Players also do keep powers that were changed in order. The game only remembers the level they were when they acquired the power, not what level the power needs. It will only affect their build if they respec, or if they have not leveled into that power yet.

Should this read different? How about:

Existing characters do not get to keep previous effects of slotting powers if some enhancement sets have been removed from what a power can use.

Note: It is on the player to know these changes as the enhancement may remain slotted but will not work.

 

Example: A power formerly accepted 'Accurate To Hit Debuff' enhancements but no longer does. A 'Cloud Senses - Chance for Neg Energy Dam' enhancement will no longer proc for damage and a 'Siphon Insight - Chance for +ToHit' will no longer provide a chance for +ToHit. If a character has both slotted they do not get to keep the effects.

A character may get lucky and not have powers affected in a way that requires a respec, others will be gimped. A free respec will be provided to effected power sets.

 

Herm....  This is going to be tricky to get into a few words, especially without diagrams.  Quick replies:

  • Yes.  For that Powerset, all the Old Powers on a Toon are transformed to a New Power.
  • No.  If the Powerset change changed the order of Powers, the Toon gets to keep Powers that are too early in Level.
    • Until the Toon goes through a Respec.
  • Yes.  For that Powerset, all the Old Powers on a Toon are transformed to a New Power.
  • No.  The old slotting and the old enhancements remain.  But may not completely work, see below.
  • Maybe the Toon won't need a Respec.  Maybe the Toon will need a Respec.  Depends on the Toon and the changes.
  • I can't remember if free Respecs are still being given out what with all the sources of Respecs and Respec Recipes now.

What happens for a Powerset change is:

  • The Old Version of the Powerset is 9 Powers in a sequence.
    • That sequences controls at what Levels those Powers are first available to add to a Toon.
  • The New Version of the Powerset is 9 Powers in a sequence of the same sort.
  • For the Powers of that Powerset on a particular Toon:
    • Old Power X is replaced by New Power Y.
      • For some 1-to-1 mapping of X from {1 to 9} to Y from {1 to 9}
    • Not necessarily Old Power X is replaced by New Power X (ie 1 becomes 1, 2 becomes 2, etc.).
      • An example:  New Regen changing its Powers sequence (and renaming to complicate things).
    • What happens when Old Power X is now New Power Y, but Y is normally available only at a higher Level?
      • The modified Toon gets to keep New Power Y at a lower Level than normally possible.
        • Until a Respec is done, then it's got to be taken normally.
    • What happens when Old Power X was slotted with enhancements that New Power Y can't take?
      • The modified Toon gets to keep those enhancements in New Power Y's slots.
      • If some entire enhancement aspects (Accuracy, Damage, EndRed, RechRed, etc.) were removed:
        • Those removed enhancement aspects if still present will do nothing.
      • I still have a Defender with Dark Mastery who had Soul Drain, now has Spirit Drain, and hasn't been Respeced.
        • Still has the PvP PBAoE enhancements from Soul Drain.
        • And as whole enhancement aspects weren't removed, they still enhance.
          • And give set bonuses not normally available on Spirit Drain, I think.
        • I have to Respec that Toon soon, at which time, I'll have to get proper replacement enhancements.
    • Even for the "simplest changes" to a Powerset, the Player, after thought and reflection, may still want to change the Toon's build in some way.
      • Thus needing a Respec.

 

 

Remember!  Let's be careful out there!   SAFETY NOTE:  First Toon through the Door into a Mission can set the Notoriety.  Let the Leader go first.

It is tricky keeping it brief and accurate.

I get that there can be sometimes situations or exceptions. I am okay with the expectation having some positive exceptions. There should be no negative exceptions or surprises.

If a player doesn't ever respec. I don't have any characters even in their 40s which haven't respec'd much less characters that have gone through a revamp. ymmv.

I am just happy Regen is finally gonna be fixed and playable. Ever since the old live server changes from toggle to click for instant healing I haven't been able to make it work for me.

Really excited about Kallisti Wharf (along with other changes/additions).

One thing that I've desired, for ages now, is more variety for level 50 repeatable missions.  I may be in a minority, but one of my favourite things to do with CoH/V is to hop on and do some radio/newspaper missions, and Peregrine Island's select few enemies got old a long time ago. 😅
(I'd still love to see radio/paper missions opened up for all zones, and all enemies [available at those levels] for level 50s - but I can dream!)

Now that City of Data is no longer being updated (10 months since the last update), would it be possible to provide more specific numbers in the patch notes? This is done in some cases, but not all. Notes that read "Resistances lowered" or "Gremlins have been given a new attack" aren't particularly useful without more specifics. Some of this information can be obtained in game, but may require creating or respecing a character if you don't have the power in question on an existing character.

Agreed in general.  For gremlins though you can look at the detailed power info (green upside down ! in upper right) in the character creation screen to see the details.  Often you then just need to scroll down on the power info so that you can then click on the + sign to see the actual data.  For some reason it won't let you click on some info unless you scroll down first.

Right you are, it's in the detailed enhancement screen. Still requires creating a character for powers I don't own.

I like all the changes, but I LOVE the idea of mutually exclusive powers!! It gives people more build choice, and allows devs to get creative. Do more of this please!!

This. I have a "psychic" sentinel Willpower/Psychic Blast or whatever it's called. Id love just to switch to the new psychic armor, and not create a new character, change the name of the original to give the new one that name, think of a new name for the original, and THEN start leveling the new one.

No, sadly kheldians and arachnos both seem to have been left out of upgrades to T9s, self heals and heal resistance, and whatever else. But the patch is so big, I can understand some things had to wait.

BTW thanks for this!  It's a minor issue, but it always bugged me how these particular models didn't look right at a short distance away, it was kinda unclassy.  S.T.A.R.T. is looking much better now!

I can't believe they made Kallisti Wharf a high-level zone. There goes the last chance to have an alternative starting location for heroes, like Galaxy City of erst. In fact, it was a chance to have an alternative starting location for villains too, instead of doing Mercy for the hundredth time. But it's no dice with these people and their level of imagination.
