Maybe for whole city of statues concern we can decrease AV's mez duration while they get damaged? Like you held enemy for 3 mag held status for 20 seconds. Blaster A used snipe. There is %X chance to reduce that duration. With full team since lot of damage is going to that particular AV your mez becomes less duration but potentially with overwhelming overpower idea you can hold them more but with less duration.

Aoe holds makes enemy statue. Previous devs hates statues. Just look at texture of statues you see why. Just compare Atlas Statue with Echo ones you see clear difference. (Echo one is clearly superior) (new statue is made of stones while old statue is made of metals. It was expensive maintaining statue of metal so they changed it to economic version)

Maybe make mass confuse deal containment damage to your victims. Like you hit enemy with mass confuse. Confused enemy hits another enemy. If it does containment damage (overpower) it should count as your own damage while normal damage count as enemy's damage. As for Dominator. Mass confuse the enemy. Confused enemies now has CHANCE to deal double damage. Double damage count as your own damage. I doubt it will be broken but you never know.

Possible game breaking or not depending on how you look I guess When you click toggle version of intangible powers (Self intangible) and when timer reaches 29, if you click Click version of intangible version you can earn 30 seconds of intangible again.

they will farm it lol if that mode got into CoH. Though I didn't see freakshow farms.

Ice Blast... 2 holds in ice blast and potentially 4 holds in sonic. Not to mention hold procs as blaster you can hold indefinitely. unless they defeated first that is lol. Or at least very long time. And if you go fire mastery for char or electrical mastery for shocking bolt you can have potentially game breaking amount of holds. I'm hoping for balance though so it is probably not final version of this powerset. Otherwise solid set.

To avoid whole City of Statues status maybe we can give AV's/GM's breakfree too. Nothing much just X seconds of 100 mez protection. Like you hold enemy when it wears off they are immune to hold for X seconds There will be timers on different status effect as well including knockback. Though this is similar to purple triangles it is not. When they use breakfree AV's/GM's debuff resistance is temporarily drops. If you can stack different status effect all together. Held = Drops their debuff resistance Held/Stun = Drops further Held/Stun/Terrorize = Drops even further Held/Stun/Terrorize/Confuse = Drops even furtherer Held/Stun/Terrorize/Confuse/Immobilize = Immobilize is useless so it is not drops. Same as Sleep.

Dark Armor Toggles pretty much same as melee ones including Cloak of Fear and Oppresive Gloom. They lose damage aura because they need to be in melee range, but these toggles need you to in melee range too which is pretty restricting this is why I'm proposing this. Change Cloak of Fear into Click Self, Chance to deal Mag 2 Fear on damage powers. Or Toggle : Chance to deal Mag 2 Fear on damage powers. As for Oppresive Gloom to these. Ranged (Targeted AoE) Mag 3 Disorient. PBAoE Team +Absorb. = Initially I though of howling twilight but instead of rez effect I though of absorb since absorb seems to sentinel thing. Anyway thoughts?

Basically Tar Patch now does -%22.5 Resistance on non-defenders. And Twilight Grasp heals less on non-defenders and Fade now can't be affected by powerboost. Fade interaction with powerboost was a bug though so it is okay.

Counter idea : buff them Similar to fulcrum shift. When sappers sap you nearby enemies around sapper gets damage buff.

bumping because it is thursday also recovery bonuses absolutely worthless unless you are using purples.

Resolve mechanic can work with OP I think. Say enemy have %100 resolve Chance of Overwhelming Overpower reduces to %5 (min) %90 = %7.5 %80 = %10 %70 = %12.5 %60 = %15 %50 = %17.5 %40 = %20 %30 = %22.5 %20 = %25 %10 = %27.5 % 0 = %30 Admittably this is huge task for creating resolve mechanic that said I can't think anything better. Maybe have IO that increases chance for overwhelming overpower to appear as well. And math looks right.

I didn't do math but these should help controllers more I think 3 Mag mez + Chance to double mez already you have. So if you hit with 3+1 mag. it becomes 6+2 mag. Similar to critical hit I think. It is still unreliable but it is better than what we have so far. Also Containment damage bonus should include Pet's damage as well. With Fear and Confuse for added effect for obvious reasons. Controller's damage(outside of fire/illusion)so pitiful low that they actually have to remove protection to immobilize due player protests on AV's as seen here https://hcwiki.cityofheroes.dev/wiki/Purple_Triangles

There was Heart of the darkness arc I think. It's final AV could repurposed to be TF AV? We never knew what happened after the end after all. But part 2 is range of 15-19 so it is not low level. Aside from these there is The Radio contact on Port Oakes. Which makes you fight against wyvern most of the time so clearly TF focused on wyvern with wyvern AV could somehow work. Like Tac Lt. Chelman. (Only boss). (There was respecification trial focused on this boss so maybe not ideal to simply copy-paste) -
Honestly just having to shutdown AV's/GM's HP regeneration when mezzed would be improvement. But I take what I can get. As it is AV's/GM's have high resist to debuffs which secondary doesn't do anything remarkable. Now imagine AV's/GM's have high resist to damage, I'm sure there will be outrages. As it is we are minority so I don't expect much.

I think zone system could use some rework as well. Mobs don't respawn they are sent to brickhouse jail. All of them. No more repeated names appearing on missions. No more outdoor spawns. At least until they get out of brickhouse. Which they get out if Brickhouse jail event failed or take too long. -

I get rid of Paragon City so that everyone can became automatically villain. Good thing I'm not programmer huh? -
For team, defender. You could easily build defenses since defender has better values. You can also solo if you have enough defenses. Then you could build for proc since defender usually lacks damage. For solo go corruptor because it has higher damage. You could build defenses to be higher as well but not near defender level so it is good pick. For both go blaster. It has good damage and good control. You could struggle to survive on lower levels however so you have to actively use your secondary more. But atomic usually has melee attacks with few ranged attacks. (just 2 ranged attacks) In the end it depends on whatever you prefer. Every AT can solo. (Not everyone can go +4 x8 but it still stands)
