Tahliah
14 hours ago, Shoulung said: Do you need hasten on an I’ll/rad to get perma PA? Thanks for your time. Yes, but with ill/ you won't want to grab hasten until your mid- to late-20s when you have some endurance IO sets/procs to help with that issue. Also, get your AM slotted for recharge/end mod so you don't have to worry so much about end (the big issue with getting hasten too soon is the infamous end crash). roleki
The Ill/Dark I am rolling towards has a bonus-driven 106.25 recharge rate that pops to 176.25 with Hasten and 246.25 at the peak of Ageless. (Tested all this on pineapple) . I have perma everything, but to get there I had to slot things weirdly, like to nab recharge bonuses buried 5-deep I had to 5-slot a power I might only have slotted for 2, and to get the 4th and 5th LotG I had to take SI/GI and I normally would have skipped one or the other of them. I was going to post the build here the other night but apparently I am using the wrong builder (Pines) for that? 1 Anything you can have, we have it. Even got a devil in the attic. roleki
Eh, here's my first stab at an Ill/Dark; having never played /Dark before, I just kind of guessed what the useful powers would be and then jimmied everything for recharge so as to get perma-PA. I would imagine that it's far from an ideal build, what with no Deceive and no Tar Patch, but I've been running it around on the test server and I haven't found myself struggling without them, so... maybe not that bad of a first stab? Edit: holy dogcrap, how are the top three export options of the official build tool not keyed to the official forums?? Carnifax
The nice thing about perma PA compared to something like perma-Dom is that it's not an all-or-nothing. Heading towards it is great too. My downtime is a few seconds on my ill/dark but since im not soloing AVs it doesnt hugely matter. Skipping Tar Patch is a massive no-no though. Giving the entire team essentially a big damage boost via debuffage, which is multiplied by damage buffs (and can be stacked in team AV fights) is huge. There's a few good Ill/Dark builds here (plus my own) 1 My level 50 builds [Bullitt Time : DP/Kin Corruptor] [Carnifax : Ill/Dark Controller] [Kerriae : Plant/Storm Controller] [Echinoderm : Bio/Spines Tank] [Iron Brew : Mace/Rad Brute] [Snookered : Staff/NRG Brute] [iScream : Ice/Ice Scrapper] [Binman : Savage/Shield Stalker] [Modul-8 : Time/Sonic Defender] [Concussion Blast : Fire/NRG Domi] [Orblivion : Dark/Martial Domi] [Mombie : Necro/Nature MM] [Tempore : Water/Time Blaster] [Thermodynamic Flux : Ice/Fire Blaster] [Carni's Online CombatLog Parser Alpha]

See, I wondered because most /Dark builds I looked at had minimum slotting in Tar Patch, and I thought maybe it just wasn't that good (though I don't throw a lot of slots at Ice Slick and it's one of Ice's most important mitigators, so the concept should have dawned on me). Now I have to figure out what power to drop in favor of Patch and what powers to gut in order to slot it up. I was supposed to be leveling my rolled Ill/Dark last night but spent most of the time doing PI radios on test... Ill/Dark is a blast to play, just the right amount of chaos and stomping, wish I had rolled one before now! Anything you can have, we have it. Even got a devil in the attic. Because its a hefty resist debuff itll help your entire team and all of your pets. Personally id dump one of the invises. Which is up to you. I love my PowerBoost > Fade > Group Invis combo as its pretty much 30% defense to everyone affected. I do normally skip invising whomever is tanking though (so they end up with 25%) as it affects threat level. roleki
Yeah, it seems I have made an error in not picking up the Patch. As you suggested, I'm either going to have to lose a recharge sink (GI/SI/Afterburner/Fireball) or drop Hover, which isn't a HUGE loss stat-wise but I do love taking hover on controllers. Hrm. Maybe I can make up for the lost LotG+ in another power? Anything you can have, we have it. Even got a devil in the attic.

roleki
That's a great idea; if I go Maneuvers, I can keep the LotG sink and free up slots for both Tar Patch and Deceive. I guess I have developed some bad build habits, where I get so used to auto-grabbing Boxing, Tough and Weave for the UGuard endurance discount and LotG spot, Maneuvers never even crossed my mind. This is going to be great 🙂 Anything you can have, we have it. Even got a devil in the attic.
swordchucks
So, I just got done rebuilding my Ill/Rad to something similar after a flirtation with packing procs into Blind, and I decided to fiddle with this a bit. Below is what I came up with. Some thoughts: 1) I like Blind with the proc from Will of the Controller better than Overpowering Presence. The damage is better than the little ball that doesn't do much. 2) I only really use Flash as a mule for Basilisk's Gaze IOs. It's ranged defense and recharge in four slots. 3) Hover is a great mule for defense IOs. I did two LotG and a Shield Wall there. 4) Phantom Army seems to work well with 4x ExpReinforcement and the procs from Overwhelming Force and Soulbound Allegiance. 5) I dropped Afterburner, Group Invisibility, Boxing, Tough, and Weave. Replaced them with Tar Patch, Maneuvers, Tactics, Vengence, and Fire Blast. 6) I have zero real idea how to slot Twilight Grasp, Soul Absorption, and Dark Servant. I mostly guessed. 7) Phantasm and I are on a break. I left him in the build with a single slot, but the big dumb idiot is a big dumb idiot and dies too much. Perma-PA is my true love. 😎 I ended up with 235% recharge (by Mids, anyway), which is perma-Hasten, PA, and Fade. It's perma enough stuff that you'll probably eat up a lot of your rotation with popping them all. 9) Defenses ended up over cap (50%+) for Ranged, Energy, and Negative and near-cap (40-42%) for Smashing, Lethal, Melee, and AoE. 10) Resistances ended up at 67.9% for S/L and lower everywhere else. Toxic is the worst at 12%. If I were going to use this build, I'd find a way to (gently) bump S/L up to the cap and straighten out the /dark powers I don't know how to use. I'd also seriously consider purples in Spectral Wounds and Fire Ball. As it stands, this build uses one purple and two full sets of ATOs, so it's not hella-expensive.
