Hi guys, been pondering a few things and I honestly rarely see Psi at all in the forums, let alone a Bio armor pairing so I thought I'd throw together a "I have several billion inf to burn" style build for it and see what you guys thought.

Yep besides it seems like apart from 1 person, putting the original LRSF back as an option in Ouroborus with Statesman slapped back in there is pretty much the agreed ideal outcome. Like I said it's been raised before, even back on live, and only a few people objected to it (people with a really hate-boner for Jack) otherwise the majority agreed.

Yeah they DID have a resolution to all of this. The idea was that in order to beat the next big uber-threat, the Battalion, the Dream Doctor would Summon and then merge with Rularuu (the completed version not the aspects we see elsewhere) who is pretty much the most powerful entity in CoH lore since he's a dimension devourer capable of eating reality itself. The Dream Doctor controls him just long enough to basically decimate the Battalion fleet before he sacrifices himself when he gets us to forcibly seal him and the merged Rularuu back away in the Shadow Shards (think what happens with Darrin Wade in Who Will Die?). After that we have no idea what happens to him I presume there were plans for a Shadow Shard revamp. As for what follows after the Battalion well they were basically such a threat that most 'incarnate level threats' were keeping their heads down to stay hidden from them. With us wiping them out it means all of a sudden there's a power vacuum and everyone would be struggling to be ontop with the heroes and villains of Earth caught in the middle. These threats would still be large but nowhere near as terrifying as the Battalion. As I've often mentioned, Positron stated that even with all the Incarnate abilities they had planned unlocked we'd be roughly level 60 in power whilst the Battalion would be level 100, basically way beyond our league at that time hence resorting to Rularuu. I guess the next set of threats would be about level 70-80 kind of power with a while new set of Incarnate powers being added. -

I will point out that yes NPCs really CAN'T use toggles. IIRC they way they mimic it is they have a long lasting but low recharge click power which acts like a toggle. So for the Hurricane example they immediately fire off the power the moment they're out of mez again. This is how Sorcerers can use Hurricane even if they're completely End drained whilst it's running. Of course this was explained a long time ago so I'm not sure if the way things work has been changed even before sunset meaning that things might be different now. -
I have a terrible problem of making alts with cool combos, power leveling them and then finding whilst I like the concept, I don't like how they preform when fully kitted out...so I'll scrap them then, fire sale all the god knows how many IOs I've invested into them if a new character doesn't need them and then make a new one...I REALLY should use the test server for these things...

...what would it be? I'm talking like in no way easily possible at all, like they're not on the NPC parts list, in order to get them would require the devs to do some major modelling work. For me there would be two. The snake heads from the faction of the same name, the regular and hooded cobra variants. Since they're a pre-going rogue it means the model is all one piece and would require hacking up the NPC model along with all the work required to make them player usable (I'd stick them in their own category like the other various animal heads are). Secondly the IDF missile backpack, again it's not even in the dev only version of the CC which means it might be mounted directly to the model (which seems a little odd) and in all my searching just could not find it in the dev only CC on Titan Chat which is why I suspect it's mounted to the whole model somehow.

If they don't want them to be too overpowered I think added a pool set for pistols made up of the pistol powers from Masterminds instead of Dual Pistols would be a good idea, the 2 basic powers would be either single pistol shot or double pistol shot, Buckshot from AR and Body armor power from Munitons. I mean this does allow Blasters to get access to 3 total Smashing/Lethal resistance options but you'd have to make serious build sacrifices if you wanted Tough, Flak Vest (a nice simple rename) and say the armor from the APP.

As mentioned though we DO have Iphones and tablets since there are emotes for both being used by player characters so I'm guessing these just aren't that common. Think back when Iphones first came out and were well beyond the price range of most normal people. -

a Hero's Hero is indeed in Ouroboros (a Hero's Epic is its replacement arc) with all things still intact.

The least resisted common damage type?

The problem with Psi is that when its resisted, it's HEAVILY Resisted. Rikti, Robots, Carnies, Seers and a few others all have Psi in the 80-90% range and you see a lot more Psi resistance one you get into the higher tiers and Incarnate content. By Contrast Negative is only resisted heavily by like...I think Ghosts and Banished Pantheon with all the others either being weak to it or not resisting it at all. However the advantage Psi has is that I think it's the least resisted amongst AVs with only the Clockwork King a few others that resist it heavily, most of the non-going Rogue focused stuff has very little resistance to it and makes certain EBs/AVs (like Marauder, Hero 1, Statesman etc.) a cakewalk because they hugely resist everything but Psi when they pop Unstoppable. -
Hibernate is definitely one of those tier 9 powers that needs a looking at...I mean it effectively drops all aggro you have on you to use it...which means that all of a sudden the mobs you were tanking scatter to the four winds after the rest of the team. It would make sense on a Scrapper who honestly probably wouldn't mind an aggro dropping tool combined with a self heal but on a Tank/Brute Hibernate is really wonky and I second the notion of them getting Icy Bastion instead.

How do you get missing costume pieces?

Sadly the PPD pieces, whilst they're in the dev only version of the CC they're one of the things that is ALL over the place. Like for example the gloves are actually in Head detail 2...not gloves. The chest piece is made up of two separate pieces that would be needed to meshed together in order to work and all round it would require quite a bit of faffing about in order to get the PPD Hardsuit stuff so I suspect that will be one of the costume sets we're waiting on for a while. -

The problem is it's less 'what year is it' and more 'what is the current point in time the games story is at?' For example both the Lord Recluse SF and Miss Lib TF clearly take place before any of the Praetorian war is going on. However we don't know the timeline for when Who Will Die? SSA gets done since it's sort of timeline anachronistic as it doesn't feature or mention anything to do with the Praetorians either. So lets just say they're the baseline starting point. Then we've got the Shinning Stars arc which is clearly meant to be a lead in to the Praetorian War and maybe takes place before the current Maria Jenkins arc but then when does a Hero's hero take place? I mean it's still there in Ouroborus which means it did take place in the past which would make THAT the lead in to the Praetorian war since it represents the first 'attempt' by Tyrant to try and take out Statesman and... The timeline is a COMPLETE mess when working these things out. We know the end point however. The last arcs to actually take place are Marchand and Mr G since they're the basic end points to the Praetorian war with the refugees being taken in by both sides. There's also the problem that you've got to work out what threads have been left hanging, which leads to: 1) Battle Maiden and Malta: Basically this was the devs plot hook from the Dark Astoria arcs to give Malta an Incarnate boost and we'd need to see the outcome of this with a new and improved Malta. 2) The Council/5th Column war: It's clear that both Requiem and the Center are planning to go at each other. I think the idea behind this was to let the two villain groups be more distinct from each other. Council would lose the wacky Nazi occult stuff like Warwolves and Vampyri (maybe the Mekmen would be replaced by Praetorian Clockwork?) but gain Nictus allies (since Arkhan has sided with the Center taking a lot of Nictus with her, as has Maestro) and new equipment in the form of stolen Praetorian technology. Meanwhile the 5th would keep the Warwolves and Vampyri (and probably the Mekmen). This would mean that a number of things would have to be changed. The Citadel TF would have to reset BACK to 5th Column (with the Council version in Ouro) as there were plans to rework all the TF Commander required ones I suspect this would have been done with a rework anyway (Posi was meant to be the first and the devs would have worked their way up, Synapse next and so on) and a few arcs would need to be tweaked. 3) The Fate of Dominatrix: Dominatrix is basically left up in the air. We know she probably survived MoT (Ice Mistral was in there for longer and she clearly survived) but we don't know what happened to her after that. Has she begun striking out on her own? Did she die in Praetoria (apparently not, she's not among those caught up in the final trial), is she currently under arrest? Nobody knows! 4) The Broken Back Alley Brawler: There's mention in one arc where good old BABs is put in the hospital after the skulls leaders send a guy to 'break him'. Nothing much comes of this and is just sort of left hanging. I suspect that with Galaxy City gone he was a hero without a home and this would have been the excuse to write him out of the story for a while (especially once his dev counterpart was 'let go' after finishing Power Customization). 5) The Battalion: This isn't so much left hanging as there were hints at it all over the place but it never really got bought in to fruition because of the sunset, we know what the overall plan was but nothing in the game really leaves the huge plot holes hanging. -
The thing is that its such an obvious and simple solution that I doubt you're going to find anyone to really argue with it, when it has been raised before pretty much everyone (with a few outliers) has said they'd like to see it...hence the discussion splintering off into other things because...well..we've talked about it before and most people said yes, there really isn't much else to say to simply slapping the original version in Ouroborus and as I said I find it a weird oversight it wasn't.

Ok I'm actually kind of curious, which is the least resisted easily available to players (this rules out toxic and Hamidon special since that is truly the least resisted damage type since nothing in the game has resistances to it) damage type? My personal bet is either Fire or Negative since there are so few groups that resist that heavily. I know most people think Psi but while Psi resistance isn't common early-mid game it gets very heavily resisted at endgame with things like Robots, Rikti, Carnies, Seers etc. all having massive Psi resistance.

Here's the thing though, Smashing/Lethal are more commonly resisted than Psi but the resistance (unless you against an /invuln AV like Marauder/BABs) is generally lower range, 20-30%. Psi on the other hand isn't resisted across such a wide spectrum of enemies but it is more heavily resisted when it is. Carnies, Robots, Rikti, Seers etc. all have resists for Psi in the 80%+ range turning your amped up hits into wet noodles against them. I'd personally say the least resisted damage types are probably Fire/Dark because only very specific enemy groups get very heavy fire resistance (anything demony related) or Negative Resistance. In fact that makes me think of a question.... -
I actually am curious as to why the original version of the LRSF wasn't added to Ouroborus. I mean A Hero's hero was added, Sister P was added, even the original Positron was added...but it seems like a very dubious exclusion and I know people were asking for it even back on live. Still, like I said, Dr Aeon had a massive Hate-on for Statesman and responded with a 'really, you were thinking of bringing him back? After all I did to kill him off?' when Positron mentioned the plan to have Tyrant don the mantle of Statesman during the Battalion story line towards the end. It seems like Dr Aeon wasn't very fond of old Jack or his characters and the fact he killed 3 off in one story arc (was Miss Liberty's (not to be confused with her daughter Ms Liberty) death really needed?). I can see why he got accused of 'stuffing women in fridges' syndrome since both Sister P and Alexis were both killed off in that fashion. Though I had heard a truly bizarre rumor at the time that Sister P was killed off because she was the only Freedom Phalanx member who didn't have a unique costume (you can replicate her entirely in the costume creator with ease) but that was just a rumor. Though to be honest the fact she was killed off because she was a Jack Emmert character seems FAR more likely since it did seem like Dr Aeon was systematically trying to kill them off or put them out of action.

I do find it odd, the only time I've ever heard the sidekicks thing is in regards to DCUO since you're basically always someone elses lackey or sidekicks (whether it be doing things for Brother blood or saving the Teen Titans in the aftermath of that heroside).

Huh I didn't know they were only up on test, had assumed that they were in the game prior to that. So fair enough on that front. I wouldn't be surprised if that Skulls plotline was to set up to replace BABs with redeemed Marauder. As I suspect that certain villain groups were clearly in the running to get an 'incarnate boost' like the Tsoo and Banished Pantheon did. Malta was clearly the next in line with Battle Maiden's nanite technology and stolen Praetorian tech being used to boost them into threats for Incarnates (I mean it makes sense, they're the dedicated anti-super faction but it was clear they'd been outclassed by the time Incarnates became a thing, so naturally they're going to take notes to counter these new uber powered individuals). The Council and 5th Column are clearly being set up as incarnate level threats with Requiem having Reichsman (an actual incarnate who is on par or more powerful than our version of Statesman according to the lore) and the Council having access to Praetorian tech. I also agree that adding in a powered up Ms. Liberty would have made a lot more sense in the LRSF and hope something can be done in that regard.
