I made a Titan Weapons/Willpower, hoping all the sources of endurance and healing would let me WHAM things non-stop. But I'm finally 50, attuned my winters and ATOs, went to Cim to get veng on the nakie-boys, and can't clear a +0x8 spawn without dying. Even worse when I accidentally got the Arachnos mission, those Mu dudes tore me up.

I can get Melee/Smashing def capped, just over 40% E/N/F/C, but all my resists are below 50% and Regen doesn't go very high.  Can Willpower be tough or should I re-roll Invuln and carry lots of blues?

You don't have a lot of Defense Debuff Resistance, so once you get hit a few times, you become a lot easier to hit. And it probably keeps getting worse.  Your actual resistances aren't terribly high, so once the defense is gone the damage starts flowing.

I find that besides utilizing Barrier for the Destiny slot, Strength of Will and Rune of Protection can help shore up resistances and get you through a spawn.  I don't have a WP tank, so no real specific advice.  But that's basically how I've dealt with ITFs on other alts.

You do not have defense debuff.  Hint hint.   Okay, let me spell this out.  Do not chase defense.  Make a strong build.  Focus on getting your health up.  You are almost a regen build.  It does not have to be your primary goal but it should influence your set choices quite a bit.  Get your resists up to a nice level.  Any pressure you can take off your heal machine is gold.  This might include magic pool temp armor power.  A nice resist buff during hard fights.  Might stagger this with Willpower’s temp T9 buff so you almost always have one or the other running in hard fights.  Neither can be hastened

You left off the data chunk, so I can't see where the problem is.  Compare yours against this build.

You want to cap your S/L resists and increase your hit points, Trade some defense for more resistance. Nothing you can do about the Mu except kill them first. WP has no resistance to end drain. Couple of thoughts:

  • Rather than enhancing for damage resistance, enhance High Pain Tolerance for heal to increase the +hp. Two lvl 50 heal IOs will net you 125 hp.
  • Slot the Reactive Defenses Scaling Resist Damage in Weave or Indomitable Will.
  • In Rise to the Challenge, switch Panacea for Preventative Medicine.
  • Take Strength of Will to shore up your resists. The endurance drop when it wears off is only 50%.

Here's the build for my WM/WP if it gives you any ideas:

Even before the unnerf of the Roman expys they were tough on willpower.

My strategy for WP scrappers was Shadow Meld, for Tankers was a tough build.

My WP brute was claws, so I would lead with shockwave.  But it never worked as good as my Claws/SR brute.

You should be able to get over 80% S/L resist though, so that would be a good start.

One of the things you can do is try to leverage the multitudes of knockdowns that Titan weapon has, I would swap out crushing blow with titan sweep. I'd also play around with including whirlwind in the build late game after you onboard energy mastery.

Take this build on a spin on test and see what you think. I'm not certain that Vigor will be enough to sustain WW but it should be ok as long as you are not constantly saturated with mobs. You will notice that I favored combat TP instead of the normal leadership pool. As you mentioned there are certain problem mobs that you HAVE to deal with, you can use combat TP to get right next to them (or to make a quick escape), and it gives you a small to hit boost since your inherent chances to hit against +4s without vigor is only around 90%.

Willpower is a blend of Regen and Resistance. As others have mentioned above, focus building for +HPs, +Resists, and +Regen.  Strength of Will (and Rune of Protection, if you pick up have Sorcery) is a great power to have in those moments where the incoming damage is overtaking your regen - it allows your regen to catch up and by then, hopefully you've thinned the herd.

Tough (and even Weave) help too, obviously, but not required.  My pixie TW/WP brute doesn't have them and is highly survivable.

Again, slot for +HP - the more HPs you have, the faster you regen.  And the the more resistance you have, the less work your regen has to do to keep your health up.

I would dump Maneuvers. Definitely pick up Titan Sweep - more AoE is better! And as mentioned above, the knockdown is great damage mitigation.  Part of the beauty of TW is that you can chain KD your foes and really mitigate incoming damage.
