attuned versions of everything I can including procs. It may not improve most IO procs, but I like the aesthetics better. Please remember that it's almost certainly more cost effective to buy an IO in attuned form on the /AH than it is to buy it in a non-attuned form, buy a catalyst, and attune it yourself.

It's so useful a power and it's so low cost (only one power pick from a pool, only one additional slot to put in, and even that isn't necessary). I would *love* to see them swap Hasten and Whirlwind in the Speed Pool. Make Hasten require two Speed picks as a prerequisite. I'd put that in Suggestions but then the other half of you would /gignore me. -

I witnessed your argument in Help, but didn't have the time or motivation to butt in! @Bopper mentions the prices at which items are seeded. Please note that this seeding was done a long time ago, and is the functional equivalent of you or me offering a million blocks of 10 each of the various rarities of salvage (and other items too, but salvage is what we're looking at here.) The devs don't increase supply or adjust prices due to market conditions. Just think of it as one of your fellow players having offered large blocks of these items at high prices and just letting it sit there. -
This is pretty much the reason I (almost) never play a tank in team play. It's a total drag to be asked/told to play a certain way because someone else on my team has a bee in their bonnet about how I'm engaging in a recreational activity wrong. So I don't play a tank unless I'm in a particularly good mood, I'm willing to be ordered around by random strangers, and I happen to be in the mood to "actively tank". Of course, what I really find fun is stepping up with a corruptor or stalker and taking on "active tank" duties.

Do you use the presence power pool to get controls?

I've used it for thematic purposes. The two fear powers are nice, and have good proc rates. The down side it that they only take Fear IOs which is one damage and one mag 2 8s Stun effect which doesn't really add much to the existing fear effects. Unrelenting is also nice, but that's a lot of power investment (I'd take the Provoke power as the other prerequisite) for a panic button. -

Also, Targeting Drone (and Focused Accuracy) have To Hit Debuff resistance (and perception debuff resistance). Build Up and Maneuvers Tactics do not have To Hit Debuff resistance. (although Tactics has Perception debuff resistance).

I'm honestly very surprised that there isn't a lot more demand for some of the HO/DSOs out there, given that fact that lots of us have loads of disposable wealth. Example: You can three slot a defense power with LotG recharge, defense, and D/E at level 50, and get 54.15% defense enhancement, 26.5% endurance reduction, 7.5% recharge, 10% regeneration, and 1.12% hp increase. (I guess you could +5 them with boosters and increase it to 57.76% defense enhancement and 33.13% endurance reduction, but then you lose all benefits when you exemplar below 47 I believe). Or you could three slot with LotG recharge and 2x lvl 53 Cyto for 56.29% defense enhancement, 75.93% endurance reduction, 7.5% recharge and lose the regeneration and hp increase, which I find to be pretty much insignificant. Yes, a lvl 53 Cyto is markedly more expensive than a LotG, but what the hell else am I going to spend the inf on?

Name one thing you dislike about playing Masterminds

For me, it's just the inherent nature of masterminds insofar as (most) everything that gets done I have to do indirectly through pets. It's like the difference between driving an automobile and driving an automobile by remote control from a different automobile following the first one. Oddly enough, I have a number of dreams about doing the latter, and they all end up in some sort of accident because the car I'm in keeps falling farther and farther behind. Paging Dr. Freud! Anyway, my neuroses aside, it's just not a playstyle I particularly enjoy. I've got a bunch of mms, even a few 50s, but that was enough to realize that I don't really like the playstyle and that's ok. -
Over the weekend this is now occurring for me on Indominable, Everlasting, Torchbearer, as well as Excelsior. The Character Items menu is completely unreliable now.

Ha! I am a pattern seeker, and the two things I have noticed that are exclusive to Excelsior in the past week or two are unexplained crashes and an inability to access global accounts.

Time/temporal secondary for melee AT's

I'm all for more variation! Just one thought though: it's a tremendous amount of effort, even for a fully paid team (which we don't have) to create and rebalance an entirely new set without falling into either total power creep or creating something that no one likes or uses. Maybe developing new or alternate animations for existing power sets could be more effective? Example: a lot of my "luck" themed characters use Time Manipulation because to me the powers do mostly what I would expect "luck" to do. Similarly, maybe a "time armor" set could be a reskinning of SR? Again, just a thought! -

Interestingly enough, I only seem to have this problem on Excelsior. Or let me be more exact: I have only encountered this problem on Excelsior, on more than one account. I *HAVE* been able to claim items on Torchbearer without problem. I have not tried the other servers. My current workaround is to claim items on Torchbearer and email them to characters on Excelsior, which is a pretty poor way to do things.
