Maybe something like this? I only used lvl 30 IOs, this should allow you to run your toggles most of the time. You have pretty good uptime on hasten and AM, just try to use them together. You also have victory rush which I have found helps lvling especially if two people have it. When lvling before IO sets, I concentrate a lot more on supporting my group, so I did not take the sniper attack (you need +22% tohit to really make that worth it IMO). This build will allow you to buff your groups recharge, endurance, defense, tohit, and dmg (just a little) and will debuff the mobs resistance and defense. I believe it will work well. When you hit 35 go to the villain side and get some help with the patron power pool arc (I can help you if you play on torchbearer @darkir). On my fire/kin corruptor I have softcapped s/l def, hardcapped s/l res, mez protection with clarion or rune of protection depending on which build im using, perma hasten, instasnipe, and I routinely run directly into the middle of a mob with repel on without any problems. It is true that I do not have debuff resistance, but things almost never live long enough for that to be an issue. When I am in the middle of a mob the uptime on the FF proc in repel is up more than 50% of the time when surrounded, closer to 60-70% I think, but I'd need to actually test this. I do have a pure fire build too, but for most content I just use my kintank build. If you are fighting mobs with mez, then you need to watch out for your endurance because you don't have ageless, but transference is on a 9-10 second cd and I have conserve power (again depending on the build I'm using) just in case so its fine. If you aren't fighting mobs with mez, then just use ageless and don't worry about it. This is why I like kinetics, it allows me to minimally slot my secondary and focus on bonuses in other powers. Of course, other dmg types are a problem, like the nitctus in ITFs, but then I just wait for the brute/tank/scrapper to go first and then jump in.

The problem with this build is that it is softcapped for only 12.5 seconds out of about 90. It is achieving softcap pos def through power build up. I have not played this exact combo, but I have played sonic blast and a lot of cold domination on corruptors and defenders. Here is a build I created that I think will work very well. It has perma heat loss, perma benumb, perma hasten, softcapped s/l/e defense and 60.8% s/l def. It can also heal others and yourself reasonably well, while debuffing resistance into the ground. Absolutely agree with the first point, the gaussian proc is amazing in things like aim (never put it in a toggle, it floors the proc chance to something like 6.5% every 10 seconds). The second point I generally agree with, with the exception of fire primary, all those secondary DoT effects are still being buffed with kinetics and so your dmg output still scales a ton when paired with the capped dmg buffs of kinetics. Another huge benefit that the i24/25 changes allowed for kinetics was the ability to slot the kb to kd io from sudden acceleration into repel, this makes repel go from useless/not helpful to amazing. Couple that with the FF recharge proc and repel allows you to reach huge levels of recharge and semi CC, of course, in order to really get these benefits you need to build your character to survive in melee range, but you get the most out of fulcrum shift in melee range anyway.

So, this really depends on your build and AT. If we are talking purely kinetics corruptors then procs are not as important because they do not scale with dmg buffs, nor do they scourge, and so you can likely get more end/hp/def/res/mez res/rech with those slots elsewhere. Other powersets can really benefit from them, like storm summoning and ice (seriously go to the defender forums and read the storm summoning thread, it has tons of great info). The ATs that benefit the most from procs are the ones with lower base dmg (like defenders and controllers). However if your only goal is to do the most dmg possible, then yeah, even as kinetics, 6-slot your attacks with dmg procs and let fulcrum shift do all the dmg enhancement and then focus all your other set bonuses on global recharge (global recharge does not effect the PPM rate).

No, it did not appear to be a guaranteed stun for minions, not even 90%. I think the AOE for all the pseudo pets is rather small, thats the only thing I can figure.

Switch fallout for tactics. and move the slots to brawl or boxing with the superior winter set (5 of them), in order to get 5% more s/l def. This will softcap you and lingering radiation wiil now be 95% accurate instead of 80. You have also 6 slotted AM, I don't think this is necessary just two end/rech +5 IOs from each 50 set is fine, its already perma and you have agility alpha helping both values. Then I added the -res proc to your field...not sure it will help much, test it and see. Anyway here are the improvements I think you can do. Ok, I tested it on my fire/ice corr, it does stun bosses occasionally for around 2-3 seconds on +2s.

Inferno does the same thing at a lower cooldown though, the only thing left is the bosses and EBs. It is true that this is not very common outside of ITFs and farms that this happens, but then wouldn't that be all the more reason to use fire? It deals all its dmg upfront, and so everything dies right when you cast it. I do need to test ice because blizzard+icestorm does seem very good with all that damage and no one would be able to escape it really. In the end I suspect both will work just fine.

This sounds nice for when you are in a team or doing +2s, but you just won't be able to clean up a spawn with bosses at +4x8 with just blizzard or ice storm. Fireball and inferno really help when fighting lots of tougher enemies. I do need to make an ice/kin though to test these things out for myself and compare it to my fire/kin.

How about /time? With it you can add a lot of defense and tohit to all your pets with farsight making them all live much longer. You also get slowed response (on an MM I think?) increasing damage to groups/ST. It's also far easier to be a "tankermind" because of time's juncture and farsight.

So, if we are after more recharge while maintaining ranged softcap and melee softcap after hail of bullets, then we can trade vengeance for repel with a kb to kd io and the ff recharge proc. This will give you more total recharge than just that 7.5% lotg vengeance placeholder. In order to do this we also need to take one slot out of weave and put it in repel. Now, you get a 100% recharge proc that should be up 50-80% of the time when you are in the middle of a spawn, not to mention the mitigation of all the knockdown. I would also, use +5s in combat jumping to keep you at the range cap. I should note that I can the comicon s/l map on +4x8 with bosses without a problem on my fire/kin tank build and repel is a big part of that. The one downside is that your kin powers are now 90% accurate instead of 95%, still plenty to cap yourself with fulcrum shift and run two siphon speeds (remember there is an auto hit to fulcrum shit and then 9-10 acc checks). I feel this is an acceptable trade-off for more recharge and the knockdown mitigation. Repel is expensive to run, but you have conserve power, transference, and ageless destiny if you want. It depends on the corr/def primary and secondary. In general though, defenders have a much easier time capping themselves due to the higher strength of their def and res powers. You can build any defender to be softcapped to s/l def and s/l res. Usually people take maneuvers, tough, weave, and combat jumping to help with this and also add a lot of lotg recharge ios as well. Then you can add an armor from the epic/patron pools as well. Tactics can also save you a lot of acc slots in kin, especially if you are also getting the 15% purple acc bonuses. If you are having trouble softcapping yourself to s/l there is always scorpion shield in the mace mastery and then of course the two 3% def all IOs.

You have instasnipe with 97.1%, the game just doesn't show it until 97.5%. fire it off anyway and it will be instant.

Do kinetic defenders generally go for perma Hasten? If so then what kind of slot combinations gets it to perma? Definitely go for perma hasten. The nicest thing about kinetics is that it does not need to be slotted hardly at all. I mostly just slot the heal and everything else I just leave at one slot. With all the enhancement bonuses from other things this is more than enough for perma hasten and softcapped def to a type. I see that Transfusion, and Siphon speed both take damage procs. Transfusion can take Nictus chance for negative damage. Siphon Speed can take Impeded Swiftness chance for smashing. Have you seen any builds that take advantage of this? Since, i imagine, you fire these abilities off fairly often, would it actually be worth the slot on each? I typically do not slot these as their base recharge is so low anyway that you don't really benefit at all from procs because they fire so rarely. Repel Do people normally slot Sudden Acceleration KB->KD? Hell yes, its amazing. Do it. Do people normally slot Explosive Strike chance for Smashing in it? ehhh, its not as good as the ff recharge proc and it doesn't proc as much as I'd like. Slot both or the ff recharge if you have to choose. Honestly, I just did some testing on this and I just don't think the damage proc is worth it, especially as a kin. On +4 bosses it only does 46 dmg very infrequently, far too infrequently to be worth it. Compare that to my fireball (this is on a corruptor mind you) that does about 150-170 dmg per cast every 3-4 seconds depending on recharge. The problem with damage procs as a kin is that that don't recieve anything from your buffed dmg and so I think there are better slotting options, especially in a tight build. The FF proc on the other hand is amazingly handy, all of your damaging powers come up quicker and will benefit from your capped dmg. Has anyone ever looked at taking the pool pbaoe fear Invoke Panic to work in conjunction with Repel? I see it can be slotted with Glympse of the Abyss chance for Psionic, and with 4 slots gives, what seems to be good set bonuses. It seems to have a fairly good recharge time. Repel offers me more than enough mitigation and I have rain powers so I want them knocked down and not running, but your mileage may vary.

So, I just want to highlight the radial assault hybrid for Kins. It allows you to circumvent the damage cap and do even more damage based on how much damage your powers are doing (yours will be capped most of the time). It doesn't have a Taunt or Regen or defense, but it does give you more of that sweet sweet damage we love as Kins.

While I love all the slotting and taking advantage of the game mechanics (did you test out heat loss? Can you get a mag 6 stun out of it?), I think I could get better results on a straight forward Cold/Sonic defender with a lot more consistent -res and other procs on the whole spawn and more global recharge to boot.

So, about that build I made you....I've been thinking do you really need soul drain? You are a /kin and can cap your own dmg pretty much all the time and you dont need the extra tohit because you dont have a snipe. So, how about power mastery with conserve power or build up instead? This will allow you to cap s/l resists. This also caps you to range before hail of bullets without +5s and melee softcap after. I'd probably take conserve power over build up, but to each their own. Scratch that. Updated it again so that I can have reduced recharge +5 lvl 50 ios in fulcrum shift and still be at acc cap to +3s. Slotting in boxing is odd, but it gives you fire res, acc, and recharge so thats why its there. You also, get back siphon power which is pretty fantastic. Still have permasnipes and aim is unnecessary in my opinion.

And here is a more sane build that takes cardiac. To say that I am concerned about the end drain of your sonic powers would be a huge understatement. For most things, I would use this as it gives you the ability to heal yourself and another person, although not super well. Still, some heals are more support and better than nothing. I was chasing recharge and support and endurance as much as I could with this build. Ok, so this is a 50 INCARNATE build I made based on what you want and what I generally like. I'm not a fan of cones, so I didnt take that attack and you have enough recharge to take a higher attack chain attack. I'm a huge fan of the FF recharge proc with a sudden acceleration kb to kd IO in powers like sonic dispersion and repel. It provides more damage mitigation than you think with KD for your tank/brute/scrapper/ally and you get a pretty good chance of the 100% recharge proc firing. I don't like liquefy as its recharge is enormous and its just not that effective a power at 50. Anyway, this will give you a high dps attack chain, instasnipe with soul drain (should be perma with 1-2 ff procs), and almost perma hasten (perma with 1 FF proc). You are also capped to s/l res and softcapped to s/l def. You have one endurance recovery power in consumption and good lord will you need it. I wouldn't recommend touching this build without having a T3 ageless, or if you do, you'll need to decide if you want to attack or turn on your toggles or partner with a emp/kin/pain. Maybe...this was built to get the absolute maximum I could out of my fire/kin and it is the most fun I have ever had on a toon (with a fire/time corruptor coming in second). Lets see what I can come up with, most of the defenses are based around kinetic melee, but for a true budget build it would be far easier to just take scorpion shield. You won't have the resists though. Let's see how a build with scorpion shield can do. So, your resists are around 20% less to s/l with this but you have some more s/l def to prevent a defense cascade death. You do get more recharge, but I still would only do +3x8 with this solo as that 20% more dmg is very significant especially if there are EBs and bosses around. Overall, I'd say this is pretty good. You retain both siphon power and aim, so your AV killing potential is better. I have avoided purples with the exception of the superior ATOs as those are just too damn good to pass up and the corruptor ATOs aren't that expensive. I guess I'd call this a mid-budget build instead of a true budget build. Yes, and I switch between them. Pretty easy to do, if I am farming by myself or doing any other content I use the kintank with power mastery build. If I am farming fire with a brute I use the fire/kin/flame build. I use the fire/kin/power build for farming with any s/l brute/controller/dominator too. You can have 3 active builds so its quite easy to switch between them.
