You can get more recharge, mez protection from rune of protection, and a good place to get energy defense by going sorcery. I find that aim and siphon power are only useful on AVs and so I only take siphon power usually. Repel is a fantastic way to give yourself a little mitigation through knockdown and a bunch of recharge through the FF proc. Also, while rune of protection is up it will give you some pretty good resists and it'll recharge around every 130-135 seconds with siphon speeds and FF procs. Here is what I would use. Oh, and I'd argue that neutron bomb is too good to pass up. Lastly, siphon speed+sprint+ninja run= max speed, so no need for super speed. I would if I used it, but hurricane really suffers because it has a knockback effect AND a repel effect inherent to the power. There is no way to change or get rid of repel, so it ends up proccing force feedback even less than the kinetic power Repel because it keeps pushing the mobs away due to its repel effect. Strangely, the kinetic power Repel has no repel effect.

Updated build. I took out benumb because I just wasn't using it. Its only worth it on AVs and now everyone can buy envenomed daggers which give a 250% regen debuff (benumb is -500%), so I'd rather just have people take those when we know we will be fighting an AV. Benumb is very specialized to only fighting AVs, whereas if someone falls during a fight (like the tank/brute) vengeance can literally turn the tide of a battle. So I end up getting more out of vengeance in normal play on missions and TFs. It also nets me an extra 5% global recharge, which I admit is negligible, but its better than taking a power I found myself almost never using. I am torn about the achilles proc in sleet. On one hand it doesn't happen very often (1 in 3-5 casts in my testing with the power anazlyzer), on the on other hand it has a chance to apply to everything it hits in the rain. Would it be better to use that slot another +5 recharge redux shaving off an extra 1.5 seconds from sleet or leave it in for a nice bonus occasionally? I'm not sure, so for now I'm leaving the proc in because it has a chance to proc on everything the rain hits and that seems marginally better to me. The defender version performs better unless you are constantly teaming with a kin. I prefer water/cold on teams. Storm is very good, but it needs more time to set up (casting lightning storm, freezing rain, and tornado). Both cold and storm is incredibly damaging, but I prefer cold for teams. I also like the ease of cold a bit better. Heat loss gives you -res and solves any end issues. Sleet is a quick recharging STACKING WITH ITSELF -res rain (the same is true of freezing rain) and you get to proc out infrigidate if you want. You can also use the shields for Lotg recharge. My water/cold can do +4x8 missions in Cimorea with only the alpha and this is the basic test I use for builds to be considered good. My water/storm needs ageless to do it and the storm/water can do it but a tiny bit slower. This may just be that I have no fully optimized the storm/water build yet though.

Water/Cold is much better in my opinion due to the heal in dehydrate. This allows you to forgo the medicine power pool in order to be fully self sufficient. Water also does more damage than ice. Cold domination is better on corruptors in my opinion because the values on sleet are the same and you get scourge and a higher base damage which is improved even more by going dark mastery for soul drain. Water's whirlpool may as well be a rain. I have a build for water/cold posted.

Yeah pretty much. I don't think I'd be willing to do it, as I just like making builds and I want them to be freely accessible. I guess I'd just add a price for ordering, but I can't help but feel this would be dickish (maybe I'm wrong). If a bunch of people started ordering this though, it absolutely would cause me to start hoarding sets (godly amounts of LoTG, Superior Avalanche, tons of corruptor/defender IOs, gaussian's, etc.) and enhancement boosters for some things. I'm not sure if I would be willing to actually just play 'the market' and 'city of building' instead of city of heroes though. I suppose I'd be willing to try it, but the mark up would have to be in the 150-200 mil range I think, unless there were lots of customers and I'm just hoarding sets in a super base with things ready to go because I know the things every build of mine needs generally.

Yeah, the KB is more of a bonus with the FF+kb to kd slotting, its more about the recharge procs. Depending on the build it may or may not be worth it.

AVs will resist the -slow effect by 87%, so even with ice storm, snow storm, sleet, and blizzard you'd only hit about -24.7% -move speed. That is a lot of powers to put on an AV for so little return. I would also probably build ice/cold differently now that I've played a water/cold extensively. I'd still go dark mastery though, but I know a lot more about min/maxing a build now that I've made so many corruptor and defender builds (I'm confident I could get good recharge while having M/R softcapped). Even benumb is questionable for AVs IMO now due to everyone being able to take envenomed daggers for AV fights (still its one power and won't hurt much to take so I'd probably still do it). Edit: for normal mobs, sleet+ice storm+blizzard should be more than enough to keep them in the rains. Edit 2: yeah, I think I worked out a better build, you still take agility as it is great for defense, recharge, and end, but more importantly it allows you to take dark mastery more easily. It also gives you more recharge on sleet (a couple seconds), but I spam that power because it can stack on itself. This is softcapped to melee and range. If you wanted to hover above mobs you could take hover over combat jumping. You could do much more damage with a proc build, but your defenses and resists would suffer. You could go the mace shield proc route, but then you lose soul drain.....so up to you. I prefer this. I have never considered selling any of the many many builds I post and create for people, but this post makes me think maybe I should and then buy all the enhancements and boosters too. Then trade them to a toon for my time on the build (anywhere from 15 minutes to 2 hours depending on the build and how much I like it. If I like a build or the interaction of powers I'll spend ages on a build min/maxing, but that's more for me than them) and the time I spent procuring the enhancements. I generally use 40-50 million an hour for how much influence I can make farming (especially teamed with a brute on my 🔥/🏃 corruptor). Something about it just doesn't feel quite right though. However, I think I'd make a killing, I could just hoard the sets I use the most and make the profit on both ends of the deal.

Ok, I saw in mids it took melee sets and so I was misled. I think sometimes it does do this, but its harder for me to tell as I am constantly using it regardless of the range because it is proc'd out.

Yes, but the toxic damage that is added from bio armor doesn't matter for distance and more importantly nor do procs! This is an interesting thing. Savage leap is a super fun power to use and dominator's feral charge is a much lower cooldown, stupidly low, you couldn't proc it out as well, but I'd enjoy tping everywhere. The one issue I see where it is quite inferior though is that it is ST and not PBAOE.

Time's -regen is really weak. With time's crawl and time stop it is only 150% -regen, then an AV is going to resist about 87% of that to 19.5% total -regen. I just don't think its worth it for time users to invest in it. It is much better on sets that have a -500% -regen and so even when it is resisted it is 65% which is a lot more noticeable. You get a lot more stopping power out of melt armor and your -res procs.

Yeah, there is a tooltip mistake. It's best to do the testing yourself as the tooltip does not include blood frenzy, which begs the question is using hemorrhage at 2-4 stacks better than maiming slash or savage strike? Edit: It's not. Hemorrhage is not worth it, at least on a brute. It would be if the animation time was shorter, but maiming slash and savage strike have better damage to animation time. Its good at 4 stacks, but that requires really careful management and it doesn't work out in the real world, unless you are against a pylon or something where you always know what to expect.

I would use the agility alpha. I did a very quick once over of your build and got a lot more recharge, resists, defense (you are now softcapped to melee), and regen for about the same or less money (no need for the winter IOs). I did switch strength of will for combat jumping because I don't like non-perma powers especially if they have a crash, it is also hard for me to imagine you dying on this. I also think you would be better served with a different epic, but you definitely won't have any end issues this way. You can also get a lot more damage out of savage leap with a lot of procs. If you want to change it away from procs you can get the 10 recharge bonus from Armageddon, but I'd take the damage.

I'm not sure if Savage Melee is as mediocre as people think it is. It is true that you have to monitor the blood system while leveling up and its typically better not to use it as you'll get better recharge, end use, and dps (more recharge=more dps to a point). That is while leveling up though. If you have solved your end issues with IOs and you have enough recharge to the point that an extra 20% will not change your attack rotation, you can ignore the blood system for the most part with little difference in performance. You also get two PBAOEs in rending flurry and savage leap (the game says savage leap is single target and doesn't have damage, but it does pbaoe dmg where you land). Normally rending flurry does more damage in my testing than savage leap, which is lame and stupid for a T9, however that changes when you use bio armor in offensive stance. For whatever reason, in my testing Bio Armor is adding more toxic damage to savage leap that makes the initial hit do more or about the same damage total than rending flurry (when you add the toxic and lethal initial hits together from the combat log and this was also when I was right next to the mobs). Savage leap also gets better bleed numbers. This makes savage melee much more attractive when paired with bio armor. Savage Leap can also take 5 damage procs and 1 -res proc, making it incredibly good when proc'd out. Its single target attack chain is also quite damaging overtime with all the bleed dps adding to it. The ST rotation also uses very quick animating powers which is very handy. The two biggest downsides I see so far in my testing is that savage melee is a more resisted dmg type and that there is no damage toggle compared to top tier sets (radiation mostly). You get some nice utility out of a teleporting pbaoe though (mine is down to 10 seconds in the build). So what gives? Why have we collectively dismissed this set for brutes? To me it seems like it should be rated around where fire is, at least when paired with Bio Armor. What am I missing?

I'm going to assume you are poor in influence and new to the game. You are in luck though, a rad/fire brute can farm really really fast. You can make a good fire farmer for around 70-90 million where you can easily handle +4x8 AE missions. Once this is accomplished, you can make anywhere from 20-50 mil an hour and your money problems will go away. I think there are starting fire farming builds on this forum you can find for rad/fire (I believe it is the second most popular farmer after spines/fire, but it is also the fastest when properly IO'd out). Also, in the future when you post a build, please post the data link so that we can look at it in mids ourselves to see the numbers.

/Ice on brute, do not dute (do it...rhyming is hard). Chilling embrace is a fantastic defensive power, but it does play a significant roll in generating less fury. It is far better utilized on a tanker. That being said, it is still perfectly viable (but what isn't in this game?). That being said, my knowledge of /ice is from before the patch and so perhaps with the new fury changes it's no big deal. Before though, it was noticeably worse than other sets when I tested it for damage due to lower fury.

Yeah, soul drain is fantastic on corruptors. The more +damage you can get on a corruptor the better they utilize their higher damage scale and scourge. Tar patch and scourging rains are fantastic (and ice has two).

During testing I found that procing out distortion field was inefficient and a bit lackluster. Distortion field is a pretty big endurance spender with a 2+ cast time and you are already so survivable that I would rather do other things with that time. Time's juncture and whirlpool is sufficient to slow mobs. It boils down to distortion being a good defensive power in an already defensive set and so I just hardly ever use it once I'm slotted. YMMV Ok, take steam spray instead, if you are on a team you can slot it with a +5 Ragnarok damage, a +5 Annihilation acc/dam, Annihilation proc, Achilles proc, and Touch of Lady Grey proc. That way you can apply a lot of -res when they do proc (I am unsure on the math as it applies to cones.

Ok, you chose time/water in the message I sent to you. So, here is a time/water defender build that answers the question of how much recharge do I need? And the answer is all of it....just all of it. You have softcapped defense, 227.5% global recharge, everything is perma (chrono shift, hasten, and soul drain), maxed s/l resists, geyser and water burst have the FF proc for even more recharge goodness, dehydrate is your main ST damage with 4 procs, your endurance drain should be covered but just in case it isn't you have dark consumption. Essentially, this should be able to handle anything the game throws at it. It might be better to switch out water jet for steam spray, but I think this will be better. Well, you can softcap your defense and hardcap your s/l while still going procs with time on a defender. I'll look into a build and see what I come up with, but Redlynne is better at proc builds and proc math than I am.
