In some circumstances yes but it all comes down to build goals and needs. You can often get more enhancement value from a HO, SHO, or DSO than with a set IO at the cost of it not giving progress towards a set bonus. Also some powers like Venomous Gas do -tohitdebuff and -defense, you can slot an Enzyme in it and cover tohitdebuff, defense debuff, and end reduction with 1 enhancement. Some enhancements cover aspects of powers that set bonuses don't like the the DSync Provocation which is the only way to enhance accuracy and recharge with one slot.

Personally i recommend your pain toon being paired with either a controller or mastermind so you can use your ally only abilities on your pets if solo.

Heya folks here's an off topic post for y'all. My Equinox was recently killed by a puddle. Pretty crazy, but it hydro locked the engine and insurance wrote it off as a total loss. I'm in the market looking for an SUV, new or used (but new enough that it still has some warranty coverage). I'm looking to keep the total under $30k. I'm pretty open to type of SUV but I don't need anything super large as it's just my wife, myself, the baby, and the dog for now. What recommendations do you have towards reliable SUVs? Thanks.

The radius of an AoE effects the proc rate. I would suggest not proc slotting this power, but it's ultimately up to you as you might like that RoI.

A 30-foot radius toggle has a 13.33% chance for a 3.5ppm proc to fire. Energy Manipulator is a 2ppm proc so it has a 7.62% chance to fire.

Historically the PvP community has created or drafted PvP teams and established league rules in effort to make PvP as fair as possible for people engaged. In arena we'd have kickball and have captains pick their team from a common group to balance the teams as much as possible, and then often rebalance as necessary in later rounds. A lot of us in my experience have not been interested in the gank mentality that some people have but in wanting to fight the best their are and seeing how we stack up. It's like when I play chess, I'd rather play against people with an 1800+ rating if I'm to improve as a player. That said I'll play with my 10 year old niece, but it's more me coaching her counters to various openings rather then going for checkmate like I was playing in a tournament. I don't see how someone would enjoy PvP against someone that had no interest in pvping. Then again I just speak for myself.- 140 replies

I'm not opposed to the idea but any self buffs would have to be balanced. Here's a question I asked myself that I found interesting: How would Absorb Pain work if you were able to target yourself?

What AT/powerset keeps you playing?

Well you are completely missing anything that is focused on buffing or debuffing. I would suggest rolling a: Plant/Trick Arrow controller Ice/Dark corruptor Poison/Elec defender Fire/Kin corruptor Energy/Energy stalker Thugs/Time mastermind Warshade They each have their own feel to the game and can all do impressive things when built out. As others have said though it's all about finding a concept and running with it with friends. CoH has never really been an MMO that is all about just playing one character like some other MMOs it's embraces the notion that variety is the spice of life. We all get burnout from time to time so vary up what you are playing as chances are you have a couple hundred or so games in your Steam library otherwise you can get the weekly freebies from Epic. You can come back when you want or have an idea for a concept for a new toon. -
Although I have a bots/emp, bots/time, bots/kin, and bots/elec I've never tried bots/cold or bots/rad. I'm sure both sets could make pretty serviceable builds. The biggest issue with cold though is that you're reliant on protector bots to heal your pets. You could use rebirth if you find necessary or just lean into barrier for them to stack with their defense/res. With rad you'll have to toggle juggle to a degree. Too bad Fallout doesn't work on a dead pet.

Sure EVE is a completely different animal where it's not uncommon to do nefarious space pirate things, but I'm surprised your own son would pod you in EVE and that's coming from a guy that ransomed a freighter I found flying in Old Man Star on my second day while flying a rifter stating I had a stealth fleet with me. And I'd let him go for a billion isk. o7 fly safe. CoH PvP although has more twitch than large EVE fleet battles with TiDi and hitting F1, pvp in CoH has never been as ruthless as EVE. Then again that's part of the EVE concept and community appeal.- 140 replies

Phantom army benefits from it's own slotting and the soulbound +chance for build up IO if slotted into Phantom Army. Otherwise it's immune to any other outside buff. -
Anyone Have a Thermal/Sonic Build Than Can Handle 4-Star Content?

Stacking -res would definitely help, you'd have to have steady -regen as well. Luckily Heat Exhaustion provides -500% Regen debuff for 40 seconds with a base recharge of 120 seconds. Melt Armor has a base recharge of 150 seconds and a duration of 40 seconds. Having enough recharge in your build you can get that CD down enough but there's better options for killing AVs. AVs and GMs have pretty high regen and most have bonuses to particular resistances (infernal can resist fire and cold better than other resistances for example). Resistance levels are their own debuff resistance so your resistance debuffs will be resisted to a degree. I think the project has merit, but you'd likely have better results with Cold/, Poison/, Trick Arrow/, and Radiation/. I would build it on test first to see if you like the results before committing to it on the production servers. -
The issue with that is if someone has say 70 enhancements in their inventory already by passing the enhancement holder in the respec window would cause an issue in exceeding the cap.

To answer your questions, and someone like Mac could provide likely a better response but.... There's a pvp discord server here's how to access it: The PvP community has worked pretty closely with HC staff over the years in suggesting pvp changes and doing testing for pvp. That's why there's things that limit incarnates past the alpha slot in PvP zones, accolades needing you to buy the pvp version of them, and temporal warriors among other adjustments..All of those suggestions came from the PvP community to make PvP more equitable and easier to be able to compete in. Honestly even going back to the live servers there has always been a significant amount work between the devs and pvp community as most pvpers back then had no issue about using the test server for the sanctioned ladder pvp league. But your right PvP does require a coordinated effort. Sadly the homecoming population has dwindled over the years to the point that the PvP community moved to Excelsior in an attempt to access more players but even so the population is limited.- 140 replies

I'm not the biggest fan of the lockout mechanics myself. I'm curious to see what testing would reveal if lockout mechanics were removed how that would affect things like pylon/trapdoor times. -

Sorry that you had a bad experience with PvP on Guardian. My SG played heroes on Guardian and villains on Pinnacle. Even in our SG not everyone was a pvper and that's totally okay. Those of us that did a lot of pvp hosted SG and public pvp practice sessions quite a bit to try to help those that were interested improve. Our SG even limited discussion in broadcast to things like salutations, thanks, good game and the such. Sorry that someone called you a bad player, as I wouldn't state that pvp skills are a causation of pve skills. I personally mained an empathy defender for pvp and I feel that twitch helped me become an even better empath in pve as well (sad that empathy is kinda unnecessary in pve at higher levels these days) but that's likely a niche use. Personally I'm retired from most pvp these days as real life doesn't let me have a steady schedule and my old pvp team has quit the game as well. I just like understanding where people are coming from maybe it ties into the fact I mained an empathy defender for so long.- 140 replies

Welcome back, I was speaking to someone recently who was a newer player while doing a few Council missions. It gave me the idea for this week's thread. Back in Issue 3, the 5th Column and the Council were seen for 1 day in-game openly fighting to the death. Afterwards the 5th Column was retired, albeit temporarily when they came back via ouroboros in i11. This was the first time in game where npcs would fight each other which I always thought was a cool idea to include as a lot of enemy factions hate each other based on lore. Today it seems there are story connections for the 5th Column and Council as individual enemy groups spread across the whole game. How do you feel about the 5th Column and Council in the game? Are their missions interesting? Do they have a good variety of mob types? Do they present a reasonable challenge? What are your favorite 5th Column/ Council story arcs? Least favorite (guessing a a lot of you will say Citadel here due to the repetitive kill all's and long travel distance/zone changes)? If you were to change anything about the 5th Column or Council what would it be? Do you have any other thoughts on the 5th Column/Council? As always thanks.

Not a build but I'd factor in several small groups of winter IOs and a winter's gift to get your slow res up to 95-100%. Stack resistance and recharge as you want energize up whenever you need it. I'd probably go with soul mastery for darkest night as even with brite modifiers it still is a huge mitigation amount reducing incoming DPS. On brutes I f I have room I like to fit some damage procs in as well and let fury boost my regular damage.

That's right there was no PvP when the game launched; however, my understanding is that there was pvp in an early alpha version of the game. Look for 2002 or 2003 E3 videos and discussions of the game play. It was removed prior to the closed beta, but planned to be brought back later on when development had the time to give it more resources.- 140 replies

I'm "retired" from PvP so my knowledge could be outdated, but what is toxic in the pvp community? I'm generally curious as my whole experience with pvp from a community aspect overall has been people helping people. Sure I may have been ganked a few times in zone but it doesn't cost me cost or repair bills and I went through the door by the big sign now entering a pvp zone. I feel the pvp community has gotten a bad reputation in general over the years, but in my experience they share builds, coach people in PvP strategy. I know multiple pvpers over the years myself included that have completely outfitted characters with full sets of IOs or power leveled countless alts for people that had shown an interest in actually pvping. I'm not trying to point fingers or what not, just generally curious as it seems to me that pvpers in this game have been the most ostracized and persecuted group of players in CoH's existence.- 140 replies
