Please explain the Mechanics of Perma-dom

I know I'm late to the Perma Dom party, but here's a Mind Control/Psi build I made that has a base of 106.25% rech before Hasten.

You don't have the returns because you have a lot of diminished returns in your build. Pay attention to your set bonuses you're using.

If you have the recharge to make it perma the bar will never move. Anytime Domination expires the bar completely drains and you have to build it from the start.

This is exactly what I was searching to find out. I really hope to get permadom without hasten so I can have it on auto, but wondered how it worked if you had to build domination every time regardless.
