Agreed.  You've got the 3 unique IOs, (panacea, miracle, numina's), performance shifter, and various lower level sets that provide end discounts, additional recovery, or general end cost reduction...

Hmm. I would be in favor of a full review on all secondary powers to see if there are needed tweaks to end use per activation, but a blanket reduction would be a no vote from me.

With 0% global recharge Domination already amounts to +0.5 EPS for free. That's like unslotted Quick Recovery.

(OK, in all likelihood you will not get to use this to the max. On the flipside, a full bar of end on command is a great deal more flexible than passive recovery.)

Ice assault needs a reduction on endurance, I cannot maintain a full bar for long even at 50

 

Fire vs Ice on comparable attacks

Flares 4.37 6.03 Ice Bolt 

Fire Breath 15.18 , 15.18 Frost Breath

Fire Blast 8.53 6.86 Ice Blast

Combustion 15.96 , 20.18 Ice Sword Circle

Incinerate 10.19 10.19 Ice Sword

 

And factor in the extra damage as fire secondary vs slow , fire still comes out ahead DPS/End cost wise.  Embrace of fire just makes fire better, bs Powerboost for Ice  is....what the hell why does it have this?  A version of Ice Armor/Energy Absorption from Scrappers would be better, less the +def but more of the endurance sap on a different recharge and maybe a small amount of recovery that.
