  1. The Build Up from Chance for Build Up, Boost Up, only lasts 5 seconds. You don't want to spend any of those 5 seconds casting Aim or Build Up, you want to be attacking, so it's best in the one you use second. And since Build Up is the stronger damage buff, you want to use it second; if you Aim, then Build Up, you're only using up some of the less-valuable Aim time to cast Build Up.
  2. My point is that it’s possible. With self-heals in armor sets, if they’re recharging there’s nothing you can do to make them charged. Aid Self’s short recharge means the power not being available when you need it doesn’t happen very much, if at all. the short recharge also lets it double as a downtime reducer, since even with its long activation it still finishes healing you before Rest would even kick in.
  3. This is why it should’ve been named Might. Plus, then the Brute inherent could’ve been called Rage, like it’s called in the code.
  4. With Aid Self, the main obstacle to using it in combat is the interrupt, but you can actively create space to use Aid Self in combat with smart play or positioning. The main obstacle with every other self-heal power in the game is that the recharge is so long it’s fairly easy to take enough damage to need it again long before it’s recharged. There’s nothing you can do to force a power to recharge, other than using Burnout, which has its own problems. I like how Aid Self rewards more skillful play like that.

    I just 5-slot it with Doctored Wounds for the recharge bonus and put a 50+5 Accuracy IO in the last slot. I do think it’s worth keeping, since even with perma-Dom you can run down your blue bar between Dom casts. It also counteracts -Recovery effects, which are the real endurance killer, and the -Regen is useful on AVs, especially since it gets enhanced by healing enhancement.
  6. Maybe they could make it so all foes caught in Telekinesis travel in the exact same direction, rather than being repelled from the caster, causing them to spread out and eventually get loose from the effect. That’d be very handy.
  7. I could see the cast time being reduced (seriously, over 4 seconds is just way too long), but as a pool power available to everyone I don’t think the interrupt is going anywhere.
  8. One thing to note is the enhancement values of attuned enhancements don't scale down if you exemplar. They stay at the effectiveness they're at for your true level. However, if you exemplar low enough the enhancement values will get scaled down by the exemplar system, which is a separate system that affects ALL enhancements, and is separate from the attuning mechanic.
  9. Looks pretty good. The only thing I'd really change is the Hoarfrost slotting, it's much more valuable as a heal than as a mule for some weak set bonuses. If you can't find the slots to 6-slot it, you can just frankenslot it with the slots you already have using +5 Heal/Recharge IOs from three different sets. Aside from that, you don't have any knockback protection, but you can get that by putting a Blessing of the Zephyr in Fly. Fly's capped for speed completely unslotted, so that Fly speed IO is doing nothing for you anyway. Or you could six-slot Overwhelming Force in Ice Bolt or Frost Breath, get the KB protection there, and put a Winter's Gift Unique in Fly. Also, for Aim and Build Up, are you a stacker, or an alternater? If you like to alternate them, that slotting is good. But if you like to use them at the same time and stack them, the Chance for Build Up should go in Build Up.

  12. Aid Self would be an absurdly powerful mitigation tool if it were uninterruptible. Even with its lower heal amount and ridiculous total cast time, at only 20 seconds base recharge it outperforms even Healing Flames in terms of healing over time.
  13. Honestly, I think you overdid it. Nobody's tanking archvillains all alone in Incarnate trials, you always have support and buffs from teammates, and there's no real need to aim for that 59% defense soft cap. I would just drop the Fighting pool from the build and pick up some other powers. Hand Clap is a great power now with a KB-to-KD IO and a Force Feedback proc, and slots for it would open up from dropping Weave. You could grab Hover or Stealth to keep the LotG mule slot that's currently in Weave. And if you/your friend do in fact decide to aim for only 45% defense to all, there's some slots you could repurpose. You won't need the two-slot Zephyr in Super Jump, so you can move a slot from there. You wouldn't need the 2 Basilisk Gazes in Knockout Blow, and you could put a Gauntleted Fist proc there, or pick up Punch to replace Boxing and put the entire Gauntleted Fist set in KOB (you won't need Kinetic Combats in both if you're shooting for 45%). Without the Gauntleted Fist set in Haymaker, you could move the Blistering Cold set from Jab to Haymaker and put something else in Jab. Really, a lot of options open up if you decide to go for 45% defense instead of 59%. My Inv/SS tanker is only 45% to S/L with one foe in Invincibility, needing 5 foes to hit 45% to Energies and still short of 45% to Fire/Cold with 10 foes, and I tank incarnate trials with no issues whatsoever. 59% is neat to hit, but hardly necessary.
  14. Healing enhancements affect healing, +Regeneration, +Absorb, and +Max HP, yes, but those are all distinct, different effects "under the hood." Bonuses to healing received and healing delivered only modify healing effects. I understand why you would find this frustrating, but it is all working as designed, and it's not bugged. You might take this to the Suggestions and Feedback forums, which would be a better place to air your grievances on this topic.
  15. Most self-heals are flagged to ignore healing resist, so you can still heal yourself when afflicted by it, like from the green Mitochondria in a Hamidon raid, so nothing unusual there. Reconstruction is probably ignoring the bonuses to healing granted because it has enhanceable toxic resist, and all enhanceable resist powers are completely immune to outside buffs. So in other words, nothing unexpected here.

  17. So who are the unicorns? If you have a character with a Primary/Secondary combination that's listed up there as the only 50 of its kind, you have to tell us, it's the law.
  18. You've five-slotted a lot of powers with purple sets. The trick for five-slotting purples is that you always want to skip the pure Damage IO (pure Immobilize in the case of your Gravitational Anchor set), and then +5 one of the other IOs in the set, like the Damage/Recharge (or Immobilize/Recharge). That lets you still hit the ED cap for damage, and in your case, make room for the purple procs. You're also over the 5-duplicate limit for Ultimate Recharge Bonuses with the Superior Defiant Barrage you have slotted; you might drop those Gravitational Anchors from Chilblain for something else. Speaking of Defiant Barrage, you may want to move it to another power. I also thought it would be best to put it in a T1 or T2 power, so if I got mezzed I could try to build up enough mez protection from the proc to get free, but I found that at high levels with lots of recharge I rarely actually used the T1 and T2 powers except when I was mezzed. So I moved Defiant Barrage to another attack I use more regularly, to try to build stacks of mez protection from normal play and hopefully not get mezzed in the first place, and it seems to work better. From how you slotted Frigid Protection, I'm guessing you're trying to maximize endurance recovery. You're going to get more endurance from putting in two 50 end mod IOs than the Performance Shifter Proc and the Miracle unique, even with that Miracle set bonus. The link in my signature has more detailed information on that, if you're interested. I see you took Shiver, but no Rain of Fire? Shiver+Rain of Fire is one of the best synergies a Fire/Ice Blaster has. I'm not sure what you would be willing to drop to pick up Rain of Fire (Ice Sword, perhaps? You could swap the Hecatombs for Superior Blaster's Wraths, and get the same Accuracy and Recharge set bonuses), but you could potentially drop Shiver and pick up Freezing Touch if you don't want Rain of Fire. The Lockdown hold set will give you slightly better ranged defense than the Pacing of the Turtle you have in Shiver, plus some AoE defense too. Up to you, of course. Lastly, I see a few spots where you could save some slots. Drop a slot from Hasten and +5 the two Recharge IOs in it and you'll still be at the ED cap for recharge. This build has a ton of Accuracy set bonuses, so you probably don't need the Kismet unique. You also probably don't need 2 KB protection IOs unless you're planning to spend a lot of time in melee. As for what to do with those slots, the Steadfast Protection unique would go nice in Tough, the Gaussian's Synchronized Fire-Control unique would be great in Build Up, and the Preventive Medicine unique would good for Health.

  20. Is there a fix in the works for the change to the visuals for Stealth? Before the latest patch, it would make you only partially see-through, and there'd be a persistent trailing particle effect while you had it running. Now, you go much more transparent, like with Invisibility, and there's no particle effects like there were before.

  23. To anyone reading this thread, kelly Rocket is quite incorrect on this topic. They've made it clear enough that they won't be convinced, but please don't let their extreme confidence in their viewpoint sway you; there are definite damage formulae that govern power balance, and they're posted in a stickied thread in the Guides forum for anyone who's interested.
