And what power would you get rid of to put a pet in Mind Control exactly?

I apparently rolled MA/Ninjitsu scrappers twice and also WP/Staff tanks. All 4 of the characters were in the high 20s. When I finally got around to putting together my spreadsheet and noticed the duplicates, I rerolled one of the scrappers to an EA/Staff tank and one of the tanks to a Staff/Inv scrapper.

You can be sk'd to the mission leader at level 1 and you'll still get the badge. Alternately, yes, you gain access to the arc if you are level 35 but haven't trained up yet.

Software Firewalls can block program specific access as well as specific URLs, so it *could* still be your firewall if you're using Windows Firewall. There should be a way to whitelist a program (I'm on Linux, so I have no way of looking to give you the specific directions.)

This. Non stalkers don't get build up. Also, stalkers automatically get Form of the Body, which is the best form anyway.

It also doesn't detoggle if you run out of endurance or suppress if you do get mezzed.

Brutes and Tanks already have access to Dark Armor and Cloak of Darkness.

The answer really is "it depends" It depends on what you want to do with a build, and that includes how much you are willing to spend on it. Currently proccing out certain powers is the big hotness. Because of the way that the Proc Per Minute calculate works, powers that are getting procs avoid recharge enhancements in favor of global recharge buffs. Procs are particularly popular because the current meta is "do as much damage as quickly as possible " and putting multiple procs into certain powers (ie: Proc bombing) is the best way to achieve that goal. Now, that being said, I never got on board with the current meta, so my builds tend to focus on set bonuses. For me, the set bonuses I chase depend on the character. Sometimes I'm chasing recharge to get something like perma-Phantom Army, though if I don't have a specific power I'm trying to get up really quickly (with something like a Kin defender) I tend to try and max out my survivability via soft capping ranged and aoe defense. Resistance based tanks/brutes? I try to get Resistance as close to the caps as I can.

I've got a name/costume picked out, but haven't decided on Armor set or AT yet. AT i do have limited down to Tank or Brute, but that's just personal preference. My current thoughts are Bio or Rad, if b I go Bio, I'll likely go Tank because Offensive Adaptation goes a long way for Tank damage, though I'm not sure if I've ever run a Bio brute, so that's still on the table.

What are you doing at level 1 that you're doing so easily on *any* character?

Common IOs are generally what are used for most powers while leveling up, though some people will slot set IOs as they go. Sets will be more expensive than commons.

As an illusion controller, you have access to the wonderful "group invisibility" which will work on FFG. Also, temporal bomb is far from useless. It provides very good buffs and debuffs.

Different ATs do different things... you can't have equal effectiveness in every way because of this fact. For example, a defender is more effective at boosting a team than a Scrappers, but the Scrappers is more effective by itself.

Does your other server have a forum or discord or something? That would be a better place to ask, since HC hasn't used tequila in years.

Reward Merits aren't going to happen. You used to be able to convert Emps to reward merits and that got taken away.
