Concerning Frame Rate Sync... Freesync is for AMD Radeon Cards (based on the Adaptive Sync standard by VESA, fully compatible), and GSync is for NVidia Cards (proprietary). Generally, they were meant to be separate, but NVidia did recently add a "GSync-Compatible" option (aka Adaptive Sync) in their drivers to work on some Freesync displays. (Emphasis mine.) This isn't anything new. Apple hasn't fostered any kind of relationship with NVidia for a long time. NVidia dropping MacOS Support is kind of a shrug at this point, since Mojave shut out hardware CUDA support from Mac Pros making NVidia cards far less useful. The future of AMD and Mac Pro is just as muddy, though, with the recent news... if Apple wants to design everything about their computers from the top-down, AMD may not be a part of future Mac Pros either. Of further interest, Boot Camp was one solution to work around running City of Heroes on a Mac (just less popular than Island Rum, because dropping MacOS for Windows is still happening.) That ends with the Intel to ARM changeover, as Apple is quietly dropping support for non-Intel Boot Camp use after the changeover, and (past IOT builds without a GUI, or modified Raspberry Pi builds from homebrew enthusiasts) Windows 10 isn't commercially available for consumer installation on ARM systems past read-only firmware anyway.

The backpack is part of the Villain Epic Archetype, and is unlocked as a Villain at Level 24 as a career choice in the secondary powerset. Without that archetype the backpack doesn't work.

Windows 10 has multiple "keyboard" languages, even if your given OS language is in an English dialect (American, Canadian, UK, etc.) it's still possible to 'adopt' another keyboard language for on-the-fly input. (US International allows accents and diacritics, where other languages change the letter layouts even if the keycaps are in English in the real world.) Very plausible, I imagine updates of Windows going out in countries other than the United States gets this wrong frequently.

Next thing to check: .NET Framework. Does your computer have pending updates for .NET Framework on hold in Windows Update? (Even rebooting doesn't kick updates off on occasion, sometimes you need to check.)

I had a similar issue on a Surface Book 2, but I don't think it's the same cause. (Intel HD Graphics/GeForce 1060 Switchable Graphics, went to Windows 10 Settings, Advanced Graphics Settings, and set cityofheroes.exe as 100% Nvidia, no Intel. Cleared it up.) Might be a dead end. Let me know if it's not.

There is plenty of info on the topic on a different forum for anyone who wants to modernize it for Homecoming. (I know I'm rushing right past the OP here... I'll bring it up to Staff and see what they think.) As for how, there's a box in Tequila that accepts Launch Parameters in the Options window. Anything you'd put on the command line, you can put there. (Just remember to blank it before playing the game.) (The client will find any demos in the Tequila folder under the sub directory "client_demos". No need for a full path.) The Shortcut method still works. Head to /hc-bin32 or /hc-bin64 and find cityofheroes.exe (Which one is right? Ask: which client do you click when launching from Tequila? That one...) right-click, then "Create Shortcut". Then edit the shortcut. No command arguments from the current patch manifest is necessary: the client is 100% offline when playing a demorecord. Also, once made, you can drag this shortcut or cut and paste it into the client_demos folder for quicker editing. The demo record will play, then repeat at the end endlessly. To leave demo playback, press ESC which will halt playback, then Alt-Tab to find a modal window asking if you want to exit demo mode.

In Tequila, click Options, then paste "-console" in the Launch Parameters. Then launch the game. Any .mnu files with errors will appear in the console log window when you load the game. It doesn't tell you how to fix it, but at least you'll know when something doesn't work with an answer other than silence.

For some reason, your computer is unable to reach the Homecoming Servers. If it's your ISP that is the cause, these forums wouldn't load either since we use the same service to host both the forums and the games. Since you're able to post here, that isn't the case. Common causes of this error include temporary Wi-Fi issues (if on a laptop or desktop using Wi-Fi, try an ethernet connection to rule out your home network as a cause. If ethernet works, Wi-Fi is acting up. If neither does, it might be a home network issue.)

Well, that's easy. Blue Side - go to Peregrine Island - Tiny island SE of Main Island below Vanguard DPO on the map - Smuggler's Sub at dock. Essence of the Earth (EOE) Insps. can be had at Monster Island area of PI north of the main island. (May be handy to have on hand in case Hami is on the menu.) Red Side - head off to Grandville - Sub on Southern Shore of the Island. Same Smuggler's Sub transports to "Monster Island" villain map to attack Devouring Earth and get EOEs. (Monster Island is an exact copy of the northern part of Peregrine Island minus the main island itself.) The Smuggler's Submarine is placed in a number of locations. Independence Port: NW docks. Sharkhead Isle: SW Shore next to Magic Store. Kallisti Wharf: NE Docks next to the Stadium. You can find it on a map marked with a dark red "S". While most of the locations require Rogue or Vigilante alignment, "The Abyss" is a co-op zone anyone can visit. Praetorians past Level 20 can use either method depending on their alignment. If you're still on Praetorian Earth and can't touch Hero or Villain exits on Pocket D, you'll need to finish the main praetorian arc and decide to become a Hero or Villain first.

If you want to constrain your mouse to stay in the game monitor, Fullscreen mode would accomplish that. The price is if you're using a High-DPI display, fullscreen may cause redraw glitching (your mouse is 1/4th the way down the screen, but instead of clicking the Team window toggle, it's clicking in the Chat Box.) Most players with High DPI displays just use Borderless or Windowed mode and live with mouse-wrangling to keep the cursor in place. Binds haven't changed from the Live Game. Advice on Paragon Wiki and the new Wiki is still valid. To my knowledge, there are no apps to help with writing binds, I might be wrong on that.

From what I've seen, even with beyond 100 settings in World Detail, pop-in STILL happens visibly. It's impossible to avoid it.
