  3. A history lesson for those who weren't there. As for doing it, it's probably no more possible now than it was back then. Yeah, they could do it with some work, but for what?
  4. That was never entirely true, and I think is less so now. Hilarious example I noticed yesterday: Radiation Armor on Tankers has pretty meh baseline S/L resistance, even triple-slotted with IOs. It's better with Tough, but still only in the 70s. However, with both Tanker sets slotted and the proc active, it hits 90.00001 S/L resist. I'm pretty sure that behavior isn't an accident here. But even on Live, Synapse and Castle mentioned being conscious of things like permahasten when balancing sets. Being aware of things like perma-Hasten is one thing, but if we start balancing sets with IOs in mind, there can be only one result: nerfs, and tons of nerfs. For example, Permadom is incredibly powerful, there's no way it could be left alone. Softcap defense? Letting players hit in excess of 90% damage mitigation? That's where we were in issue 4, and we all know what that led to.
  5. Honestly I think the existence of the Aura IOs pretty much creates a need to change all the MM primaries that don't have an "extra pet" in this power slot. Otherwise Thugs, Demons, and Necro overshadow all the others. If we *must* keep to the Cottage Rule (And frankly I really don't think we need to with powers this bad--and yes, Serum is AWFUL in it's current state) then you just make it a choose-a-power, which the game already supports. Leave Serum for the few people who might actually want it, and put in a proper pet power for the sane people. Whether it be an artillery strike or something else, as long as it takes Pet Sets. Power sets are not balanced around IO sets. And really, Serum is not that bad. It sucks because it has atrocious uptime and a painful crash, and those issues can be easily fixed. Theyre not.... but after *so many years* it is a valid critique. Especially for the MM uniques. But besides that can of worms, I agree that the recharge, uptime and crash make it horrendous. That said I feel that it should be able to be used on multiple mercs and not just the commando, as if it were on just 1 target at a time then why wouldn't it always be him? It's a valid critique of the individual power and the set as a whole, but when petitioning for a change you pretty much have to disregard it.
  6. I tried plugging the formula from the procs per minute page into WolframAlpha. I've never used it before, so I may have the syntax wrong or something. Anyway, I was trying to find out if an Obliteration Proc is worth putting in Lightning Rod, in light of its enormous radius. Here's what I have. P is Procs per minute of the proc, T is recharge time, C is activation time, R is radius (which I just guessed at, because the info window only tells you the activation range of the power), and A is the width of the cone (360 since it's a PBAoE). And the result is there's about a 50% chance of the proc going off? Is that right?

  8. That doesn't look like the formula on the main procs per minute page. And I'm not sure how to apply that formula's output to varying rates of procs per minute?
  9. Look, I don't care that Statesman et al. are dead. These TFs are simply lesser for their absence. I know there were plans by Paragon Studios to put the original versions of the TFs in Ouroboros, but that's just not a good solution. The original versions are the definitive versions, and should be front and center in presentation. Just put the dialog and missions back as they were, and write a blurb in the initial and final contact dialog about how your character is flashing back to the time they did the TF/SF before Statesman died, or how it simply takes place before then.
  10. There's really no need to violate the cottage rule on this power. Just reduce the recharge to something sane and take out the end crash. Maybe make its recharge unenhanceable like Strength of Will and it'd be a fine power.
  11. Yep the requirement was 400 pvp rep points as I recall. Not always quick, easy or fun to obtain at times and I believe your rep points decay by about a point per day wasn't it? Apparently they changed it! I ran into someone with Disruptor, and their rep was low enough that there's no way Homecoming's servers have existed long enough for them to have reached 400 rep and then let it decay to the point it was at. I asked them about it, and they said it's just for getting about 50 PvP kills.
  12. So for single-target powers, proc chance is pretty easy to figure out using Procs Per Minute. You just figure out how many times you can use a given power in a minute and you have a pretty good idea how likely a proc is to fire. For AoE powers, there's a whole other equation factoring the size of the AoE that there's no way that I, personally, can do in my head. Is there some kind of online calculator that will tell you the final proc chance of a proc in an AoE power?
  13. I can't help but think that if the map actually showed all enemies before the players killed 90% of them it would cause some kind of issue. That's hundreds of red arrows to show on some mission maps. Glowies, sure. Go for it!
  14. What missions are you running? I've soloed two characters to 50 and have a handful in the teens-30s, and I can count the number of actually broken missions I've run into on one hand. It almost sounds like you're just giving up too easily, if you really think you'd need 5 autocompletes a day to deal with all the broken missions you encounter. This was brought up by the original devs as something that they couldn't really do. It could break a lot of things if missions didn't give rewards when being completed; for example, the Vahzilok Wasting Disease is removed by a mission completion bonus. If that mission didn't give you its rewards when you completed it, you'd be stuck with the Wasting Disease forever.

  16. This is a common misconception among players. While it’s true that Psi defenses are rare for players, it’s absolutely not true for NPCs. Resistance numbers upwards of 60% are extremely common among late-game enemies, to the point that, on average, Psi is one of the most-resisted Damage types, up there with Smashing and Lethal.
  17. It will have a chance to proc on you when you first summon the pet. The pet will then have the chance to proc it on itself during its duration, but that won’t have any effect.
  18. You skipped all the best powers in Psi Assault! Why’d you even take the set?
  19. Surveillance will make your Combat Attributes window show a targeted enemy's numbers. If you aren't a Bane Spider or a Blaster with Munitions Mastery, though, you can buy charges of the Power Analyzer temp power at a P2W Vendor to do the same thing.
  20. If they let you send SG invites to offline players they'd just get the invite on the first character they logged into, not necessarily the character that's supposed to be joining the SG.
  21. Earth and Ice only get the KB suppression because their immobs were actively nullifying powers in the same set (Earthquake and Ice Slick). Gravity doesn't have any powers that its immobs were rendering ineffective.
  22. I haven't used the APP, but based on the numbers I see on paper, Munitions Mastery does indeed seem to be a pretty bad APP. I am going to agree with Adeon that Surveillance is one of the good powers it gets, however. It also lets you see enemy combat numbers in the Combat Attributes window, in addition to the debuffs.
  23. I've also now found this happens in the Email window. I have my windowscale set to 1.2, if that helps.
  24. The ranged attacks are fairly weak, but they recharge quickly. Unfortunately, this makes the lengthy activation time something of an issue.
  25. Just remove the defense debuff. It puts Rage back where it was for the majority of players on Live, without requiring any big balance changes.
