+1 Electric Armor is strong in my opinion as well. Is it number one, nah, maybe situationally. I also struggle with SR being #6. Maybe that much defense is wasted on a tank?

Abuse should be identified and dealt with swiftly, Ban -> Account Removal Anyone supporting abuse should similarly receive some 'contemplation time". That said, with seeded items, determining what abuse is could be problematic. If someone is simply buying and then sell in mass just below the seed price, a quick note from a HC team member could avoid escalation. If someone is crafting in mass, well that's good for everyone, right? I am not sure you have the correct seed prices. it appears Yomo is correct

Making a new powerset would be more prudent as your stated goal is to then propagate it to existing ATs which have existing players and characters.

opinion noted. However, if powers work using hover or fly is it really that much of a stretch to swap the Magneto pose with Void Skiff pose. I don't think so. (This could be simple but result in dangley feet in animations. I'm okay with that for quick and dirty) I believe it is possible to over think it, but not necessary. A step up from quick and dirty: Standing animations with fly power rules (because some powers do require being near the ground) (or vice versa). Boom, done.
