I'm not really up on some of the newer power sets added into the game, so maybe they also include some other Self Rez powers.  I'm assuming here you mean from actual power pools, and not just certain temporary powers you can get via Events.

P2W vendors sell two, for a million each, which are both permanent and share a 60 min cooldown:

 

Renewal of Light rezzes you to half health, and blasts the critters around you with knockback and a debuff. 

 

Return to Battle rezzes you and grants the effects of all the Large Inspirations (sort of like when you level up). So, effectively full health.

 

As Wolf mentioned, Events and Bank mishes can grant temporary self rezzes, which I think have their own cooldown.

 

And don't forget a large Rez, Breakfree, Heal and End insp in quick succession are pretty damn effective! Stack 'em vertically and hit, e.g., F1 four times fast and you're back in business right away!
 

I speak from ignorance here, but rumor hath it that an Incarnate power choice includes a self-rez.

 

(Edited to add: I think Techwright beat me to it, but IIRC, the Day Job power from AE only works in AE missions?)

I admit I cannot recall the last time that I had to use Invigorate, but EDIT: the wiki does say within Architect missions and with a 10 minute recharge.

Knowing SirBronco, it's more likely to be a Regen Stalker.

 

In any case, here's a rundown of non-temp self-rez powers. 

 

Armor Sets:

Dark Armor - Soul Transfer

Fiery Aura - Phoenix Rising

Regeneration - Revive

Willpower - Resurgence

 

Power Pools:

Presence - Unrelenting

 

Ancillary Pools:

Blaster Fire Mastery - Rise of the Phoenix

Controller Fire Mastery - Rise of the Phoenix

Defender Dark Mastery - Soul Transfer

Defender Fire Mastery - Rise of the Phoenix

Corrupter Dark Mastery - Soul Transfer

Corrupter Fire Mastery - Rise of the Phoenix

Dominator Fire Mastery - Rise of the Phoenix

Mastermind  Fire Mastery - Rise of the Phoenix

 

Epic ATs:

Peacebringer Luminous Aura - Restore Essence

Warshade Umbral Aura - Stygian Return

 

I might have missed something, but that should be all of them.  Overall, looks like you can only get two self-rez powers on a character without temps.  Unrelenting from the Presence Pool (an easy pick for you), and then one from either an armor set or an Ancillary Power Pool.

I've not looked into that previously.  I realize it is a temp power, but why would one choose that, and waste candy canes in the process, rather than buying a permanent Renewal of Light from the START vendors for only INF 1,000,000?  Is the temp version perhaps on a separate timer and usable when the permanent one is on cool down?

I think it might be on a separate timer but I'm not 100% sure on that. But I've bought some just to have the badge title before. They do also have separate effects when they are activated.

Return to Battle is arguably much stronger than Renewal of Light because the former grants you a full set of large inspiration effects, almost as if you leveled up. This both helps keep you alive to prevent a second faceplant and helps you get revenge on the people who made you first faceplant. Renewal just has an AOE stun/knockdown that wears off much quicker than the 60s of large insps giving by RTB.
