I would love to see more versatility among Slow Movement enhancement sets. All the current slow sets have damage in them, while many slow powers (Shiver and Snow Storm being two important ones) do not. The current slow sets are also very lacking in recharge time and endurance reduction.

I could definitely see a purple set for Taunt. Less so for Fear and Slow.

In terms of Fear, I'd like to see a (Superior) proc similar to the Contagious Confusion. Something that can improve the single-target Fear attacks or step up the (PB)AoE. Also, the existing Fear set bonuses are all very similar. A (Superior) Fear set that included some good positional Defense bonuses would be a nice change of pace.

 

Slow IO set bonuses offer the variety that Fear lacks, but I've never been tempted to slot a set in a slow power...it's Frankenslotting or bust. An alternative to the %Smashing proc to deal damage would be (at least) a chance at some variety.

I've been trying to draft up some ideas for a Slow set. The barrier I keep running into is how widely variant each of the Slow powers is.

 

But the first challenge is that the actual -RunSpeed aspect of the power isn't usually worth buffing to begin with. At least not like -ToHit or -Endurance are. Like, I've rarely encountered situations that would have gone much better if only I had more -RunSpeed. 🙂

 

Beyond that you get to the profiles of the kinds of powers that can Slow sets:

  • Toggles (Snow Storm)
    • Needs Endurance Redux, does not need Accuracy or Recharge
  • Castables (Shiver)
    • Needs Accuracy, may need Recharge, End Redux usually not really relevant
  • Quick Recharge Patches (Tar Patch, Quicksand, Caltrops, Glue Arrow)
    • Sometimes need Recharge
  • True PBAoE Slow Auras (Chilling Embrace)
    • Mainly need End Redux
  • Incidental Slow Auras (Arctic Air)
    •  End Redux is relevant but really should be slotted for Confuse
  • Cold Blast and Melee Sets
    • Need Damage most of all, then Accuracy, maybe End Redux and Recharge
  • Dual Pistols
    • One to watch because it can slot any procs added to a Slow sets despite not being the main intended target off the buff 
  • Slows that can't be enhanced (Ice Slick)
    • Should they be enhanceable? (Probably) Needs vary.

 

Based on this wide profile what I wish a new Slow set looked like was very different from traditional sets. For the non-damage powers, something like this, where the bonuses repeat themselves:

  • Recharge/Slow
  • Recharge/Slow
  • Accuracy/Slow
  • Accuracy/Slow
  • End Redux/Slow
  • End Redux/Slow

 

That would make the set more relevant to the actual needs of the power.

 

I'm still thinking about what bonuses are appropriate. I think something juicy at 4 slots is what is needed but I need to hash that over more.

Could switch out to sets that are more triple/quad based.  I know that I wind up using the Acc/End IO as a frankenslotter a good deal in my builds where you don't get a lot of accuracy or endurance reduction out of say ... Target AoE sets.

 

Try this basic formula on for size.

 

1: Acc/Dam/Slow

2: Acc/End/Range

3: Acc/Range/Slow

4: Dam/End/Slow

5: Dam/Range/Slow

6: End/Rech/Slow

 

Equivalents:

1.5x Accuracy

1.5x Damage

1.5x Endurance Reduction

1.5x Range

0.5x Recharge

2.5x Slow

= 9 SO equivalents

 

Note that if you swap out the last IO (the end/rech/slow) for a proc you'd be dropping the only recharge enhancement in the set for maximum proc chances with the set 6-slotted with a proc.

You raised a good point about the diversity in slow powers themselves. But you're going overkill on Slow there. Also, I don't think the game's code for IOs would be able to differentiate which Rech/Slow you had slotted, and might not allow you to place two different ones. You could also do something like this:

• Rech/Slow

• Acc/Slow
• End Red/Slow
• Rech/End/Slow
• Acc/Rech/End
• Chance for Cold or Psi Damage

 

Totals of a L50 set: Slow: 100.7% — Recharge: 68.6% — Accuracy: 47.7% — End Redux: 68.6%

 

You don't really lose anything in slow (because ED) and you get more recharge and endurance reduction out of it. Negligible loss in accuracy bonus, and a damage proc. I chose Cold or Psi because they fit the debuff theme of slow. 

 

The bonuses from the set would probably have to be a little on the smaller/moderate side considering the enhancement values being equivalent to 8 slotting the power.

Could start with this layout for new Slow sets and just swap out the Damage enhancement for Slow ... for use in Slow powers that do no damage.

  • End/Rech/Slow

Equivalents:

  • 1.625x Accuracy SO
  • 1.625x Endurance SO
  • 1.625x Recharge SO

  • = 8.25 SO

 

Since that's more Slowing than is "useful" under ED, I personally would want to swap out the Slow on the last enhancement for a -Range proc (standard 8s duration in PvE) which would yield the following:

  • Acc/Slow
  • End/Slow
  • Rech/Slow
  • Acc/End/Slow
  • Acc/Rech/Slow
  • End/Rech/-Range proc

Equivalents:

  • 1.625x Accuracy SO
  • 1.625x Endurance SO
  • 1.625x Recharge SO
  • 2.875x Slow SO
  • -Range proc (8s in PvE)
  • = 7.75 SO + -Range proc
