  1. Except 2 slots doesn't get close to unslotted Seeds, you need 2x accuracy and 3x recharge SOs to have a power that still has a > 50% longer recharge than base Seeds of Confusion. I don't like comparing Seeds to Mass Confusion because they aren't really the same utility. Seeds is you "up most spawns" control power, in Mind, that spot is taken by Terrify. The problem is that Seeds mitigates 100% of damage to those who are affected by it, while Terrify does not. Control power sets are really hard to compare 1-to-1 because of how different they all are. Plant is an excellent control set, but it has 3 AoE controls that mitigate damage (one being a sleep). Mind has 4 (one being a sleep). Because of this, and also the Terrify thing mentioned above, I don't see Mass Confusion getting a significantly shorter recharge. However, I do think asking for a slightly shorter recharge (180 or 210) is reasonable.
  2. I agree that Mass Confusion could use to be looked at, bare minimum, the accuracy needs to be upped to 1, but it could use a recharge reduction as well, even 180 would be better than the 240 it is now.
  3. I haven't looked at the build, but @Uun right. Mind is better on Dom's and there is nothing inherently wrong with /Rad (with the possible exception of the -recovery in EM Pulse). If you are going to keep EM Pulse, I'd suggest a strategy change... It should only be used as a panic button. Again, haven't seen the build, but in general, /Rad wants to build for global recharge to get AM up as much as possible (permanent, preferably). Also, if you slot endmod in it as well, your end issues should get a lot better.
  4. Looking at CoD, Hibernate does grant the "NoPhase" temp power for 2 minutes. That being said, when I look at what is tagged with "SuppressiblePhase" I only see Ethereal Shift listed, so I am not sure if Hibernate actually can't be cast while under the effect of "NoPhase"
  5. I've played a bunch of MMs, none of which take group fly... What are these "severe consequences" of having to turn it off?
  6. I love doing all-MM ITFs, it's pure chaos and amazing. As for not wanting controllers/doms? I find that a bit odd considering Romulus the track star.
  7. I think I catch your drift. I've enjoyed CoX from the time I first logged in, but it wasn't until I joined Repeat Offenders and saw what a team of pure (de)buffers could do that I really said "Wow, this is amazing!". These days it seems that "amazing" feeling is waning because just about every team steamrolls. I do (kind of) miss actually having some sort of strategy involved in playing, but not enough to change games or anything like that.

  9. To my knowledge, whirlwind doesn't do damage, I think you're thinking of flurry, which is a ST attack.

  11. I think Tanks will win in AoE but Brutes will win in ST. The advantage of Tank is you get Quick Recovery at 12 instead of 20. The Brute advantage is you getting your attacks earlier.
  12. I've got a Willpower/Mace toon with a shovel. Axe outperforms Mace once you get a bunch of recharge, the recharge times on Axe are a bit of a pain before that though because it's tough to get a full attack chain. Mace is a little smoother leveling up, but doesn't have the same potential as Axe does. Willpower is a good balanced set with Quick Recovery for end management, it is also a bit better for "I'm just a human with no powers" build.
  13. I would agree with StJ/SR brute. SR is clearly great for speedster themes, and StJ is pretty good at "I don't have any other powers"

    That's my understanding. The lower the health, the more likely Scourge will occur. Powers like Rain of Fire are particularly good at scourging because they tick so many times.
  15. I believe you have to click the little arrow that faces right in the bottom right corner of your friends window. Doing this from memory though, so I might be wrong.
  16. Well, FF and Sonic both have 2 shields you have to keep up on a team, they have a 4 minute duration and the affect everyone in an AOE. You can easily cast those between spawns, which leaves all of your time in combat to blasting.
  17. Well, that's hard to comment in because you haven't given any details about a new TF other than it's level 54 and there are powers you get as a reward.
  18. Yes, I can't think of any other power (other than that one interface) that does -MaxHP, so nothing else to really compare it to.
  19. Brine does -MaxHP, slotting it for heal increases that amount.
  20. If they are travel powers, I'd think they should be sold for inf at the START vendor instead of for Prismatics

  22. Recipe value scales with level and rarity. Level 50 rates will always sell for 10k
  23. Katana is in a really good place. I'm not sure exactly how it compares to Battle Axe, but Katana is a solid power set (I've got at least 3 level 50 Katana toons)
