Also noticed that at least one NPC's feet clips into the sidewalk near the Paragon University Medical Campus, specifically on the upper level near the wall.

After bouncing around Kallisti Wharf for a while, I think overall there's been a ton of great work put into it.

 

One noticeable thing is that there's a lot of interesting interactions between groups on the overworld, but you get no NPC dialogue hinting at anything. I notice it's mostly with two separate groups talking to one another. Is this intentional?

 

I have to, again, question all of this talk about the Blackwing group bringing down crime so much when the entire side of the map is straight up filled with villainy and villains doing villain things. I get it on the hero side of the map with Crey there pretending to be goodie goodie, but on the other side of the map, there's too much going on that it's basically hell for any civilians to be around there at all.

 

One notable thing is that I've done the hero story arcs so far, but not the others, but there seems to be dialogue that hints at a lot more that I may or may not be missing, but I'm wondering if it's going to make sense when the next set of arcs come around. For instance, the Warriors are oddly defensive of the workers at the stadium. Is this going to be touched upon? Because the Alexander the Great arc doesn't touch on that at all.

 

Keep up the good work though.

There's a LOT more Kallisti Wharf content to come, this is just Phase 1.

We're a small team of volunteers, if we tried to deliver everything we wanted at the same time, this Page would take years to release. 😛 So we released the first wave of content that was ready, then we'll continue delivering content in future Pages.

Stay tuned, there's a lot more content on the way!

I figured that was the case! I was just asking so I knew I didn't miss anything specifically, or if decisions were made with some of the dialogue and world that weren't going to be addressed!

 

As always, I and everyone else on Homecoming appreciates the hard work you all do.

What makes the PPD in KW going Bad so weird is that it's a new Part of the City. KW isn't even finished being Built yet. It's the Part of the City where the Good People of Paragon have decided to Honor their most cherished Hero of all time, Statesman. One would think the Best of the Best PPD would be sent to watch over this City. It would be an honor to serve in KW. Having corruption already set in just feels off.

 

Having said all of this, The Zone was originally designed as a Co-op zone. What that was going to look like only those with access to the original notes have any idea. So maybe?

 

If I could make a suggestion: reduce the amount of "Bad Behavior" taking place on the Hero side and Island, and boost it up on the Villain side. This way you can still have the appearance of a nice low crime City area and still have a undesirable underbelly on what was supposed to be the Villain side of the map. 

Being constantly offended doesn't mean you're right, it just means you're too narcissistic to tolerate opinions different than your own.

The waterfall fountains in Statesman Plaza One have a sound effect that most of the time is suddenly on or off. It sounds very weird when you fly or run by them. They do currently have a fade-out effect, but it is very short. I recommend that fade out time be linked to longer distances away from the waterfalls for a much more gradual decrease in volume over a longer time. 

 

P.S. Actually, this is a problem with ALL the waterfall fountains in Kalisti Warf.

Bad cops is also a well tread superhero trope.  Numerous punisher stories come to mind.

 

Leave it I dont see an issue. 

True INDIVIDUAL cops perhaps, last I checked Punisher never mowed down an entire god damn precinct before.  No one is saying Law Enforcement are perfect angels, to think that is utter nonsense, but its clear to me that getting rid of an entire districts worth of cops over a GF analogue situation is VERY much motivated by personal politics and feels like someone shoving their agenda in our faces.

We all know Crey is into cloning, but I don't think it should be for their PR people. Maybe include a few different models, or don't have them appear in batches?

I'd think the PPD is just too much stretched thin offering KW enough security and stability with the resettled Praetorian citizens due to ongoing troubles across Paragon City and dealing with the aftermath of the Praetorian war, so a private contractor was put into place by the suggestion of Emil Christie until things have settled down.

 

You could argue that this was a more or less pretense maneuver of her to have a private security force established within Paragon, strong-arming the citizens of KW under the guise of 'keeping the people of Praetoria safe and secure' through frequent checkpoints, issued curfews and 'defusing escalations' (through the use of powerfists to the face, whenever it was really necessary or not). No public press would be allowed to enter without permission either (for safety reasons, obviously, duh), and heroes are being eyed at with wariness and charged weapons, 'just in case'. Shoot first, maybe ask questions later if something is left.

 

And once Emil has her private army deep in Kallisti Wharf, it could be very hard to remove them out of there - Likely due to political plays, red tape and backroom intimidation/deals.

Well that specific outfit was vary popular; I mean its a Donna Karen.  And ever since that one actress wore that hair style is the romantic comedy Accidental Boyfriend, a lot of women have been getting the look.  Very flattering on your cheekbones.

 

But all kidding aside, I have seen this a lot in Kallisti with other mobs.  8 Warriors all having the same (dumb) torn tuxedo costume.  Something may be wrong with the skin randomizer.  Or maybe there is only a single Khols for everyone to shop from.

Ran into this doing "Pay Toothbreaker Jones a visit", so definitely not just KW issue.

So, a couple notes on this dude... First off, it looks cool, but it's tough to really take a look at it for obvious reasons. Think it's be possible to put a couple of them in standby mode or de-milled standing guard by the doors to the building? Just for cosmetic purposes? Not statues, but not functional. (EDIT: or maybe have one in a maintenance bay somewhere, along with some other Blackwing trucks and whatnot)

The other thing is my inner kaiju fan wishes it were bigger. Imagine if 1 Statesman Plaza were to split at the corners and the walls open up and fold down, revealing a near building sized P.E.A.C.E. Keeper that looks down on other giant monsters the way they look down on us... Ok, obviously that's not viable, but still I'd love to see it maybe 2x the size it currently is.

well, trying the missions, no contacts visible on map, so have use the tp to contact to find em in Kalisti. idk if this is a bug, or something that's pending update. but here it is

The One Statesman Plaza feels very empty. Can we get some static npc there, points to the one at Atlas Plaza. 

 

Entering the Plaza Tower Penthouse was odd, you enter through a door but leaves it via a eleviator. Overall i like what was done, everything seems much more alive, but sometimes you shouldn't look too closely. The one street sidewallk with dozens of npc are on their way but never reach the stairs, my thought was, poor souls someone must have them under mind control.....

Kallisti Wharf will continue to see development in future Issue 28 updates, this Page is just Phase 1! The plaza will be populated as part of Phase 2 content.

 

There's a number of places/things that will become more relevant in the future, such as the plaza district, tower penthouse, and the Langston Corp factory.

Already my Kallisti condo property values have plummeted, and you are going to add more crime???  
It was the only place in the city my children could grow up safe.  Of course we still kept them locked behind closed doors, like the rest of the children in Paragon
