Question on pet power slotting (procs vs IO bonus)

Using Necromancy Lich as an example, in City of Data you'll see the power that summons the lich ("Lich"), and two powers that grant powers to the lich ("Enchant Undead", "Dark Empowerment"). You'll have to go through three of these to find all powers the lich eventually possesses. The Lich power summons the lich, which starts with the following powers: 1. Torrent - Enhanceable by Knockback procs 2. Dark Blast - Enhanceable by -ToHit procs The Enchant Undead power grants the following powers to the lich: 1. Petrifying Gaze - Enhanceable by Hold procs 2. Tenebrous Tentacles - Enhanceable by Immobilize and -ToHit procs The Dark Empowerment power grants the following powers to the lich: 1. Life Drain - Enhanceable by Heal and -ToHit procs 2. Fearsome Stare - Enhanceable by Fear and -ToHit procs So the theme here is apparent. -ToHit procs apply to 4/6 of the Lich's attacks, meaning you should slot the Cloud Senses damage proc into Lich. -
To give an applicable example: Against even-cons, Aura of Insanity can CC Lieutenants by default, and you need one HO/D-Sync to CC bosses. Against +3's, Aura of Insanity needs one HO/D-Sync to CC lieutenants, and you need ED-cap from HO/D-Sync to CC bosses.

Binds aren't really my forte, but maybe you can combine the follow with something that'll stop you from moving. As for Alpha, Agility will enhance your recharge which often hurts the proc rates of powers. Increasing your henchmen damage with Musculature is a far better choice IMO. -
If you hit 10 foes with this power, you will get 10 stacks of a buff lasting 45 seconds granting +Regen and +Recovery. If you later hit one foe with this power while still having these 10 stacks, all existing stacks will get their duration refreshed rather than just one stack.

FYI this is no longer the case on a few powers since Page 2 Dark Armor's Cloak of Fear has half of its CC component enhance-able, and the magnitude gets increased rather than duration. So if you slot it for above 100%, the overall magnitude gets over 3, which is enough to CC bosses. Psionic Armor's Aura of Insanity (as well as other AT variants) has almost all of its CC component enhance-able, and the magnitude gets increased rather than duration. So if you slot it with one mez D-Sync/HO, the overall magnitude gets over 3, which is enough to CC bosses.

Axe is great at pulling mobs towards you to CC them with Aura of Insanity. Put a Mez HO/D-Sync and you can mez even bosses, and put a heal proc from the sleep set plus an absorb proc from the entomb hold set for sustain.

Soothing Wave - Yes, it is just like Nature's heal except it also comes with a damage debuff on enemies. Shifting Tides - The buff part is a 60ft radius, and the "conditional damage aura" part is a 25ft radius. It is recommended to slot the Gaussian proc there to give yourself some damage buffs (which scale shifting tides damage). Power of the Depths - It's one of the most important buffs, try to get enough recharge to make it as close to permanent as possible without sacrificing other parts of your build. Its +MaxHP And +Regen is a very strong survivability buff for yourself, your pets, and your allies. And it provides some endurance sustainability as well. Barrier Reef - You should definitely slot it for Absorb as well as getting the LotG +7.5% recharge IO in. The question is whether you then pick a recharge set bonus or extra defense. I personally prefer the recharge set bonus (Panacea, you can slot it with the proc which will occasionally heal allies) Alpha Slot - I recommend the Musculature Radial alpha. More damage for your pets and Shifting Tides, more endurance modification for your Toroidal and PotD. -
The damage difference between a new controller (yet to slot procs or obtain their pet) and an end-game controller (with procced-out attacks and a pet) is pretty massive. There are also low offense support powersets like Elec Affinity and Empathy, low DPS control powersets like Mind, and low AoE control powersets like Gravity. Controllers definitely don't have bad damage overall, but it is fair to say the difference in offensive contribution between a Mind/Empathy with SO's and a Pyro/Marine with procs is pretty massive. That's not to say procs should be nerfed, but rather that controllers could use some extra punching power to alleviate the damage woes before pets, and that some powersets need a specific touch-up.

Making a suggestion should be about wanting to share your creativity and line of thinking, not getting dev attention. And if you were a dev yourself, you'd probably actively avoid responding or even dropping a thumbs up/down emote to every suggestion thread. Because there are some people who'd abuse it by going into incessant rants about why they're right and you're wrong and riling up the forum masses against you.

Yeah but they bumped up the base damage to make up for it. Unfortunately they also added harsh diminishing returns so it doesn't deal much damage past the 3rd-4th targets.

EDIT: While I initially thought this was good, I got reminded that the power has diminishing damage on targets. So against a few adds it's good damage, but it doesn't scale well to 10 adds.

Spring Attack is a fairly underrated power and is nice when procced out (executed power, not a pseudopet, so 90% proc rate). However it's not as good for DPS as Cross Punch, especially when you're missing some good attacks in your attack chain.

I swear by Robots/FF as being one of the best MM combos, but if you just treat FF as "buff your pets and knockdown stuff" you're not gonna maximize its potential. It has to be built a certain way. Thanks to Dispersion Field and Protector Bots, just a bit of extra defense from IO's can put you at the softcap with CC protection and a resistance shield. And with that level of survivability you can go with a more aggressive-minded playstyle, starting fights with AoE's slotted with damage procs and -res procs to decimate and debuff a pack, maximizing the DPS usage out of your robots as they unleash their DPS on debuffed LT's and Bosses instead of Minions. You do run into endurance and self-healing issues at times, but thanks to the CC protection from Dispersion you have a free Destiny slot for Ageless or Rebirth, and there's recovery serum on top of that. It's great on blaster purely due to the T9, having the ability to melt minions+LT's with a (relatively) fast recharging nuke is awesome. To fix the DPS issue, you want a secondary that gives you a build-up and multiple good single target attacks. Elec Manipulation works exceptionally well with it.

Self affecting procs are good on powers that regularly affect multiple targets at once, even with a low proc rate. The Tanker slotting I recommend trying is 4 pieces of Might of the Tanker (proc, and the 3 pieces with Acc), Entomb Absorb proc (winter hold set), and Sandman Heal proc (sleep set).

@Captain Powerhouse Can you confirm there is a lockout period before each instance of damage can reduce deep sleep duration? I believe it's 0.35s or something adjacent to it? -

@MC333 Tesla Coil's AoE damage is different, as it chains and has reduced effectiveness per chain. It currently hits 7 targets over a few seconds of chaining: First target takes 100% damage Second target takes 75% damage Third target takes 50% damage Fourth through seven targets take 25% damage So if you adjust your numbers to Tesla Coil dealing about 60% AoE damage, while keeping in mind the single target edge, it comes down to roughly the same damage as Gravity Distortion Field. -

There is a bug with damage procs on the latest beta build but that's being fixed soon. And yes proc damage is affected by the reduced damage multiplier per jump, though the power has minimal damage proc rate so i wouldn't use those regardless. Also the only one that can even proc on the chains is explosive strike. -

One thing that hasn't been mentioned I believe is that the radius increase also affects damage auras, and carriers with it the damage reduction. So tankers can also expect a DPS decrease from damage auras via this change. -

The latest build basically doubles the number of jumps (with halved targets per jump), so it takes twice as long to complete and due to reduced damage per jump it also reduces the overall damage by half on a full pack. -
I wouldn't get discouraged. In fact Marine has unique synergy with Symphony with the +Range from Power of the Depths, which gives you more cone coverage. Your opener will be Tide Pool ->Dreadful Discord -> Confounding Chant -> Whitecap, which thanks to procs should take care of the majority of the pack and make any further AoE cones unnecessary (you can use another AoE from your epic pool for cleanup).

It's very tanky and you can comfortably run +4x8 solo with this. You have multiple defensive layers with resists, power boosted absorb+heals, power boosted spores which can effectively put you at the defense cap, and most importantly crowd control. Dreadful Discord with the stun proc combined with Confounding Chant also gives you more reliable boss CC than most other controllers. It's just not high on my priority list, you're already loaded with other ways to mitigate damage.
