Issue 28, Page 2 - New potential Cottage Rule impacts Powers & Gameplay Adjustments New Control Mechanic: Deep Sleep Controller & Tanker Inherent Changes Armor Powerset Balancing Pass Balance Tweaks & Fixes Being able to control T9 pets or having T9 crashes removed obviously do not have Cottage Rule concerns. Other changes might bump into Cottage Rule territory while a few might fly in the face of this guideline and without good reason impact Dev-Player trust.
  3. Interesting suggestion. (it might need some refinement which it seems you'd be okay with) If character's power set has been changed a flag or notification seems to be a reasonable request. Why? Does a player need to read all the patch note to know if their character has been changed/gimped/broken? Some players might miss a page or two. Patch notes without the related discussions can be a bit cryptic. ..more reasons Should this be a priority dev item? My opinion, no, but I can see why someone would ask for it and how it might help those who are not participating in Betas and reading patches. What are you 100?! Examples: Ouroboros > Mercy (There is access to Atlas Park but not Mercy Island) Alternate animation for xyz Not necessarily: ACME gadgets Power Sets complete with "Bop!" "Bam!" "Biff!" Whips Clown MMs
  6. Mentioning the build # might help folks know if they got the correct version to then change the database on. It is awesome that an updated database is available so quick. Folks should be showering whomever with coffee shop gift cards. I wish this was the case.

  8. I looked through the Sentinel builds recently and nothing ground breaking. Mostly leaning into finding +Heal (4 slotting Numis). Traditionally +Rech was number one for me with Regen and Resist second and the Debuff resist for slows if possible. Now, for Scrappers, I might be likely to maximize MaxHP and Regen numbers while still looking for +Rech. Additional Resists could come from other means to let IO set bonuses help with priorities and offense. Chasing defense is still a trap. Regen is going to get hit, this is still the way. Brutes and Tankers may lean a bit more into capping or overcapping Resists as they may more easily cap MaxHP. Scrapper HP Cap ~2400 with ~150HP/s Regen and any significant Resistance is gonna be very tough and Scrappy.
  9. Having to consider normal leveling, normal builds, level 50s, fully optimized 50s with accolades and then also incarnates and min/maxing. Not an easy assignment. Let's call the lower end: Normal leveling, normal builds, level 50s. The higher end being: Optimized 50s with accolades and incarnates. (we'll just drop min/max from balance consideration) What we see too often is the lower end (new players and casual players) bearing the brunt of having to 'balance' the higher end of the spectrum. [soapbox] I've always appreciated a game teaching players as they level up. Elegantly introducing new powers, capabilities, and advantages while also revealing new challenges, visual clues, hints, triggers, and alternate solutions. Blending learning with natural game play to where it may not be obvious and combining that with a good variety of capabilities can result in high replay-ability. City of Villains/Heroes has some secret sauce. Opinions may vary on what that entails. [end soapbox]
  10. Totally fair. I appreciate your response. Your first example "just regular lvl 50 IOs" includes accolades. Removing them can increase the gap.
  11. I'd take this response as "we're trying". A list of the worst would likely be needed as typically is subjective. This release included addressing Controller and Tanker inherents as well as an Armor Power Set balancing pass among other power 'balancing'. So for Armors we are to understand the worst included: Dark Armor, Electric Armor, Regeneration while Energy Aura and Radiation Armor were over performing. In the future, based on current and past "fixes", players could expect the Homecoming team to take more liberties with lagging powersets. Expect tear down and revamped solutions while overperforming / meta sets receive lighter tweaks.
  12. So for the majority of the game.. I just want to confirm what you are saying. I understand the play-style that basically skips to 50, makes a dialed in build, and starts from there. It is just a fairly narrow experience that is not reflective of new player, leveling up, limited resources, or less dialed in builds.

  15. When the feedback received is more experiential and we keep pointing at numbers arguing 'overall it performs slightly better and smooths out peaks' there is a disconnect. "The power was epic and now.." "The power looked awesome and made me feel powerful and now.." "It was my favorite powerset.." -vs- "We wanted to make all the powers worth taking and had to reign in others to avoid making the overall set too powerful" "If players take ALL these powers the aggregate performance.." "We want to focus on making 'bad' powers better and adjust OP powers to be more inline" Sucking the fun out of a GAME one group of powers at a time.. we could make t-shirts.

    Synergy wise.. whatever went well with Willpower. Stalker version of Regeneration was potentially broken in order to push Sentinel polishing and Tanker proliferation. Should be okay post 50. You might not wanna go below the first two levels. (I am totally open to some epic combination existing but resigned to what I tested)

Targets that are immune to the trawl effect will be phased. The feedback was read. Some of it was responded to. But yes with a select few exceptions the designs were implemented as they intended before focused feedback. This was a big release. Kudos HC team. And yes @Snarky most of feedback, though read, was dismissed as the paths were already chosen and level of effort already spent. It is full of holes that will need to be addressed post release. Overreach, echo chamber, blinders, favoritism, lack of of suggestion forum consideration, questionable priorities, missed opportunities, undocumented changes, all there. There was also a decent helping of 'my way.. or don't let the door hit you in the ass'. (whether deadline related or other, who can say)

  20. I'm looking at you Deflection Shield, Insulation Shield, Shadow Fall, Steamy Mist, etc.. Why am I looking at you? Is it because you are ugly? Is it because you make other characters look ugly? Is it because a player wanted the brightest, most colorful powers? You-do-you I guess, even if others hate being turned into a hot pink ball. Is because of the glow the graphics card puts off as it getting closer to melting? I get theme, a character oozes blood and smearing that on other folks gives them some protection. (some folks be crazier than others) It's just that, well, sometimes I can't see anything else.. literally. Individually any of these buffs can make it more challenging visually, the more of them there are the more blinding they can be. I want cool colors when I play force fields. Instead I pick colors that will show up the least. Browns seem to work well. I would like to make a suggestion on how to address the sometimes unintentional griefing, but I don't know what it should be. A scaling dimmer based on how many folks are on a team/league? or in a zone? Could the coloration dim after application? Could the effect dim over time?
